Kwa muda mrefu sasa tokea Waziri wa Uchukuzi, Dk. Harrison Mwakyembe, abadili uongozi mzima wa Mamlaka ya Bandari Tanzania (TPA), huduma za bandari zimekua zikizidi kuzorota kwa kasi na yeye na wenzake kukanusha kuhusu kuzorota huko.

Siku zilivyozidi kwenda Dk. Mwakyembe na wenzake wakaanza kudai sasa wanahujumiwa. Swali la kujiuliza wanahujumiwa na nani wakati watu wanaoona hawafai wote wameondoka na walimo kazini ndio wanaowaamini.

Mbali ya watendaji wameondoa hata bodi yote na kuunda mpya, sasa kama kuna mtumishi anayewahujumu kwanini wasimchukulie hatua?

Mwakyembe akiwa makini atabaini kwamba tatizo sio hujuma bali ni uwezo mdogo na usio na tija wa watu aliowakabidhi LANGO KUU LA UCHUMI yaani bandari yetu ambayo pia ni lango kuu la USALAMA na kuna ushahidi mwingi kuhusu hillo.

Mwakyembe asiogope kugeuka jiwe maana amefanikiwa kusafisha na kuboresha sekta nyingi ndani ya wizara yake na kila mpenda maendeleo anaamini waziri hana nia mbaya bali anaangushwa na watu alioamini kuwa wana uwezo na watamsaidia kwa hiyo si kosa lake hata kidogo. Tumewahi kuona maamuzi ya bodi ya NBC kumuondoa CEO wake Mr. Mafuru na baada ya kubaini hana tatizo na kama lipo halifanani na uwezo wake walimrudisha kazini na Mwakyembe ajue hata kama kuna mapungufu kwa uongozi aliouondoa, bado uwezo wao na mema yao yanameza hayo mapungufu yao na vyema akawarudisha kuokoa bandari yetu.

Hebu sasa fikirieni, CEO anayekaimu TPA, Madeni Kipande anavyoshindwa hata kuwasiliana na gazeti la serikali kwa kutoa majibu ya kitoto na hata alipokutana na wenye meli, badala ya kuongea lugha ya kibiashara na mwenye mali na mteja, yeye aliwatisha na kuonyesha ubabe uso maana na sasa ameandika barua ya kuomba kazi bila hata kuonyesha umakini wowote.

Kipande akawaelekeza wasaidizi wake kuandika barua kwa Kiswahili kwenda kwa makampuni ya meli duniani kabla ya kulalamikia ndio akaandika nyingine ya Kiingereza, na zote zikiwa hazikidhi kuwango cha barua ya mtu mwenye kuwasiliana na wateja wa Kimataifa (naambatanisha musome).

Naambatanisha pia barua na mawasiliano ya wenye meli na TPA na wenzao wa Kenya muone jinsi wenzake wanavyochukua hatua si kufanya siasa katika uchumi.

Tuliwahi kutahadharisha humu ndani kwamba issue hapa siyo idadi ya vifaa *ulivyo navyo TPA ila ni management makini ya kupanga na kusimamia hivyo vifaa vifanye kazi vizuri na kufanya turn round ya meli iwe ya kuridhisha kuliko ilivyo sasa.

Hatua ya Waziri Mwakyembe kuuondoa uongozi wote wa Bandari imewasikitisha wadau na watumiaji wakubwa wa Bandari kwa kile kinachoonekana ni kutotilia maanani athari zinazoweza kutokea kutokana na maamuzi hayo.

Kwa sasa bandarini hakuna anayefanya maamuzi ya kiutendaji kutokana na nafasi ninakaimiwa na walioshika nafasi za waliondolewa kutokuwa na sifa stahili za kuongoza bandari. Wadau walianza kumshangaa Waziri Mwakyembe pale alipoanza kukosoa ufanisi kwenye Mamlaka ya bandari alipokuwa akihutubia kwenye mkutano wa hadhara wa CCM uliofanyika kwenye viwanja vya Jangwani mara tu alipoteuliwa kuwa Waziri.

Kwenye mkutano huo aliuambia umma kuwa anajua kuna madudu na malalamiko mengi ya wizi huko TPA na angevamia huko kuondoa. Hapa wadau waliona kama vile alikuwa anawafurahisha waliokuwa wanamsikiliza kwa sababu alikuwa mno mgeni kwa jinsi bandari invyofanya kazi na process nzima ya utoaji mzigo bandarini ilivyo ikiwa ni pamoja na kuwafahamu wadau halisi wanaohusika katika process hiyo.

