Open letter: The date of UDSM with Mfinanga must go

Dear Minister of Foreign Affairs,

First and foremost, i would like to congratulate the President of United Republic of Tanzania Mama Samia for appointing you to be the Minister of Foreign Affairs. Most Elites rejoiced together with you because your appointment signals her respect to diplomacy.

Honorable Minister, as you once said in one of the TV shows 'diplomacly start from home and that performance of your ministry in international affairs depends on what is going on in the country. its a matter of reflection'. With that now i urge you to put an eye on Internationalization of the University of Dar es Salaam (UDSM), the oldest and largest university in the country. What happens at UDSM affects the progress of your ministry in many ways as follows:

1. Almost all International Organisations and Governments have pulled out their funds from UDSM due to mismanagement of their money by UDSM leaders. This weaken the University financial position and ultimately increase UDSM dependence to the Government of Tanzania.

2. All American Programs at UDSM has been postponed for a long time now and there is no sign of their return.

3. UDSM is openly going East from West. University Administration is openly encouraging its relations with Eastern Countries like China, India and Korea because these countries are their alternative of last resort following a tight monitoring policies on Western Projects in the University.

4. Some Project by International Organisations/Government involves contruction of buildings at the University. Buildings can neither be hidden in the shelf of the university leaders nor can it be politicized. Any person regardless of his or her citizernship can asssss the quality, beauty or reliabilit of a building in the university. Its pathetic that some new buildings looks older that the existing buildings which has been built more than 25 years ago. Worse some have serious leakage and have been misallocated.

5. European Union: Some donor or parners are members of the European Union, thus can easil share news of their disappointments at UDSM. Besides Organisation like World Bank have arrangements of meeting with ambassadors in the country and also some western country ambassodors have a program of sharing information.

6. UDSM Administration has never apologized for mismanagement of funds from Abroad. Besides some of the people who were involved in mismanagement of those funds in most cases for personal gain are still in power.

7. Some of the most importany Recommendations made by Internationals are being total ignored by the administration. This does not only irritate those foreign countries but also irritates us beacuse in most cases the recommendations are for our own good. For instance it makes one feel mad to hear a recommendation regarding sealing corruption channels has been ignored and allerged people are still building mansions in Mbezi Beach and Kigamboni.

8. Mfinanga Administration promotes discrimination of the highest order against Tanzanian Students and Staff to revive the relationship with the West. Most Foreigners I know are very unhappy with this. UDSM has special arrangement for foreign students and staff. Mfinanga forgot that foreign students and staff pay visit to dormitories and houses of local tanzanian students and staff. The difference between their accomodation and Tanzaniana accomodation is extremingly big to an extent of creating alarms of fighting against discrimination. America will never do that to a Tanzanian Student in Washington, and Sweden will never discriminate his citizern for a Tanzanian in Stockholm. i think this happens only in Tanzania where foreigners are being treated as Kings/Queens while Tanzanians are being treated as useless in their own country. Disrimination can not only be seen in accomodation but can also be seen on security issues, examinations, housekeeping, access to leaders, information etc. Staff and Students might take three month following up University Admimistration to replace a toilet in their house/dormitory but AC in a foreigner house or dorminatory will take few hours to be fixed. Such kind of discrimination make some Tanzania students keep om convincing/bribing some foreigner to sleep/stay (kubebana) in their room. Ultimately that make foreigners think the whole country is corrupt.

With this, i would like to recommend you to consider doing the following for the best interect of the University and the country at large:-

1. Advice Prof. Mfinanga to resign immediately. Prof. Mfinanga is the DVC- Administration who among other things is heading all cross cutting activities in the University like Management of Universit Finance, Investment, Housing, Estates and Human Resources Management. Prof. Minanga has been in power during the reign of Prof. Mukandala and now still on the same position during the leadership of Prof. William Anangisye.

