Pope Benedict XVI 'to resign'

Pope Benedict XVI is to resign on February 28th, according to reports on Italian news agency ANSA.

Last year the Pope started using a cane on occasions and recently he appeared to have trouble reading the text of an address he delivered in Rome.

There was no immediate comment from the Vatican.

The 85-year-old became Pope Benedict XVI in April 2005 following the death of John Paul II.

Dear Brothers,

I have convoked you to this Consistory, not only for the three canonisations, but also to communicate to you a decision of great importance for the life of the Church. After having repeatedly examined my conscience before God, I have come to the certainty that my strengths, due to an advanced age, are no longer suited to an adequate exercise of the Petrine ministry.

I am well aware that this ministry, due to its essential spiritual nature, must be carried out not only with words and deeds, but no less with prayer and suffering. However, in today's world, subject to so many rapid changes and shaken by questions of deep relevance for the life of faith, in order to govern the bark of Saint Peter and proclaim the Gospel, both strength of mind and body are necessary, strength which in the last few months, has deteriorated in me to the extent that I have had to recognise my incapacity to adequately fulfil the ministry entrusted to me.

For this reason, and well aware of the seriousness of this act, with full freedom I declare that I renounce the ministry of Bishop of Rome, Successor of Saint Peter, entrusted to me by the Cardinals on 19 April 2005, in such a way, that as from 28 February 2013, at 20:00 hours, the See of Rome, the See of Saint Peter, will be vacant and a Conclave to elect the new Supreme Pontiff will have to be convoked by those whose competence it is.

Dear Brothers, I thank you most sincerely for all the love and work with which you have supported me in my ministry and I ask pardon for all my defects. And now, let us entrust the Holy Church to the care of Our Supreme Pastor, Our Lord Jesus Christ, and implore his holy Mother Mary, so that she may assist the Cardinal Fathers with her maternal solicitude, in electing a new Supreme Pontiff. With regard to myself, I wish to also devotedly serve the Holy Church of God in the future through a life dedicated to prayer.

Sheria ya kanisa namba 332 inamruhusu Papa kujiuzuru, ili mradi afanye hivyo kwa Hiari yake bila shinikizo la mtu, na kwamba halazimishwi kuomba ruhusu kwa mtu au kuomba ushauri kwa mtu kuhusu uamuzi huo.

Sheria namba 335 inasema ikiwa papa atapoteza uwezo wa kuongoza kwa sababu za kiafya, na akawa hana tena akili/utambuzi wa kujua la kufanya, itachukuliwa kama vile nafasi hiyo imeachwa wazi (assumed vacancy). Lakini bahati mbaya hakuna sheria inayosema in case of assumed vacancy nafasi hiyo izibwe au aendelee kuwepo bila uwezo wa kuongoza?

Papa Benedict XVI siyo wa kwanza kujiuzuru. Wako waliomtangulia, - kwa mfano Papa CELESTINE - V aliyejiuzuru mwaka 1294, miezi 6 tu tangu awe papa, kwa sababu alijiona mzee sana na umri wake unamfanya asimudu vema majukumu yake. Alikuwa na miaka 89.

Pia yupo Papa Gregory XII aliyejuzuru mwaka 1415 kufuatia mpasuko ndani ya kanisa ulioleta uhaini wa kuanzishwa papa mwingine asiye rasmi. Alijiuzuru ili kunusuru kanisa lisisambaratish -we na mpasuko ule.

LAKINI PIA, wako Mapapa kadhaa ambao waliandika barua za kujiuzuru na kuzisaini kabisa ili ziwe tayaritayari endapo wangepoteza uwezo wa kuongoza kwa sababu walizohisi zingetokea. Mfano:

1. Papa Pius XII, aliandika barua na kujiuzuru baada ya utawala wa Hitler kushika uongozi wa Ujerumani, kwa sababu alihisi Hitler angeamua kumteka na kumuweka kzuizini, kwa vile Hitler alikuwa anauchukia sana utawala wa kanisa la Roma. Papa huyu alifanya hivyo ili endapo angetekwa, kanisa lisibaki bila papa lilisubiri afe, badala yake litoehadharani barua yake ya kujiuzuru ili liwe huru kuchagua Papa mwingine. Bahati nzuri hakutekwa mpaka alipokufa.

2. Papa maarufu kuliko wote kwa binadamu wa kizazi cha leo, Papa John Paul - II, pia aliandika barua ya kujiuzuru na akaisaini mwishoni mwa mwaka 2004 na kuihifadhi baada ya kuona umri wake naafya yake vinadorora kwa kasi, ili endapo angepoteza kabisa uwezo na hata ufahamu/ -utambuzi, itolewe hadharani awe amejuzuru kusudi achaguliwe papa mwingine. Bahati nzuri pia hakupoteza utambuzi mpaka alipokuja kufa kwa matatizo ya kiafya mwanzoni mwa mwaka uliofuata.

Kwa hiyo Papa Benedicto XVI hajafanya kitu nje ya utaratibu, yuko sahihi kabisa.
