    Rais na Waziri wake mkuu watapata kazi sana kusafisha hii nchi,Ningewashauri kitu kimoja kama kweli wanataka kusafisha nchi hii na siyo "kuonekana wanasafisha" wakati ukweli hakuna kitu wanachofanya.

    Wapo watu katika nchi hii wanazo taarifa za mifumo ya wizi katika sehemu mbalimbali jinsi inavyofanya kazi, either wao walishiriki na sasa hawapo kwenye hiyo mirija au wanashuhudia jinsi wizi unavyoendelea ingawa wao hawausiki. Rais angetengeneza utaratibu wa watu wema wenye taarifa ya madudu yanayofanyika katika taifa hili kupeleka hizo taarifa in details wakiwa wanajulikana au hawajulikani, iwe ni choice ya mtoa taarifa.

    Nina uhakika wapo watu wangejitokeza kutoa hizo taarifa nikiwapo mimi.

    Mimi nina uzoefu wa jinsi mafuta yanavyoibiwa bandarini:

    Kwanza niweke wazi, mafuta hayaibiwi bandarini kwa kukadiria au sijui kwa sababu ya flow meters. Hakuna kitu kama hicho. Tena zile flow meter zilikuwa na capacity ndogo na zinaharibika mara kwa mara hivyo zikiharibika inabidi ku-bypass. Meli ikiwa inashusha mafuta inaweza kushusha kwa presha ya bar 16, zile flow meter zilikuwa hazihimili presha kubwa.

    Mafuta yakishashushwa, kiwango cha mafuta kilichopokelewa kina pigiwa hesabu na ma-surveyor na wanatengeneza taarifa yao. Mchezo unaanzia hapo TRA, Mafuta yanayotakiwa kulipiwa ushuru ni ya local (yanayotumika humu nchini), na ya transit hayalipiwi ushuru. Sasa figure zinazoingizwa kwenye system ya TRA kwa ajili ya kulipiwa ushuru ndiyo hapo serikali inapoibiwa.

    Na anayefanya mchezo huu ni afisa wa TRA kitengo cha mafuta akishirikiana na kampuni husika. Kuna makampuni ambayo yamekubuhu kwa mchezo huo. Makampuni ya watu binafsi yakiongozwa na yanayomilikiwa na waarabu. OILCOM ndio kinara, Lake oil, World oil, CAMEL Oil, etc.

    Ipo mifano mingi ila natoa mmoja.

    Kuna siku ilikuwa meli na mzigo mkubwa tu kana tani laki moja na nusu, Huo mzigo ulikuwa wa OILCOM. Kwenye Cargo manifesto ya meli ulikuwa umekuwa declared kama JET A1, (mafuta ya ndege) ya transit ya kwenda Zambia. Haya yana tax exemption.

    Surveyor wa mzigo alikuwa kijana mmoja anaitwa ANDERSON kutoka Intertek. Akaenda kwenye meli akapima mzigo akaambiwa na wenye mzigo kuwa aandike kuwa ni JET A1 kwenye documents zake, ingawa mzigo ulikuwa ni diesel (GO), akaahidiwa dili ikishakamilika atapewa chake. Basi Anderson machale yakamcheza akaamua kutengeneza ducument set 2, moja akadiclare ule mzigo kuwa ni JET na nyingine kuwa ni GO.

    Sasa kosa ambalo walilifanya hawakumuhusisha loading master wa pale manifold. Alipoambiwa afungue line ya kwenda oilcom, Yule mzee akafungua line ya JET ya kwenda OIL com. Sasa pale KOJ manifold kuna chujio za mafuta (Strainers) kwa ajili ya kila aina ya mafuta, na zina ukubwa tofauti kwaajili ya kuchuja mafuta. Mafuta yalipoanza kusukumwa, ile strainer ya JET ikaanza kupiga kelele yaani ikawa inapitisha mafuta kwa tabu.

    Loading master akaamua kuangalia kwa nini inapiga kelele, akakuta mafuta yanayopita ni diesel tena ile diesel ya high sulphur (5000ppm). Akaita kwenye radio call, " We Anderson, hiyo mnayosukuma ni JET au DIESEL?", Hakuna mtu aliyejibu kenye radio, ikabidi pump za meli zizimwe washuke kwenye meli kwenda kuongea na loading master.

    Sasa ile channel ya radio inayotumiwa kwa mawasiliano inasikiwa na watu wengi wakiwemo TRA, Usalama wa Taifa, Maofisa wa Bandari, n.k, baada ya kama nusu saa, watu zaidi ya 9 wakawa wamefika pale KOJ, wakiwemo maafisa wa usalama wa Taifa.