2. Advice Prof. William Anangisye to resign due to his failure to contain Prof. Mfinanga or otherwise he have to request Prof. Mfinanga to resign. Prof. William Anangisye came to power in 2017 when the relationship with foreign countries was already deterorated but unfortunately nothing vivid has been done more than being busy getting married to a University Student at his unit namely SoED. Disappointly Prof. Anangisye depends on the same people who participated in deterioriting the relationship to recover it. How can the donor country trust the same snake who have bitten them twice? Besides Prof. William is too far from being social and lacks international eticates/touches. He seems to dislikes foreigners, he cant even go to dinner with them when they visit him.

3. Advice His Excellency Dr. Jakaya Kiwete, the fourth President of Tanzania and Chancellor of the University of Dar es Salaam to be keen in appointing new leaders of the University. Let him avoid appointing unpopular leaders especiàlly those who were involved in anything dubious. The best way to make changes is to start afresh. Let him make new search teams which are too far from the arm of Prof. Mfinanga and his allies like Prof. Mukandala.

4. Request PCCB, TIS or CAG to investigate the use of those funds for the period between 2010-2020 and personal finances of leaders during that particular period. Please dont do that with intention to jail them but rather to black list them. Submit their names to the Cabinet and all appointing authorities in the country to make them ineligible for any other leadership post in the country. It irritates to see corrupt people brugging to be rich out of other people tax payers money.

With this, i regret to conclude by telling you Hon. Minister that if you ignore this message the following will continue to happen:-

1. The pride of Tanzania to have one of its Universities among top ten best universities in Africa will be a dream. UDSM has been removed from the top ten list many years ago and it keeps on going down the list to thirties in a continent with only 52 countries. Africa have 52 countries and some countries have never been peaceful like Tanzania. its a sheme for our universities to be overtaken by a private Univetsity or any University from none peaceful countries.

2. UDSM will be out of top 3 best uiversities in East Africa. Remember that UDSM used to compete with Makerere University of Uganda and that most of the time UDSM used to be number one, the best university in East and Central Africa; but now the situation has changed, UDSM is currently competing with many of Kenyan Universities some of which are private. UDSM is no longer at the top 3. SUA and Mzumbe are no where to be seen on the list.

4. The quality of UDSM Alumni will continue to diminish. The President and Ministers will continue firing Engineers for failing to meet building or road comtruction standards if the Cabinet is not going to intervene what is going on in the universities. University Laborator lacks important equipments and when bought the number is either below capacity or substandard equipements are bought. What do you expext from engineering students who is more theoretical than practical?

Let me call you a true Patriot, and Thank you very much indeed, this is pretty a commendable piece of message.
One small thing, a pity though, is that this so called Prof. Mfinanga and Mukandala are Hon. Kikwete's diehard friends. However, looking at the explicitisity nature and articulation laid down here a desirable course of action is to be desired.

Am gladly concluding that you sound like someone mixed cultured and who has graduated very successfully from international exposure in your previous academic trail.

Thank you for being a true beneficiary and now grounding that by making sure our touch on international presence and glocalised courses of action becomes abundant and for that matter blend desirably with the international platforms.

Could you please kindly elevate it further on Professor Anangisye Marrying one of the UDSM students, how is this linked to the mismanagement apparently pointed out above?

I gues Professor Anangisye is an introvert and hardly cant manage to manipulate someone tricky like Professor Mfinanga. The opposite could be very true.
 
So, how can you write such a long paper without citing even a single fund that was mismanaged?

State the project numbers, funders, amount mismanaged, dates and etc to make your claims substantial, else, you are a meare thief who has no opportunity to steal
 
The problems at the varsity has started long time ago. This matter can be handled by Ndalichako with consultation to Madam president and JK.

We need a serious Vc and entire administration replaced, adhere to terget, new mindset that resources are scarce and donor funds and research assistance should be used accordingly. There are new proffessors with modern attitude.

Mkandara messed up the varsity administration in his last 5 yrs, shut down criticism, ignored new ideas ,nepotism and improper administration, lower university staff are suffering from promotion,obstackles based on their education certificates for instance you can not tell a senior staff that your Diploma is invalid while when he was studying it was applicable.

There is a lot of changes needed at the Hill. I expected late Jiwe to do sumn but he kept quite too.

