I have been wondering (I tend to do that a lot) about the most recent aid package from the US; I mean the almost 700 Million Dollars from the MCA that is intended for infrastructure development and other things..

What I have been wondering about mostly is about the amount of funds or aid from donors that is intended for our Research and Development capabilities? I mean not the regular funds we receive that has always gone to research on "tropical diseases or tse tse flies research" or research on some maize seeds at Uyole or Sokoine; I mean researches that would lead into innovation and inventions of new products and technologies?

I believe it is research and development that are the catalyst for economic development and prosperity of a modern nation. Such is the case in US, Germany, UK, Japan, China, and now India.

How much of our Science and Technology budget annuarly is set aside for R&D in the country? Can we really make that leap towards a more modern and technologically advanced nation without investing heavily in our R&D industries? Do we even have such industries?

I don't know, I'm just wondering...
 
usisahau muheshimiwa ukoloni mambo leo ndio unadumisha umasikini wetu . hawa watu tunaowasifi wameendelea tuliwa fanyia kazi za bure wakati wa utumwa. majivuno ya maendeleo yao ndio faida ya utumwa wetu kwao, . ni ndoto kwa sisi kupata watumwa wa kutufanyia kazi bure, pia ni ndoto kwa sisi kupata nchi ambayo tutajichukulia madini kama vile yako kwenye pipa taka. sasa reseach na development zinategemea pesa za wahisani na wahisani wanakuja na tittle na mazumuni ya tafiti zao kwa faida yao wewe prof wa kibongo au mtafiti wakibongo unabakia kuchekelea mshiko mkubwa wa makaratasi yanayo itwa pesa.Hi hasara inahitaji aggressiveness ya hali ya juu na uangalifu ili kuwa na mutual benefits
 
Not Sure but I believe from my previous experience is 1% of Country budget(Note this is recommended by donors, the real contribution is about 0%).

Most of research and Developments funds are contributed by Donors.

Tanzania kama nchi hatuna mpango na research & D. Ni gharama Mkuu kufanya R&D. Then you know what? -Hatuwezi kuendelea.

Oh Yes Mwanakijiji we had them Once,There was an Assembling Plant for Scanias(TAMCO),Nyumbu Project(TATC), just to mention a few but God knows whats goin-on in those places todate,not forgetting the Highly Trained Engineers.what a waste!!

And just to remind you of this maxim in case you've forgotten..."necessity is the mother of all inventions"....and not researches.....if anything researches come about as a result of necessity...

Point ni nzuri lakini mfano wake ni sawa watu wanaowachangia maharusi kwenye sherehe. Zawadi nyingi na za gharama utapewa na lakini baada ya harusi kazi ya kupata watoto na kujenga familia ni ya kwako.
 
Americans cannot give us money for such important agenda as R&D. They know very well that these kinds of activities, important as they are, will not earn them a reputation from a man and woman in Manzese. Furthermore, they are interested with issues that will keep us busy for nothing so they can continue their brainwashing business. The little research that we do in TZ has been funded by our brothers and sisters in the Scandinavian countries; but these do not make headlines because, though their impact is significant, they do not add a vote to our politicians.

Ina maana, kila barabara tutakazotaka kujenga 2020, si ajabu itatubidi tukawaite waChina tena.

But my thing is...why would these people give us money anyways? Who gave them the money that they have? Why can't we make/ have our own money?

That is a different issue all together, which is, of course, debatable and discussable!

Aid especially in africa, is inversely proportional to development.Angalia nchi za africa zilizopata misaada mingi, misaada inavyoongezeka, ndivyo umasikini unavyoongezeka.

Zaidi, hao wahisani hata siku moja hawatakupa hela uwe self independent for they want to lord it over you forever ,so they can bring their companies, at the end of the day,to take away 10 times what they have given.

Problem ya waafrika ni kwamba hatuoni hilo,we keep cheering,while these guys gloat and enjoy their paternistic position.No wonder they will never give money to R&D.It is not their fault it is our own fault,viongozi wetu hawafikirii mbali hawaoni kuwa bila R&D hatuwezi kujitegemea.

