Putin basically saying to Wagners:
“You killed dozens of our pilots, plunged the country into chaos, made me hide for 2 days in Sankt Petersburg, but I would have crushed you. That been said, you are heroes and everything is forgotten. Btw., please sign this to join the Russian army. Thank you for your service.”
This kind of cynical clownery can only happen in this Russia.
