Ujenzi wa Barabara za kulipia!.

Habari!.
Kutokana na shida na karaha za barabara zetu kuwa mbovu, hivi haiwezekani serikali kuruhusu watu/taasisi/mashirika wakazijenga kwa kupitia mifuko yao wenyewe then baadae hawa watu binafsi wakarudisha gharama walizotumia kwenye ujenzi kwa kuweka ada za kutumia barabara hizo!. Hapo vinawekwa vituo vya kulipia ada hizo kwa kipindi chote cha utozwaji gharama na mara baada ya kumalizika deni, vituo vinatolewa barabara inarudi mikononi mwa serikali. Hizi Road toll/vizuizi ni kama vile vinavyopatikana daraja la kigamboni.
Hii naonelea itasaidia kupunguza mzigo kwa serikali na pia hawa Tanroads wanabaki kuhakikisha zimejengwa kwa kiwango kinachotakiwa hizi barabara pamoja na kuhakikisha kiwango cha kodi kitakachotozwa ni rafiki kwa wananchi!.

  • Je Serikali yetu haionelei ni muda muafaka kukiingiza ili kusaidia jenga barabara za miji yetu?.

Yani mpaka deni lake liishe ndio anairudisha kwa serikali, matengenezo yote juu yake mmiliki na anasimamiwa kweli akikiuka inakula kwake!.
Hapo hatujaongelea Fast Lanes/ Autobahn. Hawa wasafiri wetu sijui wanaenda jifunza nini safari zao huko nje!.

kweli mkuu ni nzuri kama serikali italikubali ila mwekezaji anaweza ogopa asije akaingiza pesa zake apo alafu kwenye malipo walete siasa , pili serikali inaweza sema watakosa sifa toka kwa wananchi mana wapinzani watatumia hilo kama fimbo, kuichapa serikali but cha muhimu ni maendeleo haijalishi yameletwa na nani , mbona reli walijenga wajeruman na ma babu zetu,

Itakuwa woga tu, mbona kwa wenzetu zinafanyika na watu wanasimama majukwaani!..Aina hii ni ushirikiano wa Serikali na Sekta binafsi katika kuleta maendeleo (PPP).

Wazo zuri.lakini je, kwa mji kama Dar watajenga wapi hizo barabara?
Sehemu ziko nyingi sana. Engineering huwa haishindwi kitu,bali pesa tu ndo tatizo. Kwa mfano Dar,zikijengwa za Road Toll kama ilivyo pale Daraja la Kigamboni,itakua poa sana.
Na kwa hakika,barabara zilizopo zinabaki kama zilivyo,ila modification hufanyika kwa sababu ili ku accomodate,lazima ziwe za juu zikiwa na pilars(columns) sawa na zile zilizopo kwenye overpass ya Tazara au zile access ramp pale Uwanja wa Taifa.
Nasikia wenzetu Kampala wameanza kwa anagalau barabara moja kutoka City Center kwenda Airport,ingawa hii ni ya Serikali.
So naunga mkono wazo hili alilolianzisha mtoa mada. Kama serikali ikikaa ikatafakari,inaweza kuleta tija ili kupunguza traffic jam!
