The Uganda Human Rights Commission has requested an additional Shs1.5 billion to train newly elected Local Council leaders on the Human Rights-Based Approach, aimed at improving accountability and service delivery at the grassroots level.

The request was presented before Parliament by John Teira, Vice Chairperson of the Legal and Parliamentary Affairs Committee, during discussions on the Commission’s 2026/27 Ministerial Policy Statement.
According to Teira, many LC leaders assume office without adequate knowledge of human rights principles despite playing a key role in community mobilisation, oversight, and governance. He said the proposed funds would facilitate a nationwide capacity-building programme to equip leaders with practical skills on integrating human rights into local governance.
Parliament also approved an additional Shs500 million for upgrading the Commission’s Moyo field office into a regional office to strengthen service delivery in the West Nile region.
For the 2026/27 financial year, the Commission’s budget stands at Shs33.073 billion, reflecting a slight increase from the previous financial year’s Shs32.973 billion allocation. However, reports indicate that by December 2025, only 42.6 percent of the annual budget had been absorbed.