Leo hii kuna program nyingi ambazo ziko kwenye "open source" na jinsi gani vijana wetu wanaweza kucheza nazo na hatimaye kuleta program zetu wenyewe za kufanya mambo lukuki?

c. Ni jinsi gani serikali na taasisi binafsi inaweza kuvutwa kushirikia katika vita vya sayansi na technolojia? Kwa mfano kila mwaka serikali ikitoa zaidi ya shilingi milioni 500 (believe me wanaweza) kwa Watanzania kumi ambao watavumbua na kuleta mbele teknolojia ya kisasa au utaalamu wa kisasa wa kusaidia maisha ya Watanzania, yawezekana tukaanza kuona vipaji vya hali ya juu vikiibuka (wanasema money is the greatest motivator)? Here I mean establishing something like the "X Prize".

. I know I'm not crazy but I think I'm bordering insanity!!


I do not see any other short cut to sustainable development without investing our own money in research and development. I mean the 50 billion that has been recovered from those damn mafisadi of EPA should be used in some form in research and development... I mean hatuna bajeti yake now why not do that

- Give 50 Scholarship to MIT (the one in Massachussets)
- Toa offer kabambe kwa world class scientits to partner with a couple of our university to establish advanced research labs
- etc..

I mean hatuna watu wanaoweza kufikiri jinsi ya kuzitumia hizi fedha zikarudisha mara nyingi zaidi ya vijumba walivyojenga hapo Dar?

My friend we have not only invest our own money in research and development but also our hearts and soul, blood, sweat, and tears into it.
 
Nyani hapo pa "sweat, blood, and tears" panawezekana Ulaya huko Tanzania mtu ahenyeke kisa nini? nadhani "Waafrika ndivyo tulivyo" tunapenda vya kunyonga, vya kuchinja hatuviwezi.
 
Mimi nilishangaa sana kusikia TZ tumewapa wajapani kazi ya kufanya utafiti ili kuondoa msongamano wa magari DSM. kwa nini hiyo fedha isingepelekwa pale chuo cha ardhi? kwanza ingesaidi wana R&D wetu halafu matokeo yake yangekuwa very realistic and practical.

Vyuo vikuu vya wenzetu vinawezeshwa na sasa hivi ndivyo vinaongoza katika R&D. Makampuni binafsi na serikali zao zinamwaga hela nyingi kwenye idara ndani ya vyuo vyao kufanya tafiti mbalimbali. Na mara nyingi sio wazawa wanaofanya mambo katika hizo idara, ni watu kutoka nje. Sisi tunawatafuta Wajapani kwanza.

Kwa nini miradi yetu, budget zetu na hata jinsi ya kudhibiti rasilimali zetu; tusiwakabidhi wataalamu wetu kazi ya kutusaidia kutupa mawazo mapya? Umasikini hauwezi kuisha tukitegemea hata mawazo na fikra mbadala kutoka nje. Mazingira ni yetu na tunayajua sisi vizuri zaidi kuliko wajapani.

.....tuna research nyingi sana zimefanyika (na zingine zingali zinaendelea).........nzuri na watu wamepata Masters na Ma-PhD, tatizo linakuja kuzi-turn them into practice.......kuzi-implement................you know why......because hawawezi ku-hire richmond ili wafaidike..................ndio maana zinaishia kupata vumbi mpaka kiama!!

My two cents. I believe that some rulling elites i Tanzania like almost everywhere in Africa are suffering from the slave/colonial mind set which has/ is dangerous to Pan-Africanists and African humanists alike. These rulling elliets or "kept men" or Europe's trojan horses will continue the pauperization policies of a very rich country like Tanzania.

They will repeat policies and slogans without even analyzing them. They are the major obstacle to progress, changes, self-empowerment and unification of Africans (EAST AFRICAN FEDERATION is a good example). Instead of enabling and building capacities and re-skilling people, they will disable, de-skill and pauperize people. The colonial minded knows no better. The Europeans using their white skins as authority continue to pamper and encourage their "kept men" to the detriment of the majority of Africans. I mean this cancer is vivid even here in Jambo Forums where some people strongly support the idea of a foreign govt collecting DATA on the locals...ref: (BRITISH EMBASSY IN DAR thread)

Tanzania like most African countries are chasing "Westernized" ones. Most Tanzanians including those in the West, really don't believe that their own African standards are as good as any on the planet. So what happens?

Well, African countries become mirrors of Western Capitalism. The poor get poorer, the leadership or the rullung class or elite becomes more corrupt and more wealthy. And they are stuck in a cycle. They despair over the state of their country, so they seek to become more Westernized, because being more like "White" is more like right. . .this in turn causes them to fail even more horribly.

The right question would have been WHY DO TANZANIAN LEADERS LACK VISION AND COMMON SENSE? and is it fair to argue that most of them have decolonised mindset?
