Uchambuzi wa Baraza Jipya la Mawaziri

Kuna nafasi tatu za kujaza, kama asipofanya recycle kuwarudisha mafisadi kwa kisingizio kwamba walijiuzulu wenyewe lakini bado 'taifa linawahitaji'.

Kwa kuzingatia kwamba kamati nyingine mbili zaidi zinatarajiwa kuwasilisha ripoti zao hivi karibuni, Madini na BOT, ni wazi kwamba baraza jipya litakalotangazwa Jumatatu litaacha nje sura kongwe kadhaa.

Kabla sijataja wale watakaotupwa nje, kwa upande wa mawaziri wapya tutarajie sura ngeni kabisa ikiwa ni pamoja na Martha Mlata mbuge kutoka Singida na shujaa Harrison Mwakyembe[anapewa meno].

Sababu kubwa zaidi ya kuchukua hatua hiyo ni kwamba idara ya usalama itamshauri rais asiwateue wahusika kuepusha adha ya kurudia kazi endapo majina yao yataibuka kwenye hizo ripoti mpya.

Lakini sababu nyingine, baadhi ya hawa mawaziri utendaji wao unalalamikiwa hata na wananchi wa kawaida.Nadhani tunakumbuka ripoti ya REDET iivyosema.

Kwa maana hiyo basi, naomba niwasilishe baadhi ya majina ya mawaziri wa zamani ambao wako hatarini kupigwa panga - kama wasipopigwa panga basi watahamishwa wizara zao kutokana na udhaifu kwa njia moja au nyingine.

MH Joseph Mungai Mbunge wa Mufindi ni Fisadi Mkubwa aliye anza ufisadi Tangu miaka ya 70. Mzee huyu aliye ukwa ubunge kwa mara ya kwanza mwaka 1970 akiwa na umri wa miaka 28 na elimu ya kidato cha 6 ni moja ya wabunge wakongwe Tanzania lakini wenye kuleta maendeleo duni jimboni kwao na kwa Watanzania wote kwa ujumla.

Ni Mungai akiwa Wizara ya Elimu ndiye aliye pangua pangua mitaala na kufuta baadhi ya masomo kwa sababu za wivu. Wivu kwamba Watanzania wasipate elimu iliyo sahihi. Wakati yeye watoto wake amepeleka nje( Marekani) ya nchi na wengine wameipa kisogo shule na kubakia kutishia watu na bunduki kwenye mabaa.

Ni Mungai huyu huyu ndiye aliye zuia Elimu ya ukimwi isifundishwe mashuleni waliko watoto na vijana, akidai kwamba elimu hiyo ni kinyume na utamaduni wa Kitanzania.
Sijui ni utamaduni gani huo unao zuia watu kuambiwa ukweli hasa ikizingatiwa kwamba ni ukweli wa kuwanusuru na mauti?
Sifa yake nyingine ni muuaji wa kimya kimya.

MH Mungai hafai tena kuwa waziri kwa sababu malolosa aliyoyafanya katika miaka 38 ya ubunge wake yanatosha.


MH huyu aliwahi kutimuliwa kibarua cha Uwaziri wa Kilimo na Mrehemu MWalimu Nyerere miaka ya 1978 kutokana na Kashfa ya Wizi wa Sukari ya Mamilioni .

Yeye akiwa waziri wa Kilimo alihusika moja kwa moja na wizi huo wa sukari chini ya Shirika la sukari wakati huo SUDECO.

Waliiba sukari yote wakuza na kutia mshiko ndani wakaacha magunia kadhaa na kisha kutoboa mapaa ya magodauni nakadai eti mvua imenyeshea sukari, na sukari yote yote imeyeyuka.

Japo Mungai aliendelea kuwa mbunge wa wilaya ya Mufindi Kaskazini miaka yote baada ya kufukuzwa kazi ya uwaziri wa kilimo hakuweza kuwa waziri wa wizara yeyote mpaka pale mwalimu alipofariki ndipo Fisadi mwenzie na swahiba wake MH Mkapa, kwa kukosa Fadhira kwa mwalimu aliye mtetea kwa nguvu zote wakati wa kampeni za urais mwaka 1995, akaamua kumfanya waziri tena.

Kibaya zaidi kuna wakati alimuweka kuwa waziri wa kilimo wizara ambayo aliwahi kuboronga na kukoroga hadi kufukuzwa kazi.