What was the positive impact of UDSM to the country when it was in top ten? And shamelessly, you call UDSM the pride of Tanzania!!! Pride for what? It is the oldest. Yes it is. So ?

Till todate, as a country we cannot make toothpicks, leave alone other things which need input of high engineering skills. Then you dare say UDSM is a pride!!!?

Why don't you complain on the rather diluted if not poor quality education given to tanzanians by this oldest varsity -UDSM? Are you happy and contented with it? Graduates from this varsity lack confidence, knowledge and skills. It is fair to say they are unemployable.

But you don't see all these. You only lament on mismanagement of funds, because didn't get a share. Probably you were skipped.

I'm undoubtedly concluding that, you are a thief denied opportunity to steal.

Ndugu Adi, hiki ulichoandika mbona ni maneno matupu tu bila shuhuda/facts zozote?

Kama mmoja wa wahitimu wa UDSM kwa miaka ya hivi karibuni, nadhani kuna mambo unachanganya hapa kwa makusudi au kwa kutokujua lakini ukiwa na nia ya kupotosha na kuchafua watu. Nitachanganua kwa kufuata hoja zako.

1. Hoja ya kwanza ya mashirikia ya kimataifa na nchi zimeondoa misaada au funds kwa kadiri unavyoita wewe kwasababu ulizozitaja wewe. Mbona mashirika ya Kimataifa yanatoa mikopo au research funds, au kwaajili ya miradi mbalimbali kwa utaratibu wa makubaliano baada ya maandiko kamilifu kutoka kwa wanataaluma wa UDSM (ambao wote ni wabobevu katika haya). Kwa utafiti mdogo niliyoufanya pale kwenye idara ya kimataifa na ile ya utafiti tu mashirika hayo yapo na yanaendelea katika nyanja mbalimbali; nimegundua kuwa haujui chichote kuhusu hizo funds rather umecrame kwa kutoona wawe washirika au marafiki zako hawako kwenye mradi fulani au upo nje ya mfumo. Mfano mdogo ni SIDA niliyowaona siku ya ufunguzi wa research week pale kwenye ukumbi mzuri uliyojengwa na wachina (sasa wamejitoa alafu wanajenga tena mjengo mkubwa na mzuri vile?😰). Nakushauri uweke kumbukumbu vyema lakini jitambue kukimbia utegemezi unaoutaka badala yake lazima uone namna Serikali yetu inavyotoa fedha za kutosha kuendesha miradi mbalimbali chuoni.

2. Nimesoma hii "All American Programs at UDSM has been postponed for a long time now and there is no sign of their return." nikacheka sana. Yaani wewe umeona wamarekani tu? Kumbuka ukiacha wakati huu wa tatizo la Corona kila mwaka wapo wamarekani wanaokuja UDSM kwa program maalumu, muulize rafiki yako kuhusu homestay program (ambapo nimewahi kuwa usher kwenye international days).

3. Eti UDSM is openly going East from West. Unachekesha sana ndugu, unajua maana ya university? Hakipangiwi kiende wapi au kiwe na ushirika na nani lakini kwa kifupi hebu google au ingia Website ya UDSM (www.udsm.ac.tz) utazame ushirikiano kati ya UDSM na vyuo vya nchi nyingine ikiwemo hizo za west. Na hapo sijazungumzia vyuo vingine vya marekani, ubalozi wa marekani, vyuo vya ulaya nimekuachia mzee gugo akusaidie.

4. Miradi ya ujenzi inafuata taratibu zote za manunuzi kama unaona kulikuwa na hatari na kwakuwa unajipambanua kuwa mzalendo nashauri peleka ushahidi mahakamani au TAKUKURU fasta nami nitakuunga mkono.

5. Juzi kati nimemuona Balozi wa umoja wa Ulaya pale UDSM, nimemuona Balozi wa marekani pale maktaba mpya, nimemuona balozi wa Finland, nilimuona balozi wa Uingereza sasa sijui umanaanisha yupi?

6. Utawala wa UDSM unaomba msamaha kwa kosa la kutumia funds vibaya kwa mujibu wa nani? Hao unaowaita wafadhili walitoa bei gani halafu zikatumiwa vibaya? Au nia yako ni kupambana na unayemsema kuwa yuko in power?