Wadau walifurahia sana kwa kuteuliwa kwake wakiamini kwamba angekuwa na tofauti na mtangulizi wake Mh Nundu ambaye kwa kipindi chote cha mwaka mmoja na nusu alichokaa hakuwahi kukutana na wadau wowote wa bandari zaidi ya kuwaita wachache offissini kwake aliowaona pengine wangemsaidia kumbe wengi wao walikuwa ni kwa maslahi yao na siyo kwa port&shipping industry nzima.

Mfano halisi ni ule wa wadau kushauri TPA kujenga a "car terminal facility" kama ilivyo kwenye bandari nyingine . Hii ilitokana na shehena ya magari kuonekana kukua mwaka hadi mwaka toka mwaka 2008 na sehemu za uegeshaji wa magari hayo bandarini kuonekana kuwa finyu kutokana na shehena ya macontainers kuongezeka kwa kiasi cha asilimia 12-15 kila mwaka kwa kipindi cha zaidi ya miaka mitano iliyopita.

Pamoja na wadau kushauri kuwa kuwe na private icds nje ya bandari zinazomilikiwa na watu binafsi, bado Tpa kuwa na terminal yake ya kupokelea na kuhifadhi magari kabla hayajachukuliwa kwenda kwenye icds za watu binafsi au moja kwa moja kwa wateja ilikuwa ni muhimu kwa sababu si rahisi magari yaondolewe moja kwa moja baada ya kushushwa kwenye meli kutokana na "logistics" za kutolea. Magari kutolewa usiku tu kutokana na folleni ya magari barabarani mpaka kwenye maeneo ya private icds za kupokelea magari hayo.

Cha kushangaza pamoja na ushauri wa muda mrefu wa wadau, Waziri Nundu aliuzikiliza upande mmoja wa mdau aliyekwenda kwake kumshauri asitishe mradi wa " multistorey car terminal"kwa kuwa ana ICD yake na hatimaye akamshauri mh Rais na mradi ukasitishwa. Leo hii private icds zinachukuwa 50% tu ya magari yanayoshuka kwenye meli kitu ambacho kinafanya maeneo mengi muhimu bandarini ambayo yangetumika kwa kuweka containers yawekwe magari yayozagaa kila pembe.

Wadau wanasema kitendo cha Waziri Mwakyembe kuweka hadharani mbele ya wanahabari kwamba kuna matatizo makubwa ya kiutendaji ikiwa ni pamoja na wizi wa mali za wateja hakikuwa makini na kwa kiasi kikubwa kimetoa signal mbaya kwa wateja wa ndani na nje wanaotumia bandari ya Dar es salaam. Waziri kwa kuweka matatizo lukuki yasiyothibitishwa hadharani kibiashara ni kauli isiyojenga na badala yake inaweza kukimbiza wateja na kuwapa faida bandari zunazoshindana na sisi Kama Mombasa, Nacala, Beira, Maputo , Durban nk. Taarifa zile zilikuwa zitolewe kwenye vikao vya ndani kwa wahusika na wanahabari wapewe taarifa zinazotoa matumaini ya kutumia bandari zetu pamoja na changamoto zilizoko ambazo sisi kama wadau tunaona zimeshashughulikiwa kwa kiasi cha kutia matumaini.

Wadau wanamkumbuka Waziri Shukuru Kawambwa ambaye kwenye miaka ile ya 2008/9 wakati kulikuwa na msongamano mkubwa wa meli na mizigo bandarini ambao haukuwahi kutokea , alishirikisha wadau na kwa pamoja wadau pamoja na wizara husika wakikwenda kuonana na Mh Rais ambapo kwa pamoja tuliyaainisha matatizo yaliyokuwa yanakabili bandari ikiwa ni pamoja na kipengele kilichokuwa kwenye mkataba wa Ticts na Serikali kilichokuwa kinakipa Ticts ukiritimba wa kuhudumia meli zote za macontainers zinazotia nanga kwenye bandari ya Dar es salaam hata kama kwa wakati huo watakuwa wamezidiwa!! Huu ulikuwa mkataba wa ajabu na wa kifisadi uliosababisha hasara kubwa na wateja wengi wa nchi za jirani walikimbia bandari hii.

