Uganda Security Block Opposition Leader From Leaving the Country


KAMPALA Uganda -(Dow Jones)- Ugandan authorities blocked the country's main opposition leader Kizza Besigye from leaving the country for medical treatment in Kenya after violent protests rocked the country on Thursday following his violent arrest on Thursday, a senior party official told Dow Jones Newswires Friday.

"They have beefed up security at the airport and there is a standoff right now, they are refusing him to leave," Anne Mugisha, the opposition Forum For Democratic Change's deputy foreign secretary, told Dow Jones Newswires.

Besigye was hospitalized Thursday after the police sprayed him with pepper and teargas after smashing the windows of the car he was riding in. He was later bailed on medical grounds. His arrest triggered violent clashes in the country between protesters and security officials.

Airport security officials reverse an earlier decision to block Dr Kizza Besigye and now allow him to fly out with his sister, Olive Kobusingye.

Our reporter Richard Wanambwa says Airport security chief Herman Owomugisha, who previously said he had received a telephone call “from above” to block Dr Besigye, later approached Surgeon Kobusingye at around 7:25pm, saying the opposition politician had been cleared to fly.

A highly-placed source says President Museveni had to personally intervene after being briefed by aides that Dr Besigye, battered a day earlier by a cocktail of security forces, had been stopped.

Questions are now being asked – and the repercussions might be dire - where Mr Owomugisha got the authorisation to abort the opposition politician’s flight out for treatment, an episode reportedly witnessed firsthand by a top Western diplomat.

It is not clear if Mr Owomugisha acted overzealously or was duped by other security chiefs without Mr Museveni’s knowledge.

Following the State House telephone call, Dr Besigye was rushed through to boarding without any security check and was on board Kenyan Airways flight, KQ 414, departing 8pm.

It played out like a scene in a horror movie. A staccato of hits with the butt of a pistol and a hammer rapidly struck windows of the luxury V8 Toyota Land Cruiser, crumbling the glass shield in a pile.

Uniformed anti-riot policemen emerged to jet liquid pepper inside to saturate the vehicle carrying Uganda's main opposition politician, Kizza Besigye. He and other occupants were left gasping for fresh air – their bodies burning.

Several cans of pepper had been downloaded, initially directly into the eyes of Dr Besigye, and later to soak his upper back after he hid his face in between the front seats of his luxury vehicle.

His driver, Fred Kato, suffered similar fate, forcing him to jump out of the saturated vehicle, only to land into a volley of kicks and punches unleashed by a cocktail of security operatives. At this time, the gun-totting and vicious operatives, had overpowered and arrested Dr Besigye's aides; and grabbed him commando-style.

Uganda's Black Mamba commandoes first played such a movie at the High Court in Kampala premises in 2005, coincidentally to re-arrest Besigye who by then had just been granted bail.

Face-down, the former personal physician to President Museveni, was dragged and thrown under seats on the back of a police pickup truck where patrol police usually carry unidentified corpses and accident victims.

Enraged MPs

Dr Besigye was none, but all the same menacingly thrown there, a filthy slot, outraging MPs during an afternoon debate and even the most conservative ruling NRM loyalists.

His crime according to Kampala Metropolitan police commander Grace Turyagumanawe, who was at the secene, was choosing to drive from Mulago Road junction to Wandegaya while police wanted him to take the Kitante Road. Moments later, the FDC president was a blind and deaf man.

As such when he later appeared before Nabweru Court Chief Magistrate Justine Atukwasa, head swollen and eyes blinded, the judicial officer stared at him in horror and let him go without a charge.

Ms Atukwasa had granted bail to the man at Nakasongola Magistrate's Court only the previous day and a disfigured Besigye, leaning on shoulders of well-wishers to walk, contrasted with his Tuesday image who less than 24 hours ago offered spirited submission to secure bail after his defence attorneys failed to show up.

Nearby, several other gun-toting men in civilian stoked emotions outside by indiscriminately kicking and whipping perceived opposition supporters around.

This is Uganda, once described by former UK Prime Minister Winston Churchill as the "Pearl of Africa". It had turned into the paragon of violence as a combination of police and the military, alleging Besigye supporters pelted them with stones to provoke them, cracked teargas and live bullets on them.

The man of infamy who pepper-sprayed and shattered Dr Besigye's vehicle window's had hitherto been known to many as a quiet and obedient Christian.

The man in the picture

His name is Gilbert Bwana Arinaitwe. But a UPDF deserter, now living in Europe, who says they were bosom friends and classmates at Ogut Primary School in Tororo Municipality, insists today's showy Arinaitwe was by 1986 a bare-footed Jackson Kirunda receiving whips from teacher Okwakol almost on daily basis for failing Mathematics and English assignments.

The contrast of his known humble beginnings, a supposedly prayerful life and an introvert's posture were yesterday betrayed when the hitherto concealed evil in Arinaitwe erupted, shocking and galling his friends and mentors.

Not least lecturers at Uganda Christian University where he obtained a Social Work and Social Administration Bachelor's degree in 2006."He used to be a class captain and a quiet guy. I am embarrassed by what he did (in arresting Besigye)," said his former lecturer.

