Do not get attracted by the price only, as there can be a trap sometimes!!

Warmest Greetings from Japan! We have come to know that there were some articles in the recent local Newspapers; Daily Nation &amp; The Eastafrican, both at a samilar occation, giving warning to the people in Kenya and in Tanzania when buying vehicles via Internet.

First, we feel very sorry for those who got caught in such a trap! Indeed, the best decision he thought turned out to be a tragedy, the amount involved could be estimated US$5,000,000?? As you may know that there are nowadays hundreds of used vehicle exporters in Japan (Japanese owned company and non Japanese owned operator, who are offering very cheap prices and quite often they don't own the vehicle, but borrowed photos and chassis number from the auction site, and pretend as if those vehicles are their own! Of course, prices must be very attractive, that is the main aim of the snare, and to us those are, in most of the cases, too cheap!!

If the exporter start giving excuses of the delay, by saying that the vehicles has just been sold to someone else or wiating for the vessel for long time, etc, etc..., you should be careful.
Yes, sometimes these unexpected thing could happen but not all the time! And there are yet some way to find out whether they are telling you lies or not. Basically, if the Exporter can provide you the photos of vehicles more than two or three, esp. engine room, chassis underneath, damages if any, then the Exporter must own the vehicle, or the vehicle must be near them!

But if worst comes the worst, there are chances that you don't get a vehicle even after paying in full the hard earned money, and eventually you may lose contact from the supplier. Then, it is too late!! Imagine, if you would get into such situation, perhaps you will not be able to sleep for a couple of days!!

Who is wrong ?? Of course, an exporter, but there is no way to prevent from such disaster, as there is no way to restrict those exporter, as we are now on Free trade. But just carefully think before you pay, as there are many ways to check whether this Exporter in Japan is trustworthy or not.

*First, check their reputation, how long they are operating, ask your friend whether he knows the said company?
*Ask vehicles chassis number, or ask for the de-registration paper (as it is only obtainable if vehicle is owned) ie; while photos and chassis Nos. can be copies, but they can not get the copy of De-regist. or Export Certificate unless they physically own the vehicle.

In this regard, we wish to emphasize that we have been operating the service to East Africa since 1977, and have never failed to supply a single unit so far, and all our customers are happy with our vehicle we supplied!

Ask your father, relatives about our name as we have been in this export business since last 32 years, and most of all you must have seen the vehicles who has AUTOREC sticker on the roads!

TRA ifanyeje?
Kwani TRA huwa wanafanya nini kwa makampuni na watu wanaokwepa kulipa kodi humu ndani ya nchi? Je, huwa wana-uplift randomly tu kodi za makumpuni na watu jinsi wanavyojiskia? Maana watu wanaotutisha humu ni wale wanaotupa picha kwamba TRA wana-uplift wakijiskia tu. Na wengine humu wanasema wana-uplift pale kunapokuwa na clear signs za kutaka kudanganya. Tumwamini yupi?

Yaani mimi mwenyewe nimepata gari ya bei rahisi, na ingawa kulikuwa na mwanya wa ku-burgain CIF nikaogopa nisije nikawapa kisingizio pale wakiamua ku-uplify halafu nikashindwa kuwasha moto vizuri, maana communication kati ya mimi na jamaa nikielelezo nitakachotumia. Hivi kweli unamaanisha watu waache kununua magari yenye bei nafuu? Saa nyingine anayeuza bei nafuu si kwa sababu limepata ajali. Inawezekana tu kwenye mnada siku hiyo mambo hayakwenda vizuri. Sasa je unamaanisha watanzania waepuke kununua magari rahisi? Mimi nilidhani tunasaidia kuokoa pesa zetu za kigeni pale tunapopata magari nafuu.

Sidhani kwamba ni sahihi kuwa-treat waagiza magari kama wezi vile. Na kumpata mtu aliyedanganya si kazi hivyo. Na mifano tumeshatolewa hapa jinsi gani wanaofoji wanadakwaga kirahisi tu. Nina mshakaji wangu mmoja yeye huwa anaagaazi sana akawa ananipa moyo kwamba ku-forge ni rahisi tu, huwa wanatengeneza invoices nyingine tu hapa hapa. Sasa hii inahitaji rocket science kugundua? Wewe unamfahamu hata mmoja anaye-colude na supplier? Na je, ku-colude huko kunafanyika kwenye magari tu?

Hebu fikiria, ukimpata mtu aliye-forge document unatakiwa u-uplift ama umpeleke polisi?

Mimi nadhani kuna watu wanafaidika na huu mfumo wa hovyo hovyo. Na nia yao kubwa kuifanya iwe painful kufuata njia halali ili ukienda huko kwenye mazabe wao watengeneze mingo. Sasa tunapokaa na kutetea huu upuuzi kama vile mwenye haki ni mkusanya kodi tu na mlipa kodi hana haki yoyote kwa sababu rafiki yake ana colude na ma-supplier, nadhani si sawa. Kila mmoja awajibishwe kwa matendo yake. Kama mimi sijadanganya, basi hunitendei haki kuniadhibu kwa kosa ambalo sijalifanya kwa sababu tu unahisi nimelifanya. Kinachonisikitisha ni pale ninavyoona bandugu mnaona hii ni sawa kabisa. Kwamba mtu anahisi umetenda kosa, hana kielelezo chochote, anakuadhibu na wewe unakubali tu.

