The Office of the Minister for the Presidency has issued a public warning over individuals allegedly soliciting money from members of the public with false promises of securing appointments as Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), their deputies, and assistants.

In a public notice dated July 1, 2026, the ministry said it had received reports of conmen posing as brokers capable of influencing appointments to the positions.

The ministry clarified that all RDC, RCC, Deputy and Assistant appointments are made solely by the President of Uganda in accordance with Article 203 of the Constitution, stressing that there are no agents, middlemen or brokers involved in the appointment process.

It further emphasized that applicants are not required to pay any fees, facilitation or other charges at any stage of the appointment process.

The Office of the Minister for the Presidency also dismissed claims of any ongoing recruitment or reshuffle being conducted outside official government communication channels, warning that anyone demanding money in exchange for an RDC appointment is engaging in fraud.

“These criminal acts are intended to defraud citizens, create confusion, and tarnish the integrity of public service appointments,” the notice states.

This comes after police in Kampala arrested two suspects accused of extorting money from a job seeker under the pretext of securing him an appointment as an Assistant Resident District Commissioner (RDC).

According to Kampala Metropolitan Police spokesperson, Racheal Kawala, the suspects, Eddie Kaigwa and Juliet Nganda, allegedly obtained Shs2 million from Awan Mugabi Obadia after promising to secure him the government position.

Members of the public have been urged not to give money to individuals or groups claiming to have influence over RDC appointments and to remain vigilant against such scams.

The ministry has called on anyone with information about suspected fraudsters to report the matter to the nearest police station or through the Office of the Minister for the Presidency's toll-free line 0800-320-320.
