Relationship between Africa and Europe should be respectful, Paul Kagame

In the opening ceremony of Africa - Europe foundation which was attended by various personalities from both continents, including the President of the Republic of Rwanda, Paul Kagame.

President Paul Kagame has emphasized that the relationship between Africa and Europe should base on mutual respect and not adult supervision. Something which has raised a few questions, Do you European nations still look at African countries as their external provinces which still need their supervision to prevail?