Mh. Rais kwa maneno yake mwenyewe baada ya kusikiliza hoja za wadau wote waliokuwepo kwenye kiako hicho alisema matatizo mengi ya bandari mnaweza kuyatatua nyie wadau wenyewe kwa pamoja. Tokea hapo ndipo ikaundwa kamati ya kushughulikia msongamano huo mkubwa iliyoitwa " port congestion committee" iliyojumuisha Wajumbe kutoka kwenye taasisi zote zinazohusika katika utoaji na upakiaji wa mizigo bandarini ambao ni TPA,TICTS,TASAA,TAFFA,TAZARA,TRL,TRA,SUMATRA, OIL MARTETING ASSOCIATION,PORT IMMIGRATION OFFICIALS, PORT HEALTH OFFICIALS, TBS,MARINE POLICE, ICD OPERATORS, EMPTY CONTAINER DEPOT OPERATORS, REPRESENTATIVE FROM MINISTRY OF TRANSPORT,NK.

Kila taasisi ilitakiwa kuwa na Wajumbe at least wawili na mwenyekiti wa kamati alikuwa Katibu mkuu wa wizara ya Uchukuzi na wakati hayupo ni Mkurugenzi mkuu wa bandari. Kamati hii ilifanya kazi kubwa na msongamano ule ukapata jawabu na matatizo kupungua kwa kiasi kikubwa. Baada ya lile tatizo kubwa kupungua kamati iliona ni vema tukabadilisha jina badala ya kuwa port congestion committee tukaona iitwe PORT IMPROVEMENT COMMITTEE ili badala ya kushughulikia swala la congestion ya meli na mizigo peke yake iwe inaangalia maswala ya ufanisi katika bandari kwa kina na kitaalam zaidi.

Wadau wanaona tusipoangalia tutarudi kule kule tulipokuwa tena kwa speed ya ajabu kutokana na wanasiasa wanavyoparamia swala la uendeshaji wa bandari. Mwakyembe ajaribu kufuata nyayo kama za *mwenzake Shukuru Kawambwa ambaye alihakikisha hata Bodi ya wakurugenzi ya bandari iliyoingia mwaka 2010 anaweka mchanganyiko wa wadau wenye utalaam na mambo ya bandari ili matatizo kama yaliyojitokeza huko nyuma yasijitokeze tena.

Kwa upande mwingine wadau wanaona Waziri Mwakyembe hangekuwa na haja ya kwenda bandarini kukumbizana na uondoaji wa mafuta machafu yanayobaki bandarini kwenye mabomba baada ya meli za mafuta kushusha mafuta yake badala yake kama kuna mteja amepeleka malalamiko offisini kwake angetakiwa alete swala hilo kwenye "port improvement committee" ili lipate ufumbuzi wa kitaalaam zaidi.

Wadau wa mafuta kwa kutumia chama chao cha " Tanzania oil importers marketing Association bado wanasisitiza kuwa mafuta Waziri Mwakyembe anayodai kuyakamata yeye na driver wake ni mafuta machafu ambayo kihalali ni mali ya waagizaji wa mafuta na huwa wanayaacha bandarini ili yachukuliwe kwa utaratibu maalum pasipo kuharibu mazingira. Kwa sheria za kimataifa za maritime safety and security hayatakiwi kumwagwa baharini .

Pia wadau wanashangaa kumsikia Waziri kuueleza umma kuwa kuna ufanisi mmbovu na uozo bandarini wakati ni mwaka jana tu Rais Kikwete alipotembelea bandarini alisifu juhudi zilizofanywa na wadau mbali mbali wa bandari wa kuhakikisha hali ya ufanisi inarudi kwa kiasi cha kuridhisha. Matatizo ya meli za mafuta zilizokuwa zinazagaa nje yaliisha, bandari ikaongeza uwezo wa kupakuwa na kupakia meli nyingi za containers baada ya Ticts kuondolewa ukiritimba wa kuhudumia meli zote za containers kiasi kwamba hivi sasa karibu asilimia 40%ya meli za containers zinahudumiwa upande wa Tpa na kuiacha Ticts na asilimia 60 tu. Yote haya ni juhudi za Wadau wote *chini ya " Port Improvement Committee".

Wadau wanaona tatizo kubwa lililopo kwenye " Maritime Transport Logistic network" kwa kiasi kikubwa yako kwenye upande wa Reli yaani TAZARA na TRL. Hapa Waziri kama anataka kufanikiwa hapaswi kulala usingizi kwa sababu hivi ndivyo viungo muhimu vinavyoongeza ufanisi kwenye bandari yoyote duniani.

