Mwenyekiti wa Mafunzo hayo, ambaye pia ni Msimamizi wa Uchaguzi wa Hamlmashauri ya Mji wa Kibaha, Eng. Mshamu Ally Munde akizungumza kwa niaba ya washiriki.

Tume ya Taifa ya Uchaguzi imewakumbusha watendaji wa uchaguzi kwenye uchaguzi mdogo wa kata 23 za Tanzania Bara kukamilisha maandalizi muhimu kwa wakati ili kuwezesha uchaguzi huo kufanyika kwa ufanisi.

Wito huo umetolewa na Makamu Mwenyekiti wa Tume, Jaji Rufaa (Mstaafu) Mhe. Mbarouk Salim Mbarouk leo tarehe 22 Machi, 2024 wakati akifunga mafunzo kwa watendaji hoa yalifanyika mkoani Morogoro.

Uchaguzi huo utafanyika tarehe 20 Machi, 2024 ambapo fomu za uteuzi zitatolewa kuanzia tarehe 27 Februari, 2024 hadi tarehe 04 Machi, 2024, uteuzi wa wagombea utafanyika tarehe 04 Machi, 2024 na kampeni za uchaguzi zitafanyika kuanzia tarehe 05 hadi 19 Machi, 2024.

“Mnatakiwa kukamilisha mambo yote muhimu yanayotakiwa kwenye mchakato wa uchaguzi, ikiwa ni pamoja na kubandika matangazo na mabango mbalimbali ya kisheria kuhusiana na uchaguzi kwa mujibu wa maelekezo,” amesema Jaji Mbarouk.

Aliwakumbusha watendaji hao kuwa wapo wadau mbalimbali wa uchaguzi kama vile vyama vya siasa, wananchi na watazamaji ambao wanafuatilia uendeshwaji wa uchaguzi na kiwango cha uzingatiwaji wa sheria zinazohusiana na uchaguzi. Hivyo, ni muhimu wakatekeleza kila hatua na kila jambo linalotakiwa kwa mujibu wa kalenda ya uchaguzi.

“Jukumu lililopo mbele yetu ni kubwa na muhimu na linahitaji umakini, na kujitoa, na hasa baada ya kupatiwa mafunzo haya, mtatekeleza majukumu yenu kwa ufanisi na weledi mkizingatia ratiba ya utekelezaji ili kufanikisha uchaguzi wa tarehe 20 Machi, 2024,” Jaji Mbarouk amewaambia watendaji hao.

Amesisitiza juu ya umuhimu wa watendaji hao kutenga sehemu ya muda wao kusoma Katiba, Sheria na Maelekezo mbalimbali yanayotolewa na Tume ili yawaongoze katika kusimamia uchaguzi utakaokuwa huru na wa haki.

Kata zitakazofanya uchaguzi huo mdogo ni Kimbiji (Halmashauri ya Manispaa ya Kigamboni), Kasingirima (Halmashauri ya Manispaa ya Kigoma/Ujiji), Ndevelwa (Halmashauri ya Manispaa ya Tabora), Msangani (Halmashauri ya Mji Kibaha), Fukayosi (Halmashauri ya Wilaya ya Bagamoyo), Mlanzi (Halmashauri ya Wilaya ya Kibiti), Utiri (Halmashauri ya Mji Mbinga) na Mbingamhalule (Halmashauri ya Wilaya ya Songea).

Nyingine ni Isebya (Halmashauri ya Wilaya ya Mbogwe), Kibata (Halmashauri ya Wilaya ya Kilwa), Mshikamano (Halmashauri ya Wilaya ya Musoma), Busegwe (Halmashauri ya Wilaya ya Butiama), Nkokwa (Halmashauri ya Wilaya ya Kyela), Kamwene (Halmashauri ya Wilaya ya Mlimba), Chipuputa (Halmashauri ya Wilaya ya Nanyumbu), Buzilasoga (Halmashauri ya Wilaya ya Sengerema), Mhande (Halmashauri ya Wilaya ya Kwimba), Kabwe (Halmashauri ya Nkasi), Bukundi (Halmashauri ya Wilaya ya Meatu) Mkuzi (Halmashauri ya Wilaya ya Muheza) na Boma, Mtimbwani na Mayomboni (Halmashauri ya Wilaya ya Mkinga).

In a closing ceremony of training for election officials held in Morogoro, the National Electoral Commission (NEC) reminded officials about the upcoming by-elections in 23 constituencies across mainland Tanzania. The Deputy Chairman of the Commission, retired Appeal Court Judge Mhe. Mbarouk Salim Mbarouk, emphasized the importance of timely completion of necessary preparations for a smooth and effective election process.

The by-elections are scheduled for March 20, 2024, with candidate nomination forms available from February 27 to March 4, 2024. Candidate selection will take place on March 4, 2024, and the official campaign period is set to run from March 5 to March 19, 2024.

Addressing the election officials, Judge Mbarouk urged them to finalize all essential preparations, including the proper posting of legal notices and banners related to the elections, in accordance with guidelines. He reminded the officials that various stakeholders, including political parties, citizens, and observers, closely monitor the electoral process. Thus, it is crucial for them to adhere to the election calendar and carry out their duties diligently to ensure the success of the elections on March 20, 2024.

Judge Mbarouk highlighted the significant responsibility ahead and stressed the need for attentiveness and dedication, especially after receiving the training. He encouraged the officials to allocate time to study the Constitution, laws, and guidelines provided by the Commission to guide them in overseeing free and fair elections.

The constituencies set to hold the by-elections include Kimbiji (Kigamboni Municipality), Kasingirima (Kigoma/Ujiji Municipality), Ndevelwa (Tabora Municipality), Msangani (Kibaha Municipality), Fukayosi (Bagamoyo District), Mlanzi (Kibiti District), Utiri (Mbinga Municipality), and Mbingamhalule (Songea District). Other constituencies include Isebya (Mbogwe District), Kibata (Kilwa District), Mshikamano (Musoma District), Busegwe (Butiama District), Nkokwa (Kyela District), Kamwene (Mlimba District), Chipuputa (Nanyumbu District), Buzilasoga (Sengerema District), Mhande (Kwimba District), Kabwe (Nkasi District), Bukundi (Meatu District), Mkuzi (Muheza District), and Boma, Mtimbwani, and Mayomboni (Mkinga District).