Sasa mimi nasema, waki-uplift nitatafuta hiyo hela nitawalipa ili kuiondoa hapo bandarini nianze kuitumia. Halafu hiyo kesi yake itafika mpaka kwa mkuu wa TRA. Ikishindikana itaenda mahakamani, hata iishe baada ya miaka 100, nitakula nao sahani moja, kudadeki!!! Na watanilipa gharama zangu zote za usumbufu.

Nikienda pale bandarini ntakuwa na camera yangu, kila niayeongea naye nnampiga picha, maana ataweza kuwa shahidi wangu baadaye atake asitake. Na nimeshaagiza kinasa sauti kidogo cha kujificha, kitafika kabla ya gari.

Hivi sisi tunamatatizo gani? Kuna kampuni imekuuzia gari, invoices unazo, bank transfer unazo, kampuni ipo hapa hapa duniani hata wao TRA wanaweza ku-communicate nao ku-verify. Halafu TRA wanakwambia hujanunua kwa bei hiyo wewe unakubali tu? Na unajipa moyo kabisa kwamba ulilofanyiwa ni sawa kwa sababu kuna rafiki zako huwa wana-forge documents. Namna hii tutaendelea kuwa watumwa nchini kwetu mpaka mwisho wa dunia.

Kwa maelezo ambayo tumeshayapata hapa kutoka kwa waungwana wengine, nawapa TRA benefit of the doubt. Kwamba siku hizi wanaokumbana ku-uplift ni wale wanaojaribu ku-forge documents either kwa kushawishiwa na agents wao au kwa utashi wao wenyewe. Unaambiwa leta bank slip, unaleta yenye value zaidi ya CIF yako. Unaambiwa fungua email yako hapo tuangalie hayo maongezi yenu, unaanza kutetemeka. Halafu baadaye unawalaumu TRA.
Mi nawashauri mkishafamya malipo huko Japani tunzeni ile DOC unayopewa baada ya kutranfer hela TT.hao Tra wakiuplift unawazukia na hiyo doc mana invoice huwa hawaiamini kabisa.

mkuu hiyo T/T mie nilitunza, nilipopeleka nikaambiwa labda umetuma pesa kwa hawamu mbili, wale jamaa wee acha tu mkuu.

Kwa sehemu nakubaliana na maelezo ya kuagiza gari kwa njia ya mtandao kuwa ni gharama nafuu lakini kuna hasara zake. Waswahili wanasema rahisi ghali!!

Nilipata uzoefu mwaka 2005 baada ya kuagiza gari toka Japan kwa kupitia agent mmoja hapo Dar kwa makubaliano kwamba gari langu nitalipata baada ya mwezi mmoja kwa gharama ya 2,500 USD wenyewe wanaita CIF(Cost Including Freight).

Aina ya gari niliyotaka ilikuwa ni Mark II Baloon mettalic Blue, Manual Transmission,Petrol Engine,4 doors, PW na iwe ni 4 cylinders. Baada ya jamaa kumlipa ile pesa ilichukua miezi 2 mpaka gari hiyo kufika Bandari ya Dsm. Kama hiyo haitoshi tulivoenda kuikagua ile gari kwa ajili ya Clearence ilikuwa haina vigezo karibu vote nilivyotaka!

Kweli ilikuwa ni Baloon metallic Blue safi inawaka. Lakini ikawa ni Automatic Transmission, Diesel engine na kibaya zaidi ikawa ni 6 cylinders. Kidogo nishawishike kuikubali lakini nikaona itanisumbua baadaye.Pale pale Agent nikamwambia hiyo haikuwa gari niliyokuwa nimeagiza. Na kwa vile nilikuwa nimesubiri kwa miezi 2 nikamwambia sina muda wa kuendelea kusubiri gari tena bora arudishe hela yangu nitafute gari sehemu nyingine.

Unajua aliniambiaje? Nisubiri mpaka gari hiyo ipate mnunuzi ndipo arudishe hela yangu! Aliniambia nimpe 1 week ya kufanya logistics za kuindoa bandarini na kutafuta soko. Believe me it took me another 1 month ya kusubiri mpaka nikaamua kuwatumia polisi ili kumshinikiza jamaa aweze ku-refund pesa yangu. Hata hivyo jamaa alikubali mbele ya polisi na akaanza kunilipa kidogo kidogo mara leo milioni 1, kesho laki 5, mara laki 3 mpaka nikawa bored stiff.Hiyo nayo ilichukua kama mwezi na zaidi. Kwa hiyo jumla ya muda wote ikawa kama miezi 4 na zaidi.

Uamuzi niliochukua baada ya hapo ilikuwa kwenda kwenye show room za Bongo nikachagua gari niliyotaka nikalipa hela yangu na kuondoka na mashine. Niliona kuagiza gari toka Japan au Arabuni ni upuuzi na kupoteza muda.

Conclusion yangu ni kuwa,be careful na hawa watu wanaojifanya ni agents wa kuagiza magari au kukuletea gari baada ya kui-pick kwenye mtandao mara nyingi ni matapeli na wababaishaji. Kuna jamaa zangu wengi wamewahi kulizwa kwa mtindo huu wa kumtumia mtu akuletee gari. Kuna rafiki yangu aliletewa gari ikiwa ina chemsha kama unapika maharagwe na kwenye mtandao ilikuwa inaonekana bomba na bandari ilipofika ni exactly kama ilivokuwa inaonekana kweny mtandao,lakini inachemsha!!

Kwa hiyo jamaani be careful. Kama una hela yako ni afadhali ukanunue gari yako kwenye show room zetu za Bongo unaweza kupata gari nzuri tu na ukaepuka usumbufu na gharama za kipuuzi zisizo za lazima.