Waziri akae na wadau na wataalam mbalimbali wanaifahamu vizuri sector hii muhimu kwenye uchumi wa nchi yoyote iliyojaliwa kuwa na bandari ili wamshauri priorities zake za kuanzia kazi katika wizara hii la sivyo atakuwa anakimbizana na vitu vidogo vidogo ambavyo havileti tija zaidi ya kuchafua taswira nzima ya bandari na wadau wake wanaoitegemea.

Sasa matatizo yanatokea Mwakyembe anasema anahujumiwa, nani anayemhjumu? Asiwe kama mbuni kutia kichwa kwenye mchanga na kusahau mwili nje unaungua na moto.

Kweli nimesoma kwa makini japo sijamalizia yote kila neno lakini naona huyu aliyeandika ana uchungu mkubwa na Tanzania na hasa bandari yetu. Kweli na mimi nimesikia tetesi kwamba meli haziji bandarini kama ilivyokuwa zamani na kwa hiyo revenue imeshuka bandarini. Jambo hili ndio gumzo hasa kwa wafanyakazi hapa bandarini.

Je hivi walopo madarakani sasa hawatoi huduma nzuri kwa wateja ? Kwahiyo akina Ngamilo ndio walikuwa pekee wanaweza kuongea vizuri na Ship owners kuleta meli Dar es salaam?.

Jamani naomba management iliyopo fanyeni kazi kwa uangalifu mkubwa ili yasiwepo malalamiko kwa wateja kama yule mkenya aliyeandika kwa Mheshimwa Mwakyembe hapa hapa jamii forums.

Tatizo ni hao aliowateua na kimsingi wanamuangusha sana Waziri maana yeye ana nia njema sana na nchi hii, na kwa kweli anahangaika kutatua matatizo mengi, japo kwa suala hili anazidi kukwamishwa vibaya sana

Unaweza kuwa na point, lakini mkuu, fuatilia kwa makini sana kuhusu mwanzo wa tuhuma na facts kuhusu hizo tuhuma. hata Mafuru alikua na tuhuma nzito lakinu makaburu walipoona hazina ukweli walimrudisha... kama walioondolewa wanapatikana na ushahidi, dawa si kuwaondoa, dawa ni kuwachukulia hatua.

Wizi ni kosa la jinai, adhabu yake si kumuondoa mtu madarakani. hivi kwa sasa unajua kinachoendelea bandarini? nani anayehujumu? nani anayeiba? TRA, polisi, TICTS wako salama? Mwakyembe alikamata magari ya mafuta, alikamata askari wakiiba, kesi zimeishia wapi? je, walitumwa na walioondolewa?

Bado nasisitiza mjadala ulenge kulinda uchumi wetu na si majina ya watu... yeyote anayefanya uhalifu hata akiwa nani achukulie hatua, si kwamba kuna mtu amewekwa na fulani ndiye Mungu mtu, hapana... tutende HAKI

THE Tanzania Ports Authority (TPA) is reluctant to renew a stevedoring contract worth billions of shillings that an
Italian cargo ship, Ignazio Messina (IM), signed in 2010 to allow giant container ships.

The Italian ship is the only one operating its own terminal at Dar es Salaam Port because its ships need special
equipment to load and offload containers. Last year, the TPA management adjusted the rebate paid by the company
from 25 to 50 per cent in a deal, which was due for renewal last week.

"We make reference to your letter ref:MK/4/5/01 of 24 November 2011 by means which we gratefully receive your
confirmation extending the existing concessional rebate on stevedoring from 25 to 50 per cent, for a period of one
year. "With the extended 50 per cent arrangement coming to an end on November 10, 2012, we hereby tender our
request for another extension at similar rates," wrote IM Regional Managing Director, Captain Giuseppe Fedele.

Statistics gathered by the ‘Daily News' show that the ship called at the Dar es Salaam Port once a week using one of
its modern Ro-Ro ships, which bring about 2000 twenty-foot equivalent units (TEUs) per trip. The ship has capacity to
carry 3000TEUs.

"Messina may decide to use a normal container ship, but this back-paddle the effort of easing doing business at the
port. On the revenue side TPA loses little since the contract excludes stevedoring. Only other port charges are
inclusive," the source said. Mr Fedele argued that his company has already secured a similar contract with Kenyan
port of Mombasa charging 40 per cent as stevedoring charges.

