Wakati mwingine kubadilika inataka moyo! Ona wakati anatoa kauli ya kuomba radhi vijembe na kebehi toka kwa wabunge wa ccm ilivyokuwa. Mara umeacha pombe? Umeokoka? Huna lolote! Nk nk.

Juzi Halima Mdee alimwomba radhi Spika Ndugai kwa kosa la kumtusi Wakati vikao vya Bunge vinaendelea.Mdee alikuwa ametoa maneno makali dhidi ya Spika wakati wa uchaguzi wa wabunge wa EALA.

Baada tu ya maneno hayo ya Mdee, Gwajima Jumapili iliyofuata akamtaka Mdee amwombe msamaha Spika. Asipofanya hivyo atamshughulikia.

Mdee amelazimika kuomba msamaha kwa hofu ya kuanikwa mambo yake ya binafsi. Kwa tabia hii Gwajima anajijengea hali ya kuogopwa na Watanzania.

Diamond naye alitishwa akaomba msamaha haraka. Tabia hii ya Gwajima ikiachwa iendelee, baadaye atakuwa kama Mungu Mtu. Amekuwa akieleza kanisani kwake kuwa taarifa hizo za siri za Watu anapelekewa na Mungu.

Hata hivyo kwa mtazamo wangu sidhani kama ni kweli.Huyu ndiye aliyetabiri CDM kushinda 2015.Mbona ilishindwa?.Lakini kudhalilisha Watu mbele za Mungu si haki.Lakini pia kama anapotosha maneno ya Mungu kwa manufaa yake,namtabiria anguko kubwa huko mbele,maana Mungu hadhihakiwi.

Nawashauri serikali waanze kuchukua hatua dhidi yake.

Kama isingekuwa umakini wa Naibu Spika mheshimiwa Tulia katika kuwashughulikia wabunge wakorofi wa upinzani katika vikao vilivyopita, kulikuwa hakuna uwezekano kwa mtu kama Halima Mdee kusimama na kuomba radhi bungeni kwa tabia yake chafu ya kutukana ovyo. Walishajua kama adhabu zitakuwa kama zile za wakati ule zingewaathiri wao wenyewe.

Mwingine ni Easter Bulaya ambaye ni mbunge mwenye kimbelembele kwa kila jambo kwani alithubutu hata kumtetea Halima Mdee nje ya bunge kwa matusi aliyotukana. Nilishangaa kuona alivyoongea kwa nidhamu baada ya kusamehewa.

Nampongeza sana Naibu Spika Tulia kwani mfano aliouonyesha kwa vikao vya bunge vilivyopita umewafanya wabunge hawa ambao nidhamu yao ni ndogo kuanza kuwa na heshima kwa viongozi.

a Chairman and not less than two other members. The Chairman
and at least half of the other members of that Special Tribunal shall
be persons who are or have been Judges of the High Court or of the
(b) the Special Tribunal shall investigate and submit report to the
President on whole matter and shall advise him whether or not the
Controller and Auditor General should be removed from office in
accordance with the provisions of this Article on the grounds of
inability to perform his functions due to illness or any other reason
or on grounds of misbehaviour.
(4) If the Special Tribunal appointed in accordance with the provisions of
subarticle (3) advises the President that the Controller and Auditor-General be
removed from office on grounds of inability to perform functions of his office due
to illness or any other reason or on grounds of misbehaviour, then the President
shall remove him from office.
(5) If the question of removing the Controller and Auditor-General has
been referred to a Special Tribunal for investigation pursuant to the provisions of
this Article, the President may suspend the Controller and Auditor-General from
office, and the President may at any time rescind the decision to suspend the
Controller and Auditor-General and in any case such decision shall lapse if the
Special Tribunal advises the President that the Controller and Auditor-General be
not removed from office.
(6) A person who holds or who has held the office of Controller and
Auditor-General shall not be appointed to, or act in, any other office in the service
of the Government of the Untied Republic.
(7) The provisions of this Article shall not apply to any person appointed
acting Controller and Auditor-General.
