World leaders remain bitterly divided over how to respond to Syria's alleged use of chemical weapons despite President Obama urging them to support military strikes and Russia's President Vladimir Putin bluntly said he will continue to help arm Syria.
Putin said today that he and Obama met for about 20 minutes, but no agreement was reached.
"It was a very friendly conversation. We stick to our guns. Everybody remained with his position," Putin said.
"We understand each other ... We listen to each other. We understand arguments, we do not agree with those arguments," he said.
Putin underlined his support for the regime of Syrian President Bashar al-Assad, which has been accused of using chemical weapons against its people.
"Will we help Syria? Yes we will. And we're doing it right now. We're supplying arms. We are cooperating in the area of economy," Putin said.
Obama's version of the conversation with Putin was similar, calling it "candid."
"Everybody's always trying to look for body language and all that, but the truth of the matter is, is that my interactions with him tend to be very straightforward," he said.
"I said, listen, I don't expect us to agree on this issue of chemical weapons use, although it is possible that after the U.N. inspector's report, it may be more difficult for Mr. Putin to maintain his current positions about the evidence," Obama said.
Leaders from the world's largest economies, gathered here for the G20 Summit, debated the matter late into the night on Thursday. All sides say, however, that there was no consensus.
The Kremlin said the countries were almost evenly divided on whether to support Obama's plan for military action.
Syria is not officially on the agenda here at the G20, but it has dominated the discussions. White House aides say Obama raised Syria repeatedly in his private meetings with counterparts. The United Nations special envoy for Syria Lakhdar Brahimi traveled to St. Petersburg at the last minute to attend a meeting of G20 foreign ministers this morning.
That over half of the countries represented at the G20 still oppose military action is a blow to Obama, who has tried to rally the world to support his plan for strikes.
"I didn't set a red line. The world set a red line," he said on Wednesday in Sweden, talking about the use of chemical weapons.
The United States has presented evidence it says shows Syrian forces were responsible for a massive attack near Damascus on Aug. 21, which they say killed over 1,400 people including hundreds of children.
Russia has been unimpressed with the American evidence. Instead it is urging the United States and its allies hold off on taking action until a team of UN experts submits its report on the event. Even then, it insists any military action would be illegal unless it is authorized by the U.N. Security Council, something Russia would likely veto. Russia has long opposed Western intervention in Syria and has blocked previous efforts to pressure the Syrian government.
That has led the Obama administration to go around the United Nations. They are trying to build a coalition of countries that would join in the strike. So far only France has said it was willing to participate militarily. Other countries have expressed their support for such a mission but are not willing to commit military resources.
In his remarks to the G20 dinner on Thursday evening, Obama sought to portray his military plan as "limited" in scope and not aimed at toppling the Syrian government. Russia has been skeptical of those claims, pointing to the recent case of Libya where a U.S-led coalition launched "humanitarian" airstrikes that continued until the Gaddafi government was overthrown.

