Kenyan military does not consider Tanzania and Uganda(or both) as any formidable force and therefore not part of its defense strategy, Kenya military therefore looks to bigger threats like Sudan, Ethiopia and probably Somalia.
Also to note that Kenya's Military budget is twice that of Tanzania and Uganda combined...

T-72AV: 110 from Ukraine 77 in 2007 with more planned for delivery in 2008. 33 T-72's ordered from Ukraine were hijacked by Somalian pirates.[4] The MV Faina was released and the tanks unloaded in Mombasa Feb 2009. There have been doubts expressed as to whether the T-72s imported by Kenya are intended for use by the Kenyan Army. Who is WE?.As far as i can remember the issue of where to put the money was never COLLECTIVE its a matter of doing what pleases oneself.

The same stupid argument as you are making is what small minded presidents like Bush and his flawed military "thinker" Rumsfeld used to potray.
Starting a war is one of the stupidiest things on earth because he who starts war does not have the slightest idea on how to stop it.
America is the mightiest nation on earth started a war that is still being fought six year into it.And its a a war that it cannot win conclusively.Having heavy armor not withstanding.
If history teaches us anything armor alone will not win you a war,check out the Six Day War where Egyptian militar assets were destroyed in one day.