7. Hoja hii ya kuwa recommendations za wamataifa zimekuwa ignored. Zilipelekwa kwa nani hizo? Unajua kitu kinachoitwa Chancellor visitation panel? na wajumbe wakuwa kina nani? Tafakari kisha nenda pale Sabasaba upate nakala usome vyema ndiyo urudi hapa.

8. Hapa unajichanganya sana ndugu na unaonesha una chuki binafsi dhidi ya huyo Mfinanga nadhani ndiye Naibu Makamu Mkuu wa Chuo anayeshughulikia Utawala na Fedha. Yaani kweli mtu anayefifisha umataifishaji halafu unasema tena kuwa anawapa upendeleo? Mmmh sema ukweli shida yako.

Bahati mbaya naona unataka kumpanda Waziri kichwani kwa kumpa maelekezo ya anachopaswa kufanya huku ukiyaita mapendekezo. Nilidhani utamshauri awasiliane na Waziri mwenye dhamana amshauri kufanya uchunguzi wa kina.

1.Eti ajiuzulu, akishajiuzulu unadhani atakayeingia atakupa unachokitaka? Au ndiyo mwaga mboga nami nimwage ugali?

2. Nimeona unaingilia hadi maisha ya watu binafsi kabisa. mtu kuoa anakuwa busy kweli? We ndugu bwana hebu kuwa serious unapojenga case yako. Eti Anangisye hayuko social, unajua ukarimu wake kweli? Namkumbuka sana nimewahi kukumkuta mjini kwenye business dinner mara mbili kwanza na Wamarekani na pili na wahindi. Sijui unataka areport kwako? Hebu tembelea pale ofisi ya kimataifa au website yao uone links zilizopo na picha za matukio yanayomhusisha huyo Anangisye.

3. Nadhani hapa hujui mamlaka na taratibu za uteuzi wa viongozi. Pia unaamua kumuattack Mukandala kupitia Mfinanga, mara tena unakimbilia kum attack Rais mstaafu Kikwete, Tulia ndugu!kama una matatizo yamekuzonga unatafuta 'kivuli' cha kuyapoza..hiki sio chenyewe aisee!

4. Nikukumbushe kuwa PCCB, TIS or CAG na all other wasimamia sheria wanafuata sheria, taratibu na miongozo. Hivyo wasilisha ushahidi huko; kwanini unamtupia waziri asiyehusika jambo hilo?

Naona umemua kuconclude kwa kumtisha Mheshimiwa Waziri hahahahaaa we jamaa bwanaa.

Pia nikukumbushe kuwa majuzi nilipita pale UDSM nikaona tangazo likionesha kuwa Chuo kimepata cheti cha ushindi wa kwanza kwenye Utawala Bora na Menejimenti bora katika Taasisi za umma. Pia Sabasaba Chuo kimepata kikombe cha ushindi kwanza katika Taasisi za Elimu ya juu. Je umesikia Benki ya Dunia imepanga kutoa kiasi gani cha fedha kupitia mradi wa heet kwa UDSM? Huwezi jua kwasababu haupambani na issue badala yake unapambana na mtu au watu.

Nakushauri hebu tuliza akili kwanza kabla ya kuandika na unapoandika soma kwanza. Pia ni vyema sana kutafuta suluhu za matatizo kati yako na mwajiri wako kwa kufuata njia sahihi badala ya kuhangaika na mwisho kupoteza muda badala yab kuwa umeshatengeneza njia ya kutoka. Matatizo ya kinidhamu yana njia sahihi ya kuappeal kama vipi uombe msaada hapa nikupe muongozo.

Disrimination can not only be seen in accomodation but can also be seen on security issues, examinations, housekeeping, access to leaders, information etc. Staff and Students might take three month following up University Admimistration to replace a toilet in their house/dormitory but AC in a foreigner house or dorminatory will take few hours to be fixed. Such kind of discrimination make some Tanzania students keep om convincing/bribing some foreigner to sleep/stay (kubebana) in their room. Ultimately that make foreigners think the whole country is corrupt.
