Rwandans expelled from Tanzania being resettled in Kirehe District

Many Rwandans were given Tanzanian citizenship through naturalisation during founder president Julius Nyerere's regime.

Many Rwandans were given the citizenship popularly known as ‘Urayiya' in Kiswahili in 1981 and 1982.

But, according to Mukamurigo, such a citizenship no longer counts.

"It doesn't really matter whether you have the paper/citizenship or not, authorities will tear it up and expel you," she said.

"However, Rwanda's High Commissioner to Tanzania Benjamin Rugangazi said most of the Rwandans repatriating might have been illegally living in Tanzania's Kagera region, where government is conducting a major crackdown on illegal migrants.

"There are some Rwandans who feel that they are concerned by this decision and have started going back home," he said on Wednesday.

Rugangazi said the Rwandan High Commission in Tanzania has also encouraged Rwandans who might be illegally living in the country to return home and asked the Tanzanian government to ensure that the operation is conducted in a calm way.

"Local officials here have been given instructions not to brutalise anyone in the process," he said, adding that embassy officials have no evidence of violence so far."

Hebu msome hapa chini

....President Jakaya Kikwete on Thursday urged Tanzanians living in the Diaspora to respect laws of host countries by being good citizens.
Addressing the Tanzanian community living in Western Australia at Crawley University, President Kikwete said Tanzania will not defend any Tanzania who breaks the laws of other countries.
He said crimes such as rape, drug trafficking and thefts are punishable by Tanzanian laws, and therefore people should not commit such crimes and expect clemency back home..............

Rwanda yamjibu Rais Kikwete - Kitaifa - mwananchi.co.tz

[TD]The Ministry of Disaster Management and Refugee Affairs (Midmar), in conjunction with Kirehe District authorities, have begun preparations to resettle Rwandans recently expelled from Tanzania.

According to sources, Tanzanian authorities last month gave Rwandans without what it termed as “valid residential documents” 14 days to leave the country.

The deadline expires today.

Several efforts to get a comment from the Tanzanian embassy in Kigali were futile. Calls to home affairs ministry office in Tanzania also failed to yield results by press time.

But Rwandan families that have been living in Tanzania since 1950s started trickling back in the country through Rusumo border a couple of days ago.

Yesterday, several returnees were still coming in with their families.

After being registered by immigration officials, they were transported to Nyamugari Sector in Kirehe District. By press time, at least 200 had arrived yesterday alone.

It is expected that an estimated 20,000 people may be on their way home. More than 700 have returned so far. Forty-eight families arrived through Rusumo border on Monday, while 33 crossed the border on Tuesday.

Government to accommodate

Jean Claude Rwahama, Midmar officer for refugee affairs, said government was ready to accommodate the returnees.

“We are in Kirehe District to arrange for the Rwandans coming from Tanzania. They need shelter, food, etc, as more arrangements are made for permanent settlement,” he said.

Protais Murayire, the Kirehe District mayor, confirmed that the officials were busy with preparation to receive the returnees.

“Kirehe neighbours Tanzania, so we have to be part of the preparation to receive the Rwandans. We have done it before; Kiyanzi village in Nyamugari and areas of Mahama Sector will accommodate the returnees,” he said.

According to some of the expelled Rwandans, their biggest concern was their cattle that could not be moved fast enough to beat the deadline.

“We believe Rwandan officials will sort it out with their Tanzanian counterparts. Cattle markets in Tanzania were closed and we couldn’t get where to sell the cows, even at give-away prices.”

“We left our animals behind; it is a desperate situation, people can board cars, but cows can’t,” said Joyce Mukamurigo, a mother.

Many Rwandans were given Tanzanian citizenship through naturalisation during founder president Julius Nyerere’s regime.

Many Rwandans were given the citizenship popularly known as ‘Urayiya’ in Kiswahili in 1981 and 1982.

But, according to Mukamurigo, such a citizenship no longer counts.

“It doesn’t really matter whether you have the paper/citizenship or not, authorities will tear it up and expel you,” she said.

