Kaazi kweli kweli.
ZEC pleads for smooth run-up to 2010 election
The Zanzibar Electoral Commission warned yesterday that the factors that crippled the voter registration exercise in Pemba had to be dealt with conclusively or the general election set for next year would be chaotic.
Speaking to journalists, ZEC Director Salum Kassim Ali called on the authorities concerned to sort out problems surrounding the exercise before embarking on the second and third rounds of the exercise.
He made the remarks shortly after meeting government leaders, mainly regional and district commissioners, in Pemba.
"As a commission, we do not want to make decisions that would shake national security because we are not ready to be charged at International Criminal Court at The Hague," he said.
He warned that the commission would not be ready to see unnecessary shortcomings leading to public complaints when the registration exercise resumes "lest we witness uncontrollable situations like the tragic events witnessed in Kenya after the 2007 general election.
The voters' registration exercise in Pemba was put off following disputes regarding Zanzibar residential identity cards.
Trouble started after opposition parties demanded that the process has been interfered with by the ruling CCM, making only a few people access the cards.
The ZEC director said CCM described the process as fine, while the opposition expressed serious reservations.
Meanwhile, the European Union Head of Missions in the country have said they carried out thorough research before issuing their statement concerning the "flawed elements" in the voters' registration process in Zanzibar.
An EU delegation led by Swedish Ambassador Staffan Herrstrom made the remarks during a meeting with President Amani Abeid Karume at the State House in Zanzibar yesterday.
Foreign Affairs and International Cooperation Minister Bernard Membe, who attended the meeting, told journalists that the delegation told President Karume that they had witnessed weaknesses in the issuance of the IDs "which ought to be worked out".Na Jumuia ya Afrika ya mashariki imesema itaifukuza Tanzania katika Jumuia hiyo ikiwa mambo yatavurugika, hapa inaonekana kupevuka kwa kutooneana haya.Kwenye gazeti hawaliandiki maana kuambiwa utafukuzwa inaonyesha tayari umeshadharauliwa ,hivyo magazeti yetu yanaendelea kuficha aibu hii.
"There are so many youths who have been denied Zanzibar residential IDs and for this reason we (CUF) insist that the exercise be suspended until the anomalies are fully addressed," he said.
