How much of our Science and Technology budget annuarly is set aside ... towards a more modern and technologically advanced nation without investing heavily in our R&D industries? Do we even have such industries?
I don't know, I'm just wondering...
I have been wondering (I tend to do that a lot) about the most recent aid package from the US; I mean the almost 700 Million Dollars from the MCA that is intended for infrastructure development and other things..
What I have been wondering about mostly is about the amount of funds or aid from donors that is intended for our Research and Development capabilities? I mean not the regular funds we receive that has always gone to research on "tropical diseases or tse tse flies research" or research on some maize seeds at Uyole or Sokoine; I mean researches that would lead into innovation and inventions of new products and technologies?
I believe it is research and development that are the catalyst for economic development and prosperity of a modern nation. Such is the case in US, Germany, UK, Japan, China, and now India.

Americans cannot give us money for such important agenda as R&D. They know very well that these kinds of activities, important as they are, will not earn them a reputation from a man and woman in Manzese. Furthermore, they are interested with issues that will keep us busy for nothing so they can continue their brainwashing business. The little research that we do in TZ has been funded by our brothers and sisters in the Scandinavian countries; but these do not make headlines because, though their impact is significant, they do not add a vote to our politicians.
But my thing is...why would these people give us money anyways? Who gave them the money that they have? Why can't we make/ have our own money?
That is a different issue all together, which is, of course, debatable and discussable!

Aid especially in africa, is inversely proportional to development.Angalia nchi za africa zilizopata misaada mingi, misaada inavyoongezeka, ndivyo umasikini unavyoongezeka.
Zaidi, hao wahisani hata siku moja hawatakupa hela uwe self independent for they want to lord it over you forever ,so they can bring their companies, at the end of the day,to take away 10 times what they have given.
Problem ya waafrika ni kwamba hatuoni hilo,we keep cheering,while these guys gloat and enjoy their paternistic position.No wonder they will never give money to R&D.It is not their fault it is our own fault,viongozi wetu hawafikirii mbali hawaoni kuwa bila R&D hatuwezi kujitegemea.

Unajua nimeuliza kwa sababu gani; nadhani siyo tu kwamba tumejengewa uchumi tegemezi ni bali pia tumekubali kuwa na mawazo tegemezi. Ni haya mawazo tegemezi yanayofufanya tufurahia bilioni 700 za "miradi mbalimbali" ambazo kwa hakika hatukuzihitaji kama tungeisimamia benki yetu vizuri na fedha zetu nyingine vizuri.
Pointi ya NN niliiogopa kuigusa kwa sababu sijui kama tuna hata watu wanaokaa na kufikiria kuwa kama kweli tunataka kujenga Taifa la kisasa hakuna short cut. Hivi ni Taifa gani lililopiga maendeleo ya Kiteknolojia na kuinua maisha ya watu wake bila kufanya mageuzi ya ndani ya Kisayansi na Technolojia? Aidha kwa wao wenyewe kufanya hivyo au kufungua mlango wa makampuni ya nje kufanya hivyo ndani yao?
Je ni India, Korea ya Kusini, Indonesia, China, Hong Kong, Taiwan, Afrika ya Kusini n.k ? Je ni lazima tusubiri misaada toka nje ili kuweza kuwekeza kwenye Sayansi na Technolojia?
a. Je yawezekana kuvibadilisha vyuo vyetu vikuu vya Mbeya na Dar na hata kile cha ARusha kuwa visima vya mapinduzi ya ubunifu wa Sayansi na Technolojia?
b. Jinsi gani wataalamu wetu wa kompyuta na IT wanaweza kutumia reverse enginnering kujifunza walivyofanya wenzetu na baadaye kuvigeuza na kuvifanya viwe vyetu? Leo hii kuna program nyingi ambazo ziko kwenye "open source" na jinsi gani vijana wetu wanaweza kucheza nazo na hatimaye kuleta program zetu wenyewe za kufanya mambo lukuki?
c. Ni jinsi gani serikali na taasisi binafsi inaweza kuvutwa kushirikia katika vita vya sayansi na technolojia? Kwa mfano kila mwaka serikali ikitoa zaidi ya shilingi milioni 500 (believe me wanaweza) kwa Watanzania kumi ambao watavumbua na kuleta mbele teknolojia ya kisasa au utaalamu wa kisasa wa kusaidia maisha ya Watanzania, yawezekana tukaanza kuona vipaji vya hali ya juu vikiibuka (wanasema money is the greatest motivator)?
Here I mean something like the famous "X-Prize".. ..
I do not see any other short cut to sustainable development without investing our own money in research and development. I mean the 50 billion that has been recovered from those damn mafisadi of EPA should be used in some form in research and development... I mean hatuna bajeti yake now why not do that
- Give 50 Scholarship to MIT (the one in Massachussets)
- Toa offer kabambe kwa world class scientits to partner with a couple of our university to establish advanced research labs
- etc..
I mean hatuna watu wanaoweza kufikiri jinsi ya kuzitumia hizi fedha zikarudisha mara nyingi zaidi ya vijumba walivyojenga hapo Dar?
