Uganda Misses asset declaration target as Compliance falls below 50%

More than half of Uganda’s civil servants failed to declare their assets by the April 30 deadline, raising fresh concerns about transparency, enforcement, and accountability in public service.

The Inspectorate of Government (IG)- Aisha Naluzze had directed all public officials to submit declarations of their income, assets, liabilities, and gifts between April 1 and April 30, 2026, in line with the Leadership Code Act. The exercise, which is conducted every five years, is aimed at promoting integrity and fighting corruption in public office.

However, preliminary figures from the Inspectorate indicate that compliance fell below half of the expected declarations. Deputy IG spokesperson Mr Farouk Kayondo said there would be no official extension despite the low turnout.
“There will be no official extension of the declaration period,” Mr Kayondo said, adding that although the system remains open, public servants had been given enough notice and time to comply.

Officials attributed the poor response to logistical and technical challenges, especially in rural districts. Many public servants reportedly struggled with internet connectivity, digital literacy, and the online verification process required to access the declaration platform.

Officials also cited limited sensitisation and inadequate support staff to guide users through the system, leading to long delays and discouraging many from completing the exercise.
