Uganda's Opposition harmed by Museveni's hard tactics

Mkuu ungebadili kidogo hiyo heading kwani inamislead, binafsi naona ingekuwa Dr. Besigye denied bail au Dr Besigye remanded in custody.

That said, I think that marks the start of the end of Musevenis rule. When leaders tend to close their eyes to reality, the mass normally tend to show the reality in a very harsh way.

Ugandan opposition leader held, protests spread

President Yoweri Museveni, in power since 1986, blames drought for high food costs and soaring oil prices for surging local fuel costs. He warned his rival, whom he defeated in a third straight election in February, that his protest marches would not be tolerated.

Museveni, appearing on a local TV show, did not speak directly about the protests but said the government would not reduce taxes on fuel to cut fuel prices.

"We need this money to build your country," he said.

Consumer price inflation jumped to 11.1 percent in March and is expected to keep rising in coming months -- in line with inflation rates across east Africa.

Kiongozi wa chama cha Forum for democratic Change FDC, nchini Uganda, Dr Kizza Besigye anatarajiwa kufikishwa mahakamani leo kusikia ombi lake la kupewa dhamana baada ya kukamatwa wiki iliopita.

Dr Besigye ameshtakiwa kwa kosa la kufanya mkutano kinyume na sheria.

Hii ni baada ya jaribio lake la kufanya mgomo wa kususia usafari wa magari kufuatia kuogezeka kwa bei ya petroli.

Kiongozi huyo alinyimwa dhamana na kupelekwa rumande katika gereza la Nakasongola mjini Kampala.
 
Thirty residents of Luweero District were yesterday arrested by police when they tried to take food to Forum for Democratic Change president Kizza Besigye who is being held at a prison in the neighbouring Nakasongola District.



The arrest took place hours after it emerged Dr Besigye’s bail hearing scheduled for today at Nabweru Court in Wakiso District, has been moved to a Nakasongola court, over 100 kilometres from Kampala city. Judiciary Spokesman Erias Kisawuzi (right) told Daily Monitor that “all arrangements have been made for Dr Besigye and other stakeholders to attend”.
 
Cabinet will today decide whether it can afford to cut taxes on oil imports as it seeks to defuse the ongoing protests against rising food and fuel prices.

Cabinet sources told this newspaper that finance minister Syda Bbumba is expected to show her Cabinet colleagues today whether reducing taxes on fuel imports would bring relief to motorists without adversely affecting tax revenues. Her presentation comes less than 24 hours before the next round of ‘walk-to-work’ protests are due. “The matter came up last week but because of disagreements, it was left to Minister of Finance to come up with the presentation,” a Cabinet source said, speaking anonymously because of the confidential nature of Cabinet discussions.

Political reaction
“Some of us disagreed because we can’t take such a risk to hurt the economy. There were others who wanted taxes cut as a political reaction to the crisis.” Junior finance minister Ruth Nankabirwa confirmed meetings were being held at the ministry to seek a solution to the rising inflation.
President Museveni was initially opposed to any tax cuts – infamously urging motorists to be frugal and not drive their cars to bars – but he appeared to soften his position last week when, with the death toll from the protests rising to five, he said he would accept a cut if it did not jeopardise funding for infrastructure projects.

The Kenyan government recently cut taxes on petrol and diesel by 30 and 20 per cent respectively after citizens threatened to protest over high prices. The government levies Shs850 per litre of petrol, Shs530 on a litre of diesel and Shs200 on a litre of kerosene in tax. A similar cut would bring petrol down from Shs3,500 to Shs3,245 and diesel from Shs3,100 to Shs2,994 – if other cost factors, including world crude oil prices, remained constant

Opposition leader Dr Kizza Besigye has been violently arrested again. This is the fourth time he is being detained in relation to the walk-to-work campaign against high fuel prices.

Soldiers, police and military intelligence personnel used sledge hammers, batons, gun butts and all sorts of implements to vandalise the opposition leader’s car. He was dragged out of his badly damaged vehicle at approximately 10.46 a.m. and slammed into a waiting police transport which sped off to an unknown destination. It is not clear why Dr Besigye who was not walking was accosted by the armed men. Security personnel are fighting running battles with civilians in the Mulago-Wandegeya area. Scores have been injured.

Dr Besigye appears to have sustained injuries in the melee which also left one of his aides bleeding profusely from a head wound. International media and observers from foreign missions on the scene were seen capturing the events as they unfolded.

Opposition MPs walked out of Parliament yesterday protesting Speaker Edward Ssekandi’s refusal to allow a motion seeking to halt what they described as illegal supplementary expenditure of Shs1.5 trillion for President Museveni’s swearing-in ceremony and the purchase of fighter jets and other military hardware.



Shadow Finance Minister Oduman Okello (Bukedea) had warned Speaker Ssekandi and the ruling NRM MPs against approving “sumptuous expenditure” at a time when the rest of the population is suffering high cost of living. Mr Oduman said the Shs1.5 trillion supplementary was far beyond the required 3 per cent threshold provided under the Budget Act 2001.




In his motion, Mr Oduman wanted President Museveni’s swearing-in budget cut to Shs1 billion and the Shs1.3 trillion for fighter jets halted. But Speaker Ssekandi blocked the motion saying that under the rules of procedure, the money can only be reduced by Shs10,000. The NRM side had mobilised its majority to pass the budget—making the opposition walk out a moot point as the quorum was not affected.



Invoking the memories of 1986 when Mr Museveni took power, Mr Oduman reminded Parliament about Mr Museveni’s modest swearing-in ceremony he said was part of the revolutionary ways of spending taxpayers money. “Why should taxpayers spend Shs3 billion on one day when people don’t even have anything to eat?” he asked. “Why should we invite 32 heads-of-state? What has changed from 1986 when President Museveni was first sworn in?


These questions rattled ministers Matia Kasaija (Internal Affairs) and Hilary Onek (Energy) who defended the expenditure as rational. Mr Kasaija said in 1986, the NRM government had just come out of the bush and that there was no need to spend Shs3 billion on a swearing-in ceremony. Mr Onek said all the people who voted for Museveni would like to attend his swearing-in.

The government response to Uganda's ongoing "Walk to Work" protests took a sinister turn today when opposition leader Kizza Besigye was violently dragged from his car and arrested. Security officers first broke the windows of the car, and then sprayed in pepper spray and/or tear gas to force the occupants out.
