The Managing Director of Turnstar Holding Mr. Jacob Mothabane has confirmed that his company is closer to acquiring Mlimani City Property Development in Dar es Salaam as most of the ground work is complete and only waiting for "the approval of the Tanzanian government". The acquisition deal is valued at $77 million became effective on August 1, 2011.


On what exactly Turnstar is buying, the company says a multi business area -a shopping centre with lettable space of about 19,000 square meters, a fully let office park consisting of four double-storeys, A-grade buldings with a let space of plus or minus 11,308 square metres, a conference centre with a full range of facilities and amenities which played a host to the African leg of the World Economic Forum and a ready built residential housing estate with 50 units. Also Turnstar will have access to about 7,500 square metres of undeveloped land for future use.

So far so good, everything appear commendable about this deal. It's done in the open and assets value is just about right to anyone aware of the complex and its grander. Now, following the transaction, one hopes that appropriate taxes from the proceeds would be paid to our coffers accordingly. As it's often the case that, this is the part when things gets blurry or are simply shoved to obscurity!

Kuhusu kikomo cha umiliki ardhi kwa miaka 10 itakua ni kumuonea mwekezaji na kuzuia uwekezaji katika sekta hiyo. Kiac cha fedha ambacho kimewekezwa katika biashara hiyo ni kubwa sana, just imagine ni biashara ya mtindo gani ambayo inaweza kurudisha kiac kikubwa hivyo cha pesa ndani ya miaka 10?? Tuache uwekezaji ufanyike katika eneo hilo la Mlimani City maana vijana wengi wameajiriwa na kujiajiri pale, kiac kikubwa cha kodi (mf. VAT) kinakusanywa katika eneo lile kila mwezi na faifa nyingine nyingi ambazo zinapatikana pale.

Haya mambo ya kuuziana uziana huwa yana ukakasi ndani yake, siyapendi. Lakini ndio biashara. Ila mkataba wa Serikali ama UDSM na huyo muwekezaji wa sasa ulikuwa unasemaje? Katika mauziano hayo UDSM wanahusishwa kutoa baraka? Kumbuka mkataba wa TANESCO na Richmond (TANESCO walikuwa wanatakiwa watoe baraka). Kuna vitu viiiingi vya kuangalia hapa. Wataalamu tusaidieni.

Mlimani City ni mali ya nani? Kama ni kampuni ya mwekezaji binafsi bila ubia na serikali basi ana haki kuamua anavyotaka kama kumwuzia mtu mwingine ila tu mradi taratibu na sheria za nchi hazikiukwi. Sina kumbukumbu sawa maana kama sijakosea mmiliki alikuwa mmarekani? Nisaidieni wanajamii forum

i remember this mlimani city deal like it is yesteryear! initially walitoa insert kwenye magazeti,na pictorial projections.majengo yalikuwa marefu,mengi like a real good deal. na walisema ni property ya udsm, na wao watai-run kwa 50 yrs to recover their costs. walipojenga zile godowns, naona kila mtu kimyaaa (mi ningepewa walau kishida nisingesikitika). sasa where is udsm at this deal la kuhamishiana? manake sio kama mlimani city kiwanja kiliuzwa,kama kiliuzwa howa much was the price?

Mkuu nadhani amekosea kidogo hapo,,ni the other way round..ni 10% kwa resident individual na 20% kwa non resident (Soma section 90.-(1)) ya income tax act, 2004.
Ingawa pia kwa definition ya 'resident' per the ITA,2004 hata hao wamiliki wa sasa wanaweza kuwa residents for income tax purposes ingawa sio raia wa tanzania,,.yani 'resident' as per income tax act haimaanishi raia wa tanzania.