    Kuona hivyo Underson akatoka na gari akakimbia, akamwacha Depot supervisor wa OILCOM, yule kijana wa oilcom ikabidi amtaarifu mzee ISLAM mwenyewe mwenye OILCOM kuwa kimesanuka. Ilikuwa ni Jumamosi, mzee Islam akaagiza watu wote walioenda kushuhudia ile saga waende OILcom, inavyosemekana kila mtu alipewa mil 80 cash palepale kwenye mifuko ya rambo. Na mzigo baadae ukashushwa kwenye line ya diesel.

    Sasa ukiangalia wizi unaofanyika kwenye mafuta siyo wizi wa mafuta ila ni ukwepaji kodi, mafuta yanakuwa declared kama transit hayalipiwi ushuru ila yanauzwa local kwa bei ile ile. Na biashara hii ya kukwepa ushuru ilikuwa inasimamiwa na mwenyewe kamishna wa kodi ya forodha Bwana Masamaki.

    Mafuta yakishaingiza kama transit yanatengenezewa document zote kuanzia za loading, Checkpoint zote za TRA, clearance ya Tunduma hadi upande wa pili wa boarder, na offloading documents na documents za ZRA(Zambia Revenue Authority). Na Bond clearance.

    Hizi taarifa zote Usalama wa taifa wanazijua fika, kama Magufuli akitaka kusafisha, anatakiwa apate watu wa usalama wenye mtazamo kama wake. Laa sivyo, na wao watakuwa wanawashtua waalifu kwa meseji kama prof. Muhongo.

    OIL COM ndio kinara.

    Juzi nimefungua uzi wenye kichwa cha habari, "USHUHUDA: Jinsi kampuni za mafuta zinavyokwepa ushuru" nikatoa mfano mmoja wa kampuni ya OILCOM inavyokwepa ushuru. Kuna watu wameni-inbox vitisho.

    Sasa natoa mfano mwingine wa OILCOM hiyohiyo.

    Baada ya gas ya songosongo kuanza kuchakatwa ( Gas processing). Kampuni ya OILCOM ilipata tender ya kununua Naptha ambayo ni byproduct ya gas processing. Hii naptha ni mojawapo ya condensate katika Natural Gas Liquids (NGL) ambazo huwa zina-liquify katika surface separator. Kwa wasioijua hii Naptha ni ile thinner inayotumika kuchanganyia rangi. Sasa hii naptha inatumika katika viwandani kutengenezea Rangi. Sasa OILCOM ndio Dealer mkubwa wa hiyo naptha pale songosongo. Huwa anapeleka meli pale songosongo na kupakia mzigo wa kutosha na kuja kuushusha kwenye depot yake pale kurasini. Kwa mkataba wake OILCOM ni kwamba anaiuza kwenye viwanda vya rangi vya hapa nchini na nyingine ana-export nje ya nchi.

    Anachokifanya kwenye depot yake pale kurasini ni kui-blend na Petrol (PMS) kwa ratio nzuri na kuongeza na octane boosters ili afikie viwango vinavyohitajika vya AKI (Anti Knocking Index) na anatuuzia kwenye service station zake kama petrol.
    Parameter anayoi-monitor kwenye hii petrol anayotu-blendia ni hiyo OCTANE number tu kwa sababu anajua kuwa akikosea hiyo atauwa injini za magari yote yanayotumia petrol na effect yake watu wataiona immediately wakijaza kwenye station zake.

    Parameter nyingine kama oxygen content na vapour pressure hashuguliki nazo kwa kuwa effect zake zipo kwenye ulaji wa mafuta wa injini na kutoa moshi. (Effects of low and high oxygen content)
    Hii petrol yenye naptha ya songosongo tumeuziwa kwa muda mrefu sana na wakuu wanajua kuanzia ewura hadi TRA. Yupo afisa mmoja wa TRA wa kitengo cha mafuta ambaye alikuwa ndio kama Resident custom officer pale oilcom anaitwa GEORGE, yeye ndio alikuwa kiunganishi wa OILCOM kwenye haya magumashi

    Nimekupata mkuu, Hii nchi narudia kusema kama magufuli nia yake nchi ikae sawa.fukuza TRA wote maafisa na pale TPA ondoa kabisa kizazi cha panya tuanze upya tu,lakini kuondoa mmoja mmoja wakati walioshika system ni wale wale tunacheza tu

    Na kuna uwezekano wakajifanya flow meters zimeharibika ili waweze bypass mafuta..... hapa kaz ipo.....