Pointing out that the queer arrangement which IM requires at Dar es Salaam port needs heavy investment hence
suggested to TPA that it would be much better to sign a long term contract in future. "Ignazio Messina would like to

long term planning," Mr Fedele said in his letter addressed to TPA acting Director General, Madeni Kipande.

When contacted yesterday, Mr Kipande refused to talk to the ‘Daily News' even before knowing the subject saying
"you (media) are writing rubbish stories regarding TPA that have neither heads nor tails." "Who the hell are you? If
you want to talk to me go to the registry and register yourself.

Otherwise don't disturb me," the acting DG said furiously before he hung up. He did not end there, he called the
‘Daily News' teleoperator and told her not to call him again. On the other hand, sources at IM said the Italian
shipping liner has since started negotiations with Tanzania International Container Terminal Services (TICTS) to get
the stevedoring agreement covering the next 12 months.

"The liner is (also) considering to abandon the port altogether and shift its operation to Mombasa Port (in Kenya) --
making Dar the feeder port," the source said, "since it sees no point of bringing a self handler vessel and end up
charged for stevedoring." Kenya Ports Authority (KPA) extended its five-year stevedoring contract with IM last July
after its board of directors approved the deal which attracts a 40 per cent stevedoring rate.

THE European Union's ambassadors to Tanzania have been pleased by the performance of the port of Dar es Salaam
in the last one year, though there is room for further improvement.

The delegation proposed last year six areas of improvement especially on efficiency. Most of their suggestions have
been met by Tanzania Port Authority (TPA).

The areas include inefficiency in cargo clearance, stevedoring and shore-handling operations, cargo and passenger
safety and security. They also wanted the management to involve the EU's port advisory bodies.

The EU Ambassador to Tanzania, Mr Filiberto Ceriani Sebregondi, said that they were pleased also by the Ministry of
Transport readiness to receive their opinions and set good working relations regularly.

"We recommended measures taken to achieve these goals in the last one year since our visit at the port," Mr
Sebregondi said after touring the port adding, "especially on maritime security and safety."

The ambassador who was leading 23 delegation of EU country ambassadors and business representatives during the
tour, said that they proposed a regular dialogue between TPA, EU and the Ministry to devise means of increasing
efficiency at all ports in the country.

Mr Sebregondi said the country needs a low cost means of transport to ease inflationary pressure on goods and
services which was a good pre-condition for development. "Despite good efficiency figures given by the port
authority, still shipping cost (to Dar) is 25 per cent higher than the rest of Sub-Sahara Africa," the ambassador said,
attributing his remark on a recent study by the World Bank which is yet to be made official.

He said that if Dar es Salaam port was compared to others in the rest of the world, shipping cost stand at 150 per
cent, a rate he said that needs to be revised since traffic to Dar es Salaam is expected to increase by 240 per cent in
the next 15 years.

The Minister for Transport, Dr Harrison Mwakyembe, said that his ministry welcomed all criticisms and challenges
because all is aimed at improving the country's ports operations. "But the report Mr (EU) ambassador refers to is
based on what happened up to April, (this year). Some of the items have been overtaken by the measures we have
implemented," Dr Mwakyembe said.

The minister, however, assured the delegation to work closely as the way of improving the efficiency of all ports in
the country. He said: When you visit this port next year I am sure you will be very pleased."

TPA's Acting Deputy Director General, Clemence Kiloyavaha, said that the port had synchronized the working hours
for different port stakeholders who are now working 24 hours a day, seven days a week.

"Yard density at the main container terminal has improved from an average of 62 per cent in 2011 to 52 per cent by
October, this year, reflecting a no terminal congestion situation," Mr Kiloyavaha, who represented the Acting DG,
said.

Other improvements in the last one year include overall ships' turnaround time that has been reduced from an
average of 7.3 days last year to 6.4 days per ship by October. Land and transit containers dwell time has been cut
from 11.5 days to 9.7 days and 17.1 days to 14.4 days respectively.

Stevedoring operations have improved from 415 tonnes per gang shift last year to 446 per gang shift by last month,
while cars offloading also improved per shift from 210 units to 497 units during the same period.

Maersk Line Country Sales Manager, Tony Makani, said they were facing a number of challenges including waiting for
berthing that runs for 14 days which is enough time to sail from Middle East to East Africa. "It's no longer possible to
operate efficiently due to delays.

We would like to know the government stance on the construction of berth 13 and 14 that has been on plans in the
last three years," Mr Makani asked the minister. The minister assured them that the government would next month
make its stand on a number of challenges facing the port, including tender for extension of the port.