‘Legitimate deportation’

However, Rwanda’s High Commissioner to Tanzania Benjamin Rugangazi said most of the Rwandans repatriating might have been illegally living in Tanzania’s Kagera region, where government is conducting a major crackdown on illegal migrants.

Rugangazi said there had been widespread banditry in the region and one of the measures that the Tanzanian government had taken was to send illegal immigrants back to their home countries before the end of this week.

“There are some Rwandans who feel that they are concerned by this decision and have started going back home,” he said on Wednesday.

Rugangazi said the Rwandan High Commission in Tanzania has also encouraged Rwandans who might be illegally living in the country to return home and asked the Tanzanian government to ensure that the operation is conducted in a calm way.

“Local officials here have been given instructions not to brutalise anyone in the process,” he said, adding that embassy officials have no evidence of violence so far.

It is not yet clear how many Rwandans live in the Kagera region, but many of the area’s immigrants are Rwandans, with Ugandans and Burundians taking small numbers.

[TD]The Rwanda Agriculture Board (Rab) has earmarked more than 300 hectares of grazing land in Nyagatare and Gatsibo districts to livestock farmers being evicted from Tanzania.

At least 2,000 head of cattle have been transferred from Tanzania to Rwanda since Tanzania expelled Rwandans from Kagera region in the north-western swathes of East Africa's largest nation.

The farmers had expressed worry over grazing land.

However, Celestin Nyambyi, the coordinator of Rab in Eeastern Province said yesterday the cattle would be put in quarantine posts for safety precautions.

"Cows coming in numbers may pose a serious health threat if not properly watched...but we have earmarked areas to handle the cows until further notes...the coming farmers will get all they need to resettle in their country," he said.

‘Appalling action'

More than 3,500 Rwandans who lived in Biharamuro, Ngara, Karagwe and Mureba districts since 1960s have so far been received after being expelled from Tanzania.

Speaking to The New Times, yesterday, the cattle farmers lamented the treatment they were subjected to by Tanzanian authorities and residents, saying they were driven out of the country with total disregard to basic human rights.

Alex Rurangwa, a farmer whose family had 3,000 head of cattle in Biharamuro

District, said they were harassed and never allowed to move their cows to Rwanda.

He advised other Rwandans still in Tanzania to leave the country before they suffer heavy losses of property and life.

"All Rwandans should be moving out of Tanzania. A situation has been created where farmers will lose a lot. An environment for anybody to grab properties of Rwandans at will has been created," said Rurangwa.

"They had all the rights to chase us from their country, but it is not in order to shoot at us and steal our cows as they did. I lost 30 cows to an unknown group of people. They ambushed and injured my brother."

One of the returnees, Ben Celestin, 26, was receiving treatment at Kirehe Hospital yesterday after he was shot in the back with an arrow.

The burden of distance

Rurangwa said the cows they brought were their only source of income, although they wanted to change to other means of production.

"We suffered big losses; we need to change the business we have been involved in for long. We shall have to sell many of them to buy land, houses and resettle. Let other cattle sellers give us room to sell first, as an emergency."

John Mugisha, a farmer whose cows are still on their way from Karagwe District, expressed uncertainly whether all of them would reach the country.

He said natural barriers such as mountains, rivers and game parks would tamper with movement of the cows.

"We are in problems. The days we were given and the treatment we received is a violation of our rights. Karagwe is very far from Rwanda. Our cows are on the way trying to cross rivers and swamps. So, they won't make it here in time," he said.

Families shattered

Roda Mungeriwase, 42, a mother of eight, said living in Tanzania had always been a problem for Rwandans.

"I had to leave the father of my seven children behind so he can take care of our property. My husband is a Tanzanian. My parents moved to Tanzania in 1966. This life of uncertainty has been our undoing," Mungeriwase said.

"It is a pathetic situation where all of a sudden one finds themselves without property and home, families are completely shattered. I don't know the plight of my husband or how he will look after our seven children," she lamented.

Earlier, it was reported that the deadline given to Rwandans to leave Tanzania was August 9. However, according to the returnees, all Rwandans accused of living illegally in Tanzania have until Wednesday to leave the country.
