A document circulating on social media and WhatsApp groups purports to be an “Instrument of Appointment of RDCs” issued by the Republic of Uganda.

The document carries the Ugandan Coat of Arms and lists names of individuals alongside positions and districts, creating the impression that President Yoweri Kaguta Museveni has appointed or reshuffled Resident District Commissioners (RDCs).

CLAIM​

A document circulating online claims to be an official “Instrument of Appointment of RDCs”, listing individuals purportedly appointed as Resident District Commissioners in different districts across Uganda.

The document cites Articles 99 and 203 of the 1995 Constitution and bears the heading “The Republic of Uganda”, making it appear to be an official presidential appointment instrument.

However, the document has been identified as a fake list circulating on social media and WhatsApp groups.

In a statement posted on her official X page, Hon. Milly Babalanda said her office had been alerted to a fake list allegedly showing a “new list for the reshuffle of Resident District Commissioners (RDCs and Deputies).”

Babalanda clarified that the list is “FAKE and NOT from the Office of the President.”

She further explained that any genuine appointments or reshuffles of RDCs would be officially communicated by the Office of the President through the appropriate official channels.

The minister urged the public, media houses and other stakeholders to disregard the document and desist from sharing it.

False.

The document circulating online is a fake RDC appointment list and is not an official instrument issued by the Office of the President. Hon. Milly Babalanda has confirmed that genuine appointments or reshuffles of RDCs will be communicated through official government channels.

The presence of the Ugandan Coat of Arms, official looking formatting and references to the Constitution do not make the document authentic. Government appointment documents should be verified through official government communication channels before being treated as genuine.
