Stiegler's Project - Tanzania's solution to electricity problems

IN August last year, the Prime Minister, Mr Mizengo Pinda, led a team of government officials to Brazil on a working visit. The possibility for the host government to help Tanzania build a huge hydropower project at Stiegler's Gorge along Rufiji River was one of the items on the visit's agenda.
Mr Pinda held talks with political leaders and industrialists in the vibrant South American nation on several matters of mutual interest. The delegation comprised of government officials, experts and some members from the private sector.

This was a government's effort to see how the relations between Tanzania and Brazil could be strengthened for the benefit of both countries. Among the delegates were members from the Rufiji Basin Development Authority (RUBADA), the government's agency entrusted with developing Stigler's gorge to a full potential for the benefit of the country.

Stiegler's Gorge straddles River Rufiji vicinity and is within Rufiji Basin, which falls under RUBADA's jurisdiction. The visit to Brazil could go in the books of history of this nation should everything go as planned. It now seems to be the genesis and eventually completion of Stigler's Gorge power project and, therefore, a long-term solution to Tanzania's electricity woes.

It should be noted that the trip was a follow up to the earlier one by the Minister for Foreign Affairs and International Cooperation, Mr Bernard Membe, in September 2010, whose entourage included RUBADA officials. In what seems to be a result of the Fourth Phase government's efforts to find a lasting solution to the power problem, a team of experts from Odebrecht Company Limited, a Brazilian firm that has shown interest to undertake the project, has already visited Tanzania twice.

On both visits, the experts on dam construction visited the gorge and other parts of Rufiji River. The Director General of RUBADA, Mr Aloyce Masanja, says that second visit was meant to collect more data on the viability of the project before signing of the Memorandum of Understanding (MoU). "This second visit is meant to further collect data on the feasibility of the project before we reach an agreement for project implementation," he said.

The first visit of the team of experts to Tanzania was meant to make an assessment of the Stiegler's Gorge Power Project and concluded that the project is a viable one, easily to implement and with the capacity to produce significant electricity.

According to Mr Masanja, the final experts' report is expected to come out before the end of this year while the MoU between the company and RUBADA on behalf of the government of Tanzania is expected to be signed before next January 15. It is expected that the design job will take not more than a year.
A Senior Consultant from Odebrecht Company Limited, Mr Jean Comtesse, says that they were in Tanzania for the second time essentially to contribute to the technical improvement of the project. "Having the best technical solution will have an impact on the final characteristic of the project and on its environment which everyone knows is very critical," Mr Comtesse said.

The project, with the government's blessings, has the potential to produce 2100 MW. Brazil produces over 85 per cent of her energy by using hydropower. Mr Masanja noted that RUBADA believes that come 2015, Stiegler's Gorge Power Project will start producing electricity and therefore bring a huge relief to the ongoing power crises experienced in the country.

Odebrecht Company Limited is reputed for its involvement in big and successful construction of big hydropower projects in the world. It was involved in construction of the world's second power project found in Brazil with the capacity to produce 14,000 MW. Apart from having projects in various parts of the world, it has also ongoing projects in neighboring countries of Mozambique and Angola.

Once completed, Stiegler's Gorge Power Project will occupy 1200 square kilometers of the Selous Game Reserve with 54,000 square kilometres. According to Mr Masanja, the whole of the Rufiji Basin has the potential to produce 4,000 MW. Currently, Tanzania needs 1500 MW but the country has the capacity to produce only 350 MW.

HYDRO power from the Stiegler's Gorge in the Rufiji Basin when it is eventually constructed is the only project that is geared to attract low income earners to connection with electricity, stakeholders have reiterated in Dar es Salaam. Energy sector sources note that compared to other sources that are more highly priced and involve large business deals in advance, Stiegler's Gorge represents a net advantage in costs and pricing but is being left out because of tendering interest in energy sector bureaaucracy.

The stakeholders point out that owing to heightened use of gas in generating electricity, the government owned utility, Tanesco charges around 1O US cents per kilowatt hour while hydropower generation is capable of retaining the now outdated charges of four US centra per kilowatt hour. US President Barack Obama made a showcase visit to the Symbion Power Project at Tanesco headquarters in Dar es Salaam on Tuesday before departing for home after a visit lasting less than 24 hours but spanning two days.

RUBADA director general Alloyce Massanja said in an interview that there is need to go on with the major hydropower project in Rufiji, for which a lot of preparatory work has been done already, with a Brazilian company, Odebrecht Construction International, on the site. The project is to generate 2100MW when completed, as all ground preparatory work is over, and now awaits assent from the World Environment Committee (WEC) of UNESCO for construction work to begin.
The Stigler's Gorge power plant is to be built in three phases, until the entire potential is realized, implying each stage would involve 700mw of power added to the national grid.

The use of hydropower is considered a sustainable power source that is to rescue electricity users by diminishing reliance on gas resources, and raise economic growth as the utility would be over and above the national demand. Plans are being laid for selling excess power in the SADC Region, the RUBADA chieftain noted. The Brazilian company and energy ministry authorities have Tanzania side have initialled three important stages covering signing the memorandum of understanding (MoU) on 9th July 2012 and a preliminary assessment of the project submitted on 13th January 2013.

Some environmentalists have rushed to seek UNESCO intervention to stop the project, so RUBADA sent high level officials to lay the case for Tanzania to build a major hydropower project across the Rufiji River. The 37th World Heritage Council Meeting in Phnom Penh, Cambodia, sitting from June 16 to 27 had the Tanzania delegation led by the minister for Natural Resources and Tourism, Ambassador Khamis Kagesheki, who stood firm. The meeting attracted 192 countries worldwide, and was described as tense, critically asking Tanzania to show cause as to why it should be allowed to construct such a big dam across the Stiegler's Gorge. Voices in the World Heritage Council expressed the genuine fear that the construction of a dam would harm the environment and living creatures in the basin. Other members of the Tanzanian delegation included the Selous Game Reserve manager, and representatives from the departments of wildlife, forestry, national parks and an administrator from the Zanzibar Stone Town.

Reactionists by contrast have it that the Tanzania Government should focus on projects that are for the people with special attention for development initially from the villages and not just give priority to urban dwellers. This observation was being made in reference to power projects that are expensive, using oil and gas that can't be accessed by rural dwellers because it is too expensive, which hinders rural growth. This is also negative for industrial development and improving lives of the people, officials noted. Activists recall the disputes on the way Richmond, Dowans and later Symbion came into the country, with many seeing the Tsh 152m used per day to procure power from these sources as wasteful.

The major task for Rubada is to develop the basin in key development segments, listed as irrigation farming, tourism not only to Selous but even the 100 meters escapement of the Stigler's Gorge as a tourist attraction. Pumping waters into the farms in lower Ruvu and Kilombero valley could push the production of food and cash crops ten times higher than current production levels, the RUBADA director maintains. Available reports affirm that the basin can produce paddy enough to sustain the needs of the entire EAC zone, he adds.