Mungai ni Fisadi wa siku zote si vema kumrudisha katika baraza jipya la mawaziri.

Swiss Investigates Possibility of Bribery in U.N. Contract

Swiss judge is investigating possible bribery charges involving a $50 million contract to renovate the headquarters of a Geneva-based United Nations agency, according to government documents and Swiss and American officials.

Jean-Bernard Schmid, the Geneva-based judge who has led the criminal inquiry, said in a telephone interview on Friday that his investigation was focusing on Michael Wilson, who was a consultant to the company that won the renovation contract at the World Intellectual Property Organization.

Mr. Wilson, a Ghanaian businessman, has been identified by investigators as a business associate of Kojo Annan, the son of Kofi Annan, the United Nations secretary general. The judge said Kojo Annan was not a target of the investigation.

Investigators said the judge was trying to determine if Mr. Wilson had bribed a senior official at the United Nations agency to win the renovation contract. Edward Kwakwa, the agency's legal counsel, said Khamis Suedi KAGASHEKI, a top official at the intellectual property agency, acknowledged having received 325,000 Swiss francs, about $270,000, from Mr. Wilson, but said the money was from a private business venture that had no connection to the agency's construction contract. In an interview, Mr. Suedi said he had had nothing to do with the awarding of the contract.

Mr. Kwakwa said the agency's internal regulations, which are under review, permitted agency employees to have outside business interests as long as they were reported to the agency, approved by the agency's director and did not involve intellectual property. Mr. Suedi recently informed the agency that he was leaving in late April to pursue other activities, Mr. Kwakwa said, adding that he was not aware that Mr. Suedi had violated any rules of the agency, which registers and protects intellectual property.

Mr. Wilson did not return repeated phone messages seeking comment.
The criminal investigation was first reported Friday by Le Temps, a Geneva-based newspaper. Judge Schmid confirmed information published in the article, but declined to elaborate on details of his inquiry.

Mr. Wilson's relationship with Kojo Annan was cited in a recent report issued by the United Nations commission investigating its oil-for-food program in Iraq . According to the commission, Mr. Wilson was a vice president at Cotecna Inspection S.A., a company that worked for the oil-for-food program, and Mr. Wilson helped get Mr. Annan a job at the company.

After both men left Cotecna, they became partners in a consulting business in Africa, according to investigators in the United States and Europe . Kojo Annan's lawyer, Clarissa Amato, declined comment for publication.

The Swiss investigation concerns Mr. Wilson's activities in Geneva . Mr. Kwakwa said Mr. Wilson had been an intern at the intellectual property agency "decades ago" when his father was posted in Geneva as an ambassador from Ghana . Mr. Kwakwa said that more recently Mr. Suedi told officials there that he and Mr. Wilson had been doing work that involved "benevolent, nongovernmental organizations." Mr. Kwakwa said the outside work had been approved by the agency.

In a March interview, Mr. Suedi said that he and Mr. Wilson had done some consulting work in connection with the prospective purchase and management of hotels in Tanzania , but that it "hadn't worked out."

Officials said that after opening the investigation last year, Judge Schmid ordered Mr. Wilson jailed for nine days, during which investigators reviewed his computer files and bank records. Investigators said he was released after he agreed to cooperate with the inquiry and acknowledged having received a large consulting fee from the BPS construction consortium - comprising Béric S.A., Perret and Seydoux-DMB, - that renovated the headquarters. He also acknowledged having made a payment to Mr. Suedi.

The agency is one of several United Nations agencies and affiliated organizations whose management practices have recently been criticized by internal and outside reviews. A review published in February by United Nations officials in New York recommended substantial changes in the agency's budgeting and personnel policies.
"The inspectors believe a headquarters review and needs assessment should be undertaken urgently," says the review, a copy of which is posted on the agency's Web site.

Swiss Investigates Possibility of Bribery in U.N. Contract

Swiss judge is investigating possible bribery charges involving a $50 million contract to renovate the headquarters of a Geneva-based United Nations agency, according to government documents and Swiss and American officials.

Jean-Bernard Schmid, the Geneva-based judge who has led the criminal inquiry, said in a telephone interview on Friday that his investigation was focusing on Michael Wilson, who was a consultant to the company that won the renovation contract at the World Intellectual Property Organization.

