Where is the connection, if any, btn someone getting 4,000 a month and poor rules and regulations in our labor department?.

First of, paying them $4,000, does not mean that it is too much of a pmt. Like if they hired a local, the payment or the overall employment package, will be of a lesser quality. They might be paying that amount, but still avoiding more cost(if it were a local).
And you can not just fire and deport a local employee! They might also demand more benefits.
