Mind you, this industry (FDI) is heavily overwhelmed by incentive wars between the countries? Have you had ask yourself why contracts of these nature are highly "secret"? What is the secret about? Do you see any "win-win situation in the European Marshall Plan (ERP)? What about Mutual Cooperation Treaty between US-Japan? What about Mutual Defense Treaty between US and South Korea of 1953?

The fact is, we lack much of the natural incentives to attract FDIs, instead, we rely on fiscal ones. How could be possible to achieve win-win situation? Important one is to avoid exorbitant when making deals. I can't believe that Dangote investment was extremely "unfair" to our side. But if at all, we want to achieve the "win-win situation", it could, but probably with much long term costs.

Ni kama yalivyo makosa mengi anayoyafanya Rais Magufuli. Mengi ni makosa ya kiufundi. Approach yake kwa kila jambo ni 'abrassive', kutumia maguvu mengi bila ya kutumia maarifa. Matokeo yake yatakuja lighalimu taifa. Biashara itakuwa ngumu. Wawekezaji watapotea.
Marekebisho ya makosa yaliyofanyika kwenye uwekezaji wa huko nyuma ulitakiwa ufanywe kwa taratibu na kwa weledi mkubwa ili usiathiri ushindani mkubwa uliopo sasa wa kuwavutia wawekezaji. Kiongozi anapotumia mabavu tuu kila mahali eti kwa vile anapigania maslahi ya nchi yake, na kusahau kwamba hata hao wawekezaji na wao wanatafuta manufaa kwa mitaji yao anasahau kuwa anaweza kupoteza hata hicho kidogo kilichopo sasa.

Hatma ya haya yote, hali itakapokuwa ngumu zaidi, itabidi tujisalimishe kwa 'marafiki' kwa bei chee. Wachina wanatusubiri tu papala zetu ziipungue waje kuvuna. Na watavuna kweli! Kwa sababu Tanzania ni tajiri kweli kweli, na wanalijua hilo.

Kikwete, hususan katika miaka ya mwisho ya uongozi wake, alikuwa na misemo ya Kiingereza aliyoitumia mara kwa mara.

Moja kati ya misemo hii ni "win-win situation", utamsikia mwenyewe akiongea anachomekea "we create a win-win situation". Inaonekana kuna mtu/vitu vilimu impress kuhusu tofauti za "zero sum game" na "win-win situation" katika Game Theory.

Hii approach ya "win-win situation" ni nzuri sana katika biashara. Yule muwekezaji, kama ulivyosema, anategemea faida fulani naye, hafanyi kazi ya kanisa. Kitu muhimu ni kuweka mazingira ambayo hakuna upande mmoja unaofaidika sana kwa gharama za upande mwingine.

Hii approach ya "my way or the highway, wawekezaji watakuja tu" itatugharimu sana, na inaonekana kuwa ndiyo mwendo wa serikali hii. Hapa chini kuna habari VP Samia anawaambia wafanyabiashara waliohamia upande wa Zambia Tunduma wabaki huko huko, hatuna shida nao. Hapa kilichotokea ni kwamba kulikuwa na "win-win situation" kati ya Kikwte na Dangote (formally or informally) na sasa kaja Mr. "My Way or the Highway" kapangua makubaliano yote hayo.

Kama Kikwete aliingia makubaliano vibaya na Magufuli ndiye anatengeneza mambo sasa au Kikwete alikubaliana vizuri na Magufuli anaharibu (this is highly debatable, watetezi wa Magufuli wanaweza kusema Magufuli anatengeneza vizuri concessions nyingi na zisizo za msingi alizotoa Kikwete), yote mawili yanaonesha serikali ya Tanzania haina "continuity" nzuri, akibadilishwa rais makubaliano yanaanza upya, kitu ambacho kwa long term investors si kizuri.

Tutakapostuka kwamba mwenendo huu unaangusha au kudumaza vibaya sana uchumi, inaweza kuwa too late.

"Win-win situation" is a highly subjective term and it could mean different things to different people.

For example, it is possible to give many concessions to Dangote upfront in the hope that his contribution will eventually stimulate the economy by associating Tanzania with the Dangote brand and hence advertise it as a good investment destination (e.g I see Dangote ads on CNN frequently, Tanzania gets advertised along with the Dangote brand as one og the countries he operates in) , providing employment to a lot of Tanzanians, reducing the price of cement and alleviate the economic pain inflicted on Tanzanians by a hefty cement price. This, I believe, is what Kikwete had in mind (although there are rumors of impropriety).

"Win-win situation" is often based on mid to long term projection, which could change like the vagaries of the weather and geopolitics. So a lot has to be based on economic forecasts, something that, for a "data not available" with a heavily informal economy in a technologically challenged country like Tanzania, is just a little bit better than reading tea leaves. Being an economic forecaster in Tanzania is just a little better than being a glorified astrologer. Even if you turn out to be right, it is hard to tell if you are right by merit or sheer coincidence.

You seem to lean towards the side that agrees that exacting a pound of flesh in a Shylock like way is not the way to go, the most important thing is to see that no one side is unfairly disadvantaged.

The question begs to be asked, is Magufuli exacting a pound of flesh in a Shylock like way? Or seeing to it that the Tanzanian people are not unfairly disadvantaged?

There are situations when a government can grant concessions based on the scale of the business and its impact on the national economy.

Does Magufuli seem to appreciate this when it comes to Dangote.
