He emphasized the importance of private sector involvement in infrastructure development.

Under the new PPP model, the private sector designs, builds, finances, operates and maintains the road.

At the end of the concession period, ownership of the project is transferred to the government.

The CRCC, which is among the three shortlisted companies, was involved in building the 27.1km Nairobi Expressway, which was launched in 2022 as Kenya's first PPP highway.

The Kibaha-Mlandizi-Chalinze section will be followed by construction of the Chalinze-Morogoro (126.1km) and Morogoro-Dodoma (258 km) expressways.

A total of 9 bidders had initially expressed interest in the project, suggesting that the PPP framework in construction of public infrastructure in Tanzania is now attracting major foreign investors.

The initial bidders included a joint venture of Yapi Merkezi Insaat Ve Sanayi A.S. and Egis Projects SAS (Turkey/France) and a consortium of
Meridiam Infrastructure Africa Fund II and Mota-Engil (France/Portugal).

According to a pre-feasibility study by the Tanzania National Roads Agency (TANROADS), the project will facilitate investment and regional trade by reducing congestion and improving access to neighbouring countries, including Kenya, Uganda, Rwanda, Burundi, DRC and Zambia.

Construction of the highway will also increase land value and give an impetus to the real estate sector in the surrounding areas.

PPPs allow large-scale government projects, such as roads, bridges and other public infrastructure to be completed with private funding.

These partnerships work well when private sector technology and innovation combine with public sector incentives to complete work on time and within budget.

"Research indicates that Tanzania's existing infrastructure meets only 30% of the anticipated demand by 2050. Addressing this shortfall requires tripling infrastructure development compared to the past century," Kafulila said.

"Toll-based financing is proposed to ensure sustainability and address congestion issues, with current travel times between Dar es Salaam and Morogoro exceeding double the ideal duration due to traffic congestion."