Mr. Wilson, a Ghanaian businessman, has been identified by investigators as a business associate of Kojo Annan, the son of Kofi Annan, the United Nations secretary general. The judge said Kojo Annan was not a target of the investigation.

Investigators said the judge was trying to determine if Mr. Wilson had bribed a senior official at the United Nations agency to win the renovation contract. Edward Kwakwa, the agency's legal counsel, said Khamis Suedi KAGASHEKI, a top official at the intellectual property agency, acknowledged having received 325,000 Swiss francs, about $270,000, from Mr. Wilson, but said the money was from a private business venture that had no connection to the agency's construction contract. In an interview, Mr. Suedi said he had had nothing to do with the awarding of the contract.

Mr. Kwakwa said the agency's internal regulations, which are under review, permitted agency employees to have outside business interests as long as they were reported to the agency, approved by the agency's director and did not involve intellectual property. Mr. Suedi recently informed the agency that he was leaving in late April to pursue other activities, Mr. Kwakwa said, adding that he was not aware that Mr. Suedi had violated any rules of the agency, which registers and protects intellectual property.

Mr. Wilson did not return repeated phone messages seeking comment.
The criminal investigation was first reported Friday by Le Temps, a Geneva-based newspaper. Judge Schmid confirmed information published in the article, but declined to elaborate on details of his inquiry.

Mr. Wilson's relationship with Kojo Annan was cited in a recent report issued by the United Nations commission investigating its oil-for-food program in Iraq . According to the commission, Mr. Wilson was a vice president at Cotecna Inspection S.A., a company that worked for the oil-for-food program, and Mr. Wilson helped get Mr. Annan a job at the company.

After both men left Cotecna, they became partners in a consulting business in Africa, according to investigators in the United States and Europe . Kojo Annan's lawyer, Clarissa Amato, declined comment for publication.

The Swiss investigation concerns Mr. Wilson's activities in Geneva . Mr. Kwakwa said Mr. Wilson had been an intern at the intellectual property agency "decades ago" when his father was posted in Geneva as an ambassador from Ghana . Mr. Kwakwa said that more recently Mr. Suedi told officials there that he and Mr. Wilson had been doing work that involved "benevolent, nongovernmental organizations." Mr. Kwakwa said the outside work had been approved by the agency.

In a March interview, Mr. Suedi said that he and Mr. Wilson had done some consulting work in connection with the prospective purchase and management of hotels in Tanzania , but that it "hadn't worked out."

Officials said that after opening the investigation last year, Judge Schmid ordered Mr. Wilson jailed for nine days, during which investigators reviewed his computer files and bank records. Investigators said he was released after he agreed to cooperate with the inquiry and acknowledged having received a large consulting fee from the BPS construction consortium - comprising Béric S.A., Perret and Seydoux-DMB, - that renovated the headquarters. He also acknowledged having made a payment to Mr. Suedi.

The agency is one of several United Nations agencies and affiliated organizations whose management practices have recently been criticized by internal and outside reviews. A review published in February by United Nations officials in New York recommended substantial changes in the agency's budgeting and personnel policies.
"The inspectors believe a headquarters review and needs assessment should be undertaken urgently," says the review, a copy of which is posted on the agency's Web site.

President Jakaya Kikwete is expected to retain less than 10 ministers from the Cabinet dissolved last Thursday, when he names his new team tomorrow, Sunday Citizen has learnt.

Reliable sources close to the President said yesterday that the new Cabinet would not include politicians known to be involved in running private businesses.

Also to be left out are ministers linked to scandals and those whose performance in the last Cabinet was deemed to have been below par.

“The speech the President delivered during the CCM anniversary celebrations, warning against corruption was an ultimatum from him. He is tired of continued debate touching on scandals involving his ministers,” one source said.

The sources also said that some ministers from the last Cabinet had asked not to be re-appointed due to ill health or old age.
Long-serving minister and CCM stalwart Kingunge Ngombale Mwiru, now in his late 70s, is expected to retire, having played a part in all the administrations since independence in 1961.

Ministers accused of involvement in various scandals and those mentioned in the opposition List of Shame would also be left out. Poor performers would also not make it to new clean government the President has pledged to pick.

The former ministers expected to return, include Bernard Membe, Prof Jumanne Maghembe, Stephen Wassira, Peter Msola, John Magufuli, Mark Mwandosya, Philip Marmo and Zakia Meghji.

