Kazi kweli kweli

Kinyamwezi rais anasema "the buck stops with me".

Ndio uko sahihi kabisa.
Get this correct, he is obliged to know, it is his task to know, he is not getting info by accident no, he institutes the channels that bring the feedbacks and "new extras", so he recives as he orders not that the reporters are doing a favour or as deemed fit reporting!!! If you choose to use the term universal recepient then this is the accord!!!

If so, then the ball stays with the captain!!!

JK hajachukua maamuzi kuhusu maadhimio ya bunge sababu alikuwa hajaanza rasmi kazi kufuatia kufanyiwa operation ya tezi dume, tumemsikia juzi akisema kuwa ameanza kazi tar'8 ba hivyo ameipokea na anaifanyia kazi ile report

He is obliged to know? Yes but how? the answer is clear...through his informers...then who are they?...though he might get information from other sources, yet the president is surrounded by various advisers ranging from political, economical, legal and social advisers. Then you have agreed with my point that the President makes decisions based on information he receives whether from his close advisers or from other sources he wishes to use.

Advanced!!!

So now you acknowledge the difference between "being informed" and "advisement". . . . . .a juggle between informed decision making and advice based decision making is whta you are hardly trying to averse!!!

Hawezi kushindwa!!!

Kulingana na maelezo ya uliyem-quote na jibu ulilotoa, what I get from your short answer ni kwamba maamuzi yatakayotolewa yataendana na matarajio ya "wabongo", right?

Does this excuse the president?

Isn't he supposed to appoint unimpeachable advisors in the first place?

When it comes to the powers vested to the president by our constitution, what I can say is that, our constitution is "awesome" indeed. Our president is entrusted to appoint almost all top officials including those who are responsible for advising him. Their choice depends much on how they have had pleased the one appointing them. This tend to jeopardize the efficiency of these officials as they might have constructive ideas but hesitate to give it so as to avoid offending their master. That is too pathetic for poor countries like ours, unless there is a serious constitutional review, the saga will continue.
