The Gulf states are creating a multimillion-dollar fund to bankroll the rebels battling the regime of President Assad. The Syrian National Council is going to provide salaries to Free Syrian Army soldiers and defectors from the Syrian armed forces."The SNC will take charge of the payment of fixed salaries of all officers, soldiers, and others who are members of the Free Syrian Army," Council head Burhan Ghalioun said.
Meanwhile, Saudi Arabia and other Gulf states are to pay millions of dollars monthly to provide salaries to Free Syrian Army soldiers and those who have defected from the regime and joined opposition forces, AP reports.
One of the officials called the fund a "pot of gold" to undermine President Bashar Assad's army.
The report says the details of the plan are still being worked out. It is unclear at the moment how the fund will be set up and monitored, or how the salaries would be guaranteed.
The salaries are meant to organize the fragmented Free Syrian Army into more coherent armed force, as well as encourage other soldiers to defect from the government army.
The United States has also announced additional American ‘aid to the Syrian people' that will bring the total to $12 million.
In addition, US Secretary of State Hillary Rodham Clinton said the US is providing communications equipment to help opposition members in Syria organize and remain in contact with the outside world.
The announcements came during the second "Friends of Syria" conference which is taking place in Istanbul this weekend. The meeting gathered more than 70 representatives of Arab and Western countries who support the Syrian opposition in its fight against the President Assad regime.
Earlier, Saudi Arabia called on the "Friends of Syria" to arm the rebels, saying supplying weapons is a "duty."However, most of the conference participants are not ready to provide anything beyond non-lethal aid.
Journalist and political analyst Christoph Hoerstel told RT that salaries for the rebels are not news, as they "have been paid since the beginning."

His former colleagues praise him for his thoughtfulness, his intelligence and subtlety. A very charismatic personality, Kofi Annan left a strong imprint behind him because he did not behave simply as the "secretary" of the UN, but more like its "general," by taking initiatives that revivified an organization that was mired in bureaucracy. All that is known and has been repeated ad nauseam. His exceptional professional qualities earned him the Nobel Peace Prize, although this honor in theory should have been bestowed for personal political commitment, not a management career.


Kofi and his twin sister Efua Atta were born on 8 April 1938, into an aristocratic family of the British colony of the Gold Coast. His father was the tribal chief of the Fante people and the elected governor of Asante province. Although he opposed British rule, he was a faithful servant of the Crown. With other notables, he took part in the first decolonization movement, but looked upon the revolutionary fervor of Kwame Nkrumah with suspicion and anxiety.


In any event, Nkrumah's efforts led to the independence of the country in 1957 under the name of Ghana. Kofi was then 19 years old. Though not involved in the revolution, he became vice-president of the new National Student Association. It was then that he was spotted by a headhunter from the Ford Foundation who incorporated him into a program for "young leaders." From there, he was invited to follow a summer course at Harvard University. Having noticed his enthusiasm for the United States, the Ford Foundation offered to sponsor his complete studies, first in economics at Macalester College in Minnesota, followed by international relations at the Graduate Institute of International Studies in Geneva.


After the Second World War, the Ford Foundation, created by famous industrialist Henry Ford, became an unofficial instrument of U.S. foreign policy, providing a respectable facade for the activities of the CIA [1].
Kofi Annan's overseas study period (1959-1961) coincided with the most difficult years of the African-American civil rights movement (the start of Martin Luther King's Birmingham campaign). He saw it as an extension of the decolonization he had witnessed in Ghana, but once again did not get involved.


Impressed with Annan's academic achievements and political discretion, his U.S. mentors opened for him the doors of the World Health Organization, where he landed his first job. After three years at WHO headquarters in Geneva, he was appointed to the Economic Commission for Africa based in Addis Ababa. However, not sufficiently qualified to pursue a career at the UN, he returned to the United States to take up management studies at the Massachusetts Institute of Technology (MIT) (1971-1972). He then attempted a comeback in his home country as director of tourism development, but found himself perpetually at odds with the military government of General Acheampong; he gave up and returned to the United Nations in 1976.

Damascus demanded written guarantees from the rebels to end attacks and a promise from foreign governments not to fund or arm them.

The rebels said they had already given their word to stop fighting if government forces did so too.Their commander said he believed the UN-brokered truce would fail.
The Syrian foreign ministry said it did not want the rebels to exploit any troop withdrawal to reorganise and rearm themselves.

Foreign ministry spokesman Jihad Makdissi said: "Syria has a plan for military pullback already in place and being implemented, but completing and achieving the main goal would definitely require the guarantees from the other side and those supporting them."

The Syrian army pledged to continue fighting armed rebels in anticipation of the arrival of a team of UN observers, as "armed terrorists" have "hysterically escalated" their attacks following the official halt of all military operations.Aggressions against civilians, army personnel, military checkpoints and private and public properties have all escalated since Thursday, Syrian military source says. The onslaught came "in conjunction with the UNSC resolution to send international observers to monitor the [ceasefire]," the official SANA news agency reported on Sunday.

It will be a mistake if they use that approach to topple the regime in Syria. By the way, nothing good so far has come out of toppling the regimes by force. Iraq and Libya are in total mess

It sounds as though Washington found the final solution for Bashar Al-Assad. "Transitional government" based on"mutual consent" will be to Syria what the "no-fly zone" was to Libya. While a normal person understood the term "no-fly zone" as an area over which aircraft are not permitted to fly, Washington defined the term to mean more than 30,000 sorties of NATO fighter-bombers and reconnaissance flights.
In Syria's case, by the Geneva agreement Washington has launched the final phase of President Assad's removal. And again as with Libya, "regime" change will be carried out with the full agreement of UN Security Council's permanent members!The most appalling element here is that Russia seems to have fallen again into the Washington's trap. Notwithstanding all the right declarations and efforts, at the end of the day Russia nevertheless signed a tacit agreement to abandon Syria, similar to the abstention vote on "no-fly zone" for Libya that allowed Washington to launch strikes. A few words need to be said about Kofi Annan's role in the process, which uncovered one more tactical approach in the "regime" change business of America. Compared to the "bad cop" behavior of the US administration, the silken-voiced elegantly-attired originally Kenyan diplomat served as a perfect peace-loving "good cop" figure.In February 2012, just as the Syrian government was about to neutralize the armed insurrection within its country by terrorists illegally armed and trained by America and its allies, Annan comes up with a "6-point peace plan" that required government troops to "immediately" return to their barracks while the terrorists had to only "commit to stop the fighting." In fact, Annan's plan gave time to arm and train insurgents, to build up their terrorist capabilities, while gearing up western public support to war.In preparation for Geneva talks, Kofi Annan pulls out one more "peace plan" that promotes the next stage of subverting President Al-Assad: a "government of national unity" must be created, which "could include members of the present government and the opposition and other groups" with the exception of "those whose continued presence and participation would undermine the credibility of the transition and jeopardize stability and reconciliation". Thus, in the Annan/US vision, the murderers who perpetrated the Houla massacre are entitled to be part of the government, but the only democratically elected leader of the country is not.As if that were not enough, Annan's "peace plan" № 2 requires prompt "free and fair multiparty elections" – which as"color revolution" methodology proved is the most practical environment to overthrow a government and solidify"opposition"'s gains.................
