Salaam Wakuu,

Je, Magari yaliyotumika muda mrefu wanaweza kuongeza ushuru kupita kiasi?

4. Vipi kuhusu Mtambo wa kuchakata gesi LNG

Hapa chini ni Matarajio yake Francis I. Temba, 14 Juni 2022.

=====

The government budget is set for reading today at 1600hrs by Hon. Mwigulu, minister responsible for Finance. Among other things, fiscal and tax proposals to implement the budget is on the top of the agenda – here are my key anticipations –

1. In 2021, Gov’t introduced harsh money transfer levy and airtime levy, one year in and the mobile money sector stalls, what seemed as “golden eggs” in the name of these levies has essentially brought the industry to a standstill in terms of growth, which ultimately means drop in VAT and excise duty revenues as well. As such, the abolishment of airtime levy and a further 50% reduction in money transfer levy is much anticipated.

2. It has been a few years since we have seen adjustment of excise duty on liquor and tobacco and other non-essential goods, given current Gov’t spending (increase in civil service remunerations, subsidy on petroleum, etc) it is only sensible that the Gov’t will want to recoup by increasing excise rates on non-essentials.

3. Another area of concern would be taxes on imports, it is likely there will be substantial increase in import duty rates (to protect local industries and more so Gov’t revenue). Specific imports that are likely to be hit hard are used vehicles where Gov’t may review age limit (current kicks in at 8years) and excessively tax the same, there is a possibility of prohibition to import vehicles manufactured before 2010s as well, according to a recent speech by the Prime Minister.

4. The LNG train is set for construction with last round of negotiations and signing of agreements underway, and one might expect a set of changes to favor this investment, including abolition of some of existing legislation that hinder such. Of more interest is how the Income Tax Act and other legislations will be aligned to administratively pave way for Production Sharing Agreements (PSAs).

Let me know what you anticipate from today’s reading.

What do you expect from them in another year.
