Who puts those intrinsic values in human. Who/what is transcend to all human being to be able to put intrinsic value to all human races ?

I think so because we do have human life. everyone has life. It is an naturalistic account of human dignity and not religious. I do not know the base of your question that "Are the values caused by dancing of human DNA"

We believer believes that the knowledge of good and evils is a result of creator who put human being in top of all other creatures.
It is the creator who gave the intrinsic value in human beings. Unless you have other explanation to refute to these facts, otherwise these facts are self evident for the creator / God
