According to the Constitution of the United Republic of Tanzania(1977) Article 61, Sub article 2, The President of URT in consultation with the PM has the power to appoint regional commissioners(he wants) in Tanzania Mainland.

My friend Nyani Ngabu your implication proves to me that you are openly challenging H.E's appointment! Something which is practically impossible! The only thing I can advice you, as I know that the Presidential Institution is deeply rooted into the soil is to let H.E himself demerit him.
