In spite of this division, they work mainly together, and the ‘final product’ generally is a result of more than one of its members; helping each other is an essential part of this agreement.

In it, he reminds Mr Koussa that it was British intelligence which led to the capture of Mr Belhaj, then leader of the Libyan Islamic Fighting Group, before he was sent to Libya in the rendition process by the Americans.
Ben Wallace, a Conservative MP, said the last government should be made to answer publicly for "conspiring" with Gaddafi's regime. The former military intelligence officer said: "Giving countries like this information they can use to oppress their people and break international law amounts to aiding and abetting the Gaddafi regime. We need to get to the bottom of how far British officials and ministers went to assist the Libyans to do their job of suppressing their own people. We might hand information like this over to our allies, but we would be confident they would use it lawfully. You can't have that confidence with Gaddafi.

The CIA was among a number of foreign intelligence services that worked with Libya’s agencies, according to documents found at a Libyan security agency building in Tripoli. Two documents from March 2004 appear to be American correspondence to Libyan officials to arrange Belhaj’s rendition.
Referring to him by his nom de guerre, Abdullah al-Sadiq, the documents say he will be flown from Kuala Lumpur, Malaysia, to Libya and asks for Libyan government agents to accompany him. It also requests American “access to al-Sadiq for debriefing purposes once he is in your custody.”
Peter Bouckaert of Human Rights Watch, which found the documents, called the ties between Washington and Gaddafi’s regime “a very dark chapter in American intelligence history, and it remains a stain on the record of the American intelligence services that they cooperated with these very abusive intelligence services.”

Files discovered in a Libyan government office show that the CIA enjoyed a very close relationship with Libyan intelligence services during Muammar Gaddafi's rule. Other documents indicate that British intelligence also played a role.
A set of documents dating from 2002 to 2007 uncover the extent of co-operation between Moussa Koussa, Libya's then intelligence chief, and the CIA’s top operatives, including its ex-Deputy Director Stephen Kappes.
The files show that Libya repeatedly received detainees who the CIA suspected of having terror links. Together with the captives, Libya received instructions on how to conduct successful interrogations, including what to ask and how to ask it without breaching human rights, the Wall Street Journal reported.
In 2004, under the administration of ex-president George W. Bush, the CIA established a permanent presence in Libya. This fact is confirmed by a note addressed to "Dear Musa" and signed "Steve."
Some of the documents also indicate the close relationship that some British intelligence officials had with Koussa. British agents reportedly agreed to trace phone calls for Libyan intelligence.
The secret files were unearthed at Libya's External Security agency headquarters in Tripoli by the Emergencies Director of Human Rights Watch, Peter Bouckaert, who photographed them and shared a copy with the Wall Street Journal.