He sauntered at the Mulago roundabout in Kampala, pistol tucked to the waist line, after using it to knock down Besigye's car windows, re-enacting alleged rogues committed by Idi Amin's berated forces.

Without a gun, light weight Arinaitwe would unlikely stage an average fight, except blurt out words in a quarrel as he does while translating for a top city pastor. He reportedly participated in investigating an unresolved sodomy case.

Associates, appalled and galled by his yesterday's conduct, or rather misconduct, say he is a man of devotion, who prays while speaking in tongues.

On the streets, in the church and at shops, he starts his conversation with a calm Mukama ye bazibwe (Praise God) Christian tone. His wedding photos on face book page, scrambled after his unprecedented assault on Besigye, show him smiling in the tight embrace with his wife.

It would be odd that he chose to introduce himself to Ugandan tax payers who buy his food and dress him by tormenting a man his senior in wealth, power and contribution to the country's 1986 ‘liberation'.

In lawful times, Arinaitwe, a CID officer attached to the Kireka-headquartered Rapid Response Unit, would be operating under cover like all civilised detectives, identifying and preventing crime.

At least two people have died in riots in Uganda's capital over the treatment of opposition leader Kizza Besigye.
Security forces fired live ammunition, rubber bullets and tear gas to disperse protesters burning tyres.
Dr Besigye sought medical treatment after being tear-gassed in his car and bundled roughly into a truck when he was arrested on Thursday.
He later left Uganda for treatment in Kenya, and witnesses said he had to be supported as he boarded a plane.
It was Dr Besigye's fourth detention this month for his participation in a "walk-to-work" protest over high prices.
President Yoweri Museveni has said the walking campaign over the rise in the cost of living is illegal.

Ugandan Information Minister Kabakumba Matsiko told the BBC the situation was now "under control" and the unrest would not be allowed to carry on.
"I would like to reassure the world that the government is in charge, and we are going to improve the security situation. We're not going to encourage worthless demonstrations which don't have clear and genuine objectives to continue," Mr Matsiko said.
Pepper spray
After his arrest on Thursday Dr Besigye was charged with inciting violence but was released on medical grounds until 2 May.
The BBC's Joshua Mmali in the capital, Kampala, says Dr Besigye was taken to hospital from the court because he had been temporarily blinded.
On Friday evening, he was allowed by the authorities to fly to Kenya.
Our reporter says footage of the arrest was broadcast on Ugandan television and the video-sharing website YouTube.
It showed plain-clothed policemen beating up Dr Besigye's supporters, smashing the window of his car and dousing the inside with pepper spray and tear gas before manhandling him into a vehicle and driving off.
Rumours spread
According to Uganda's Red Cross, two people died in the trouble and 120 others were taken to hospital with injuries.
Internal Affairs Minister Kirunda Kivejinja said 360 people had been arrested and those injured had mainly been hurt by "stones, sticks and bottles".

The police force was "within its constitutional mandate to restore law and order" by removing road blocks and "disengaging crowds", he told journalists in the capital.
Our correspondent says transport was paralysed and shops closed because of the widespread rioting and chaotic scenes.
Earlier on Friday morning, gunshots could be heard from different parts of the city and live ammunition was shot into the air in some areas.
The trouble started in Kisseka market, sparked by the anger over the manner of Dr Besigye's arrest and rumours that the FDC leader might have died.
The speculation about his death spread via Twitter and in Ugandan chatrooms.
"They arrested him like a chicken thief. We cannot allow such things to continue. Museveni must go," Brown Ndese, one of the protesters, told the Associated Press news agency.
The security forces were out in strength as the trouble spread across the city, our reporter says.
In some areas, the military beat up people who had resorted to walking to work because there was no transport, and forced them to clear the roads of debris from the burnt barricades, he says.

The BBC's Ignatius Bahizi in the suburb of Kasubi said earlier on Friday morning that people were fleeing the area and vehicles were heading out of town to save them from damage.
He said when he tried to take a photo of the protesters burning tyres they turned on him and tried to attack him.
April's walk-to-work campaign, organised by several opposition parties over rising fuel and food prices, has been marked by clashes between protesters and the police and the arrest of opposition politicians.
Dr Besigye, who was shot in the hand during a similar recent protest, lost to President Museveni in a February election he says was rigged.
Before the polls, Dr Besigye had called for Egypt-style uprisings in the event of fraud.
Police responded by banning public demonstrations.

(Reuters) - A speech by Uganda's President Yoweri Museveni was briefly interrupted in Kenya Saturday by a member of his audience objecting to this week's violent crackdown on protestors.

Two people were killed Friday and at least 90 injured across the Ugandan capital Kampala after police fired bullets and teargas at crowds protesting against the arrest of an opposition leader.

"Mr. President, how can we as Kenyans sit here and listen to you while you have been brutalizing Ugandans?" shouted the man, before he was taken away by Museveni's security detail.

Museveni, who is on a one-day private visit to the Kenyan capital, continued his address to a local business club.

His chief political rival, Kizza Besigye, is being treated at a Nairobi hospital a five-minute drive from the venue of Museveni's speech for injuries sustained while he was being arrested Thursday.

The protests, which have the potential to unnerve investors in east Africa's third largest economy are aimed at forcing the government to rein in soaring prices of food and fuel.