There will also be some new faces in the Cabinet. One of those highly tipped to serve in the new administration is Dr Harrison Mwakyembe, chair of the parliamentary select committee, whose report on the Richmond scandal led to the then Prime Minister Edward Lowassa’s downfall.

Dr Mwakyembe hogged the national limelight on Thursday, with his eloquent delivery of the report in Parliament in Dodoma.

Besides Dr Mwakyembe, the other new faces expected are Pindi Chana, Anna Kilango Malecela and Jenister Mhagama.

Dr Mwakyembe, the MP for Kyela, is a lawyer, who served from 2001 to 2005 as an MP in the East East African Legislative Assembly. Mhagama, the MP for Peramiho, is a former schoolteacher.

Same East MP Anne Kilango Malecela, who started out as a teacher, later switched professions to become an accountant. She worked for an airline as its financial controller before joining politics.

Yesterday, the sources said: “The President feels really let down. He appointed ministers when he was elected to office believing fully in his heart that these men and women will help him. When he toured all ministries soon after being elected President, he issued certain directives to them all. Then he took all of them to a seminar in Ngurdoto, which cost taxpayers a lot of money but he thought it was worth it since this way, he could make them understand his mission and goals. But despite all his efforts, they let him down.”

Another source close to State House told Sunday Citizen that the new Cabinet will have not more than 50 ministers.

“It’s the President’s prerogative but I know the Cabinet won’t exceed 50 ministers. People have been lamenting that the Cabinet dissolved this week of 61 ministers was too big and costly for a nation with limited resources like ours,” the source said.

The source explained that when President Kikwete came to power in 2005, the CCM was at that time was too divided so it was only natural that the Cabinet would be big as it had to include the various factions within CCM at the time.

The cut down is largely expected to come at deputy ministers’ level especially where single ministries had two deputies. “This was a wastage since no additional performance was seen by having two deputies,” the source said.

Other former ministers not expected to make a comeback for various different reasons, according to the sources, include Bakari Mwapachu, Joseph Mungai, Mohamed Seif Khatibu, Sophia Simba, Juma Ngasongwa, Basil Mramba, Emanuel Nchimbi and Maua Daftari and former deputy minister Mwantumu Mahiza.

The MUCHS disqualification of this CyFlows the field wide open for the supplier of the rival CD4 counting machine, the FACSCount (Mr.B.Rajani) to continue with his 10 year monopoly, in the same way they let Mr.B.Rajani have the monopoly of supplying the faulty unregistered HIV Test Kits Capillus and Determine instead of a better and registered HIV Test Kit SD Bioline supplied by SD Africa.

Medical Authorities Probe Team shows”. HIV Test Kits Capillus and Determine should not be purchased directly nor through Tenders, because they had never passed Phase II evaluation nor possess a PHLB Registration Certificate, whereas the HIBV Test Kit SD Bioline passed all Phase and is registered by PHLB, but is not allowed to bid simply because Tender specification mentions the trade names of Capillus and Determine only as being eligible to tender, when the reverse is true. This was said by the Probe Team members Dr.P.J.Madati, Prof.P.Hiza, and Prof. R. Lema.

says the PPRA (Public Procurement Regulatory Authority) has sto[pped the Tender which was to be opened on 26/01/2007. bid by the PPRA and various donors to put a stop to the continuing importation of Capillus and Determine appear to have floundered indefinitely as a result of intervention by higher Government Officials. Despite open disapproval by donor institutes, some politicians (names withheld by the paper) and MoHSW went ahead and and offered a Tender to the famous Mr. Bharat Rajani to supply 10,000 Test Kits of Capillus and Determine valued at 2.08 billion shillings. The MoHSW Probe Team of Dr.P.J.Madati, Prof.P.Hiza, and Prof.R.Lema had already said these particular Test Kits are being used illegally since they have not been registered as required by PHLB Regulations.
17/03/2007, THISDAY, “Anti-AIDS Fund not used to buy Capillus ”. It said that
officials of the Global Fund to fight AIDS, Malaria, and Tuberculosis regularly make follow ups on the procurements of drugs and medical equipment by MoHSW, and that there is no evidence that its grants are used to buy substandard ARVs and medical equipment including Capillus.
