Hapa hakuna kuangalia maslahi ya Tanzania wala umaskini wake bali ya uislam tu, hizi ni njama za kuipatia Iran uranium kiulaini ili ifanikiwe kupata bomu la kuiondolea Israel kwenye uso wa dunia.

Uganda invites uranium investors, but precludes uranium export

President Yoweri Museveni has called on investors to undertake uranium mining in the country, as an alternative energy source. He said the NRM [National Resistance Movement] Government was committed to co-investing with the private sector to optimally utilise the available uranium resources. Museveni stressed that Government would not tolerate the idea of exporting the mineral, but would work to have it utilised fully to serve wananchi [people] with the energy generated from the mineral. Uganda halts granting of uranium concessions

President Yoweri Museveni has ordered the ministry of energy to halt giving out concessions for the exploitation of the newly found uranium deposits in the country. He further directed the energy ministry to establish a nuclear unit in the ministry.
Uranium was first discovered in Uganda in 2004. A recent report by the ministry of energy estimates the uranium-rich areas to be 18,000 km2 in Buganda-Toro region, 12,000 km2 in Karagwe-Ankole area, 5,000 km2 between Lake Albert and Lake Kyoga, 5,000 km2 around Lake Edward, 900 km2 on the Buhwezu plateau and 12,000 km2 in Lake Albert. According to the energy ministry, only a minority of these sites have been given out as concessions so far to local and foreign companies. (The New Vision July 18, 2007)

Uranium One gets help from ARMZ for Tanzania acquisition

TORONTO (miningweekly.com) – Canada's Uranium One has secured itself an option to buy uranium junior Mantra Resources and its attractive Tanzanian project,and will have up to 18 months to come up with the A$1,2-billion-plus price tag, thanks to help from the company's new biggest shareholder, CEO Jean Nortier said on Wednesday.

Russian uranium group Atomredmetzoloto (ARMZ), which is busy increasing its stake in Uranium One to 51%, bought some time on the acquisition by agreeing to buy Mantra itself within the next six months, and then giving Uranium One a one-year option to acquire the company from ARMZ.

Shares in Uranium One dipped 4% on Wednesday, to C$4,50 apiece by 16:00 in Toronto. TSX- and ASX-listed Mantra gained 3,8%, to C$7,88 a share.

Mantra's main asset is the Mkuju River uranium project, in Tanzania, and the deal, if completed, will increase Uranium One's resources by some 68%.

The project could boost the company's annual production to as much as 26-million pounds of uranium, which is more than more than top Canadian producer Cameco has forecast for this year.

Uranium One has been saying for some time it was looking at projects in Africa, and ARMZ director-general Vadim Zhivov said he envisaged Uranium One as a vehicle to grow ARMZ's global uranium-mining presence.
But Nortier emphasised on Wednesday that the deal was in no way imposed on Uranium One by the Russian group.

"Would we have been interested in Mantra [in the absence of ARMZ]? Without a doubt," he told Mining Weekly Online.
"We've always said we wanted diversification, and we've always said it's probably going to be Africa," Nortier said.

"We want this asset and we think its a great asset, but we can't afford it now. So ARMZ is actually buying and holding it for us."
Uranium One produces the nuclear fuel from mines in Kazakhstan, and also has assets in the US, where it plans to start production next year, as well as in Australia.

Under a put/call option agreement, the firm can buy the shares ARMZ acquires in Mantra for the equivalent of the same A$8,00 a share ARMZ is offering, plus 2,65% interest.

The company is still considering its options to finance the acquisition, but does not expect to have trouble coming up with the funds, Nortier said.

"Financing is the least of our concerns," he said.
The options range from paying for the deal entirely through equity issued to ARMZ, "which is not what we want to do", to borrowing the funds for an all-cash payment, or some combination of the two.
The uranium spot price has increased 40% in the last three months, to above $61/lb, and Nortier said he expects prices will continue to rise.

"We are certainly very bullish on the uranium price," he said.
The price could "easily" reach somewhere between $80/lb and $100/lb, Nortier said, although he did not specify a timeframe.

Nuclear plant builders are under pressure to ensure they can supply the fuel to feed the growing number of reactors being built or planned globally.

ARMZ's parent company is nuclear group Rosatom, the biggest State-owned company in Russia, and also the largest vertically integrated nuclear company in the world.

Last month, ARMZ received the final regulatory approval needed to complete a transaction in which the Russian group agreed to increase its holding from 23% to 51% of Uranium One in exchange for holdings in two Kazakh uranium mines and $610-million in cash. Uranium One shareholders approved the deal in August.

THINKING BIG
The Mkuju project has a mineral resource of 101,4-million pounds of uranium, 65% of which is in the measured and indicated category.

Uranium One will take over operation of the project as soon as ARMZ closes its acquisition of Mantra, and will be responsible for the moving the project towards production, the two firms said on Wednesday.
Nortier was reluctant to comment on how soon the mine could be brought into production, or what changes Uranium One could make to Mantra's current plans.

However, the company did indicate it sees room for a bigger operation than the 3,7-million pounds a year of uranium envisaged in Mantra's March 2010 prefeasibility study.

"Based on Uranium One's due diligence of the asset, we see excellent potential to increase the annual rate of production above the prefeasibility study levels," executive vice-president for corporate development Chris Sattler said earlier on a conference call.

There is also the potential to add a second phase of production by adding a heap-leaching operation, he said.
The development cost of the project will probably be higher than the $300-million estimated in the prefeasibility study, because of the new parameters being looked at by Uranium One, Sattler said.

MANTRA SUPPORT
Mantra Resources said on Wednesday its board has agreed to recommend the offer from ARMZ, subject to confirmation by an independent expert.

ARMZ's A$8 a share bid is a 15,5% premium to the 20 day volume-weighted average price of Mantra, and Mantra's biggest shareholder, Highland Park with 13,5%, has indicated that it will vote in favour of the ARMZ deal, in the absence of a superior proposal.

"The offer crystallises immediate value for Mantra shareholders, providing them with the certainty of cash," Mantra CEO Peter Breese said in a statement.

Breese, a former CE of Norilsk Nickel International, was not available to comment on Wednesday.
Uranium One will also need to get approval from its minority shareholders to exercise the option on Mantra.

Kumbuka kuna kama a billion dollar x 2 kwenye huo mchakato. Sasa TRA ikiweka VAT hapo tunakamata karibu $800 million kwa transaction mbili. Kumbuka nchi zilizoendelea mfano Marekani hata hela za urithi unazowaachia watoto wako zinakatwa kodi.
 
Tanzania should take adequate steps to ensure that all project carried out in the country are registered within and these companies should also list in our local stock exchange

Further to that, there is a need to ensure any transactions involving selling, transfer or disposal of projects executed in Tanzania are done in the country involving local banks, local authorities and in the case of sell 20% should be sold to local investors (eg; Pesion funds) or 100% locally owned & locally registered companies.

in the case that an arguement emerges on grounds that there is lack of technically qualified local individuals capable of executing such highly structured deals then we will allow expertise to come and team up with local companies on a 50-50 JV and execute these transaction.

Its till then that our local economy will benefit from these so called investments.