AS congestion slowly builds up at Dar es Salaam port ahead of the end of year festive season, Tanzania Ports
Authority (TPA) has gone on the offensive.

TPA Director General Madeni Kipande told ‘Daily News' that he was travelling to Tanga on a mission to address
shipping lines concerns.

"I am currently travelling to Tanga because of these shipping lines, I am very busy today so please bear with me," Mr
Kipande said.

Last Sunday, Kipande had offered to explain reports that shipping liners have boycotted TPA container terminal at the
port because of inefficiency and a possible go-slow among workers resisting Transport Minister, Dr Harrison
Mwakyembe's ongoing sweeping management changes.

Stakeholders told ‘Daily News' last week that cargo handling business at the country's prime port is quickly becoming
a Tanzania International Container Terminal Services (TICTS) exclusive because TPA container terminal is abandoned.
Until last June, TPA container terminal used to handle over 30 per cent of containerized cargo at Dar es Salaam port.
"The situation is not good because there is inefficiency at TPA terminal hence many shipping agents are opting for
TICTS terminal," an industrial source said.

The source said at TPA terminal ships are taking up to 10 days to load and offload containers while carefree
employees failed even to respond to emails from frustrated clients who are forced to choose TICTS terminal. Sources
said last Monday, Port Improvement Committee (PIC) Chairman, Omari Chambo convened a stakeholders' meeting to
convince shipping agents to use TPA terminal threatening ship owners with revoking their licences.

"They ordered TASAA leaders to inform ship owners to resume utilizing TPA berth but they told the Permanent
Secretary at Ministry of Transport that the association has no such mandate in a free market economy," said the
source who warned that dwell time is already above 14 days.

"Most ship owners are now talking about boycotting the port because of these threats which are unrealistic because
we are in a free market economy where competitiveness is the incentive," argued, an official, from Container Depot
Association of Tanzania.

But Deputy Minister for Transport Dr Charles Tizeba told the ‘Daily News' that "it does not matter" whether the ship
off load a container at either TPA or TICTS since the entire port is the property of TPA.

"At the end of the day the port authority will receives its revenue either from TICTS or TPA own facilities…nothing is
lost," Dr Tizeba said, adding that TICTS has a contractual agreement with TPA and government. The minister said he
does not see the loss of revenue, the confusion nor the sabotage.

He added that since TPA's berths one to seven have shallow water thus limiting bigger ships to anchor and naturally
would discharge their containers at berths 8-12 which are served by TICTS. The majority of the inland container
depots are said to be getting empty because TICTS is unable to feed them with containers as most of them used to
receive such cargo from TPA terminal.

"The situation is bad, the government needs to find an urgent solution to TPA leadership as soon as possible, it will
take the new board months before a solution to the current crisis can be found," another source from Tanzania
Freight Forwarders Association (TAFFA).

Stakeholders are also concerned by the composition of TPA's new board and acting Director General's knowledge of
the port saying much of the inefficiency comes from activist decisions which ignore the reality on the ground. "Dar es
Salaam port is a cash cow of the government and its efficiency is not only dependent on TPA or TASAA but all
stakeholders," the TAFFA member who attended last Monday's meeting said.

Last fortnight, Dr Mwakyembe dismissed the entire TPA board except the chairman who is a presidential appointee.
The minister named eight new board members as part of his efforts to improve TPA performance. They include Dr
Jabiri Kuwe Bakari, John Ulanga, Caroline Temu, Jaffer Machano, Dr Hildebrand Shayo, Said Sauko, Engineer Julius
Mamiro and Asha Nassor.

Hata kabla Mwakyembe hajapindua uongozi hapo TPA, bado bandari haikuwa inafanya vizuri, wizi ni kweli ulikuwapo, rushwa na urasimu wa utoaji mizigo uliokisiri, na majirani zetu wanatuzidi kwa ubora.

Hatua ya Mwakyembe ya kutifuatifua pale TPA ni ya kupongezwa. Inamaana watu wameisha kabisa ili arudishe wezi wa zamani? Hudhani kuwa inaweza iwe ni hujuma ya wale waliotimuliwa kuonyesha kuwa wao wanaweza na waziri amekurupuka kuwatimua?

Kama hawa walioteuliwa hawakidhi, ni kumshauri Waziri aweke wengine wapya wa mpito lakini sio wale aliowatimua......!