the G20 for a US strike on Syria. A joint statement from the US and 10
other nations called for a strong
international response. The US government accuses President
Bashar al-Assad's forces of killing
1,429 people in a poison-gas attack
in the Damascus suburbs on 21
August. Mr Assad has blamed rebels for the
attack. China and Russia, which have
refused to agree to a UN Security
Council resolution against Syria, insist
any action without the UN would be
illegal. Mr Putin said the discussions about
Syria on Thursday evening had gone
on well past midnight. He added that he had a one-to-one
meeting with Mr Obama in which they
had discussed Syria. Both men had listened to the other's
position but had not agreed, he said. Mr Putin said he believed a majority of
the populations in countries
supporting military action were
against it. Meanwhile French President Francois
Hollande, who has been a firm
proponent of intervention, said he
would await for a report from UN
weapons inspectors before taking a
decision on military action. The inspectors' findings are not due
to be made public until the week
beginning 15 September - possibly
even later. 'Provocation' Also speaking at the end of the
summit, Mr Obama said there was a
"unanimous" view that chemical
weapons had been used in Syria. He also said most leaders present at
the summit thought it was most likely
that the regime of Mr Assad was
responsible. Mr Obama argued action was required
even when the Security Council was
paralysed, as the international
consensus against the use of chemical
weapons had to be upheld. However, Mr Putin described the use
of chemical weapons as "a
provocation on the part of the
militants who are expecting to get
support from outside". British Prime Minister David Cameron
said that if there were only a response
to the crisis through the UN Security
Council, that would mean the UK
"contracting out its morality and
foreign policy to the potential of a Russian veto". While the UK, Canada and Turkey all
support Mr Obama's call for action, the
only leaders at the G20 meeting to
commit to force in Syria are the US and
France. Correspondents in St Petersburg say
opponents of US military intervention
appear to far outnumber supporters
within the G20. A joint statement from the US, Australia, Canada, France, Italy, Japan,
Republic of Korea, Saudi Arabia,
Spain, Turkey and the UK called for "a
strong international response" over
Syria. Recognising that the UN Security
Council had been paralysed over the
issue, the statement added the "world
cannot wait for endless failed
processes that can only lead to
increased suffering in Syria and regional instability". In his comments to reporters on
Friday, Mr Obama did not make clear
what he would do if the US Congress
decided against military action in a
vote expected next week. A poll commissioned by the BBC and
ABC News suggested more than one-
third of Congress members were
undecided whether or not to back
military action - and a majority of
those who had made a decision said they would vote against the
president. Aid pledges Also on Friday, the UN appealed for
more aid for people in Syria, and also
for the estimated two million Syrians
who have fled their country. UN humanitarian chief Valerie Amos
told the BBC that donor countries
should "look again" at their
contributions and be "as generous as
they can". Mr Cameron announced on Friday
that some countries at the G20 had
agreed measures to speed up the
delivery of aid, including lifting
bureaucratic obstacles such as
custom rules. He said earlier that the UK would give
an additional £52m ($80m) in aid for
Syria - much of it for medical training
and equipment to help civilians
targeted by chemical attacks. Meanwhile, on the ground in Syria,
rebels have withdrawn after briefly
entering an ancient Christian town
north of Damascus, the main
opposition alliance has said. Free Syrian Army (FSA) units captured
military positions outside Maaloula
after heavy clashes with government
forces and militiamen on Thursday. Also on Friday, the US embassy in
Lebanon said that it would be
evacuating its non-essential staff. The move was prompted by "threats
to US mission facilities and personnel," a statement said. The US Consulate General in the Turkish city of Adana is
also withdrawing non-essential staff.

Rssian Navy spokesmen said Friday that the fleet building up in the Mediterranean can answer any development after the Smetlivy guided missile destroyer set sail for the Mediterranean. Since Wednesday, Moscow has reported six warships have been sent out to reinforce the Russian fleet on hand opposite Syria.

Western naval sources reported Friday that a Chinese landing craft, the Jinggangshan (photo below), with a 1,000-strong marine battalion had reached the Red Sea en route for the Mediterranean off Syria. With a displacement of 19,000 tons, the amphibious warship is 210 meters long and 28 meters wide and can carry helicopters, armored fighting vehicles, boats and landing craft as well as nearly 1,000 soldiers, Jiangxi Daily said.


Why the 1,000 Marines? Definately a show of force I would think. Fascinating stuff, I dont thin kChina has ever done something like this before, especially outside its own territorial waters. It definately shows that China is an emerging world power.

Meanwhile, Turkey has sent more troops to its border with Syria.

With public opinion and Congressional momentum against him, President Obama attempted to recalibrate expectations and redouble his sales effort for targeted military strikes, during a press conference Friday in Russia after a meeting of the G-20.

He made clear that his priority was winning support for strikes from a majority in Congress, even if a majority of the American people do not back the effort. “It’s conceivable that at the end of the day, I don’t persuade a majority of the American people that it’s the right thing to do. And then each member of Congress is gonna have to decide,” Obama said, noting that he was aware of recent polls showing broad opposition to strikes. “Ultimately, you listen to your constituents, but you’ve also got to make some decisions about what you believe is right for America.”

On Tuesday, Obama plans to take his case directly to the American people, with an address from the White House. “Our polling operations are pretty good, you know, I tend to have a pretty good sense of what current popular opinion is,” he said. “-For the American people who have been through over a decade of war now with enormous sacrifice—and blood and treasure—any hint of further military entanglements in the Middle East are going to be viewed with suspicion.”

The last week has not been a good one for Obama in Congress, where members have made increasingly public pronouncements about their concerns with the national support for the strikes. Several news organization counts of the votes in the House show that a majority of members are either against the strikes, or leaning against the strikes. Obama said he would make his case publicly but made clear that his focus was on winning majority support in Congress. “I understand the skepticism. I think it is very important, therefore, for us to work through, systematically, making the case to every senator and every member of Congress,” he said.

He compared the current debate in the U.S. to the debate during World War II over whether to support Britain during the bombing of London, the debate over whether to intervene in Kosovo in 1999 and the debate over whether to stop the genocide in Rwanda in 1994. “Imagine if Rwanda was going on right now. And we asked: Should we intervene in Rwanda? I think it’s fair to say that it probably wouldn’t poll real well,” the President said.

Obama has made the case for bombing Syria on humanitarian grounds, noting repeatedly that hundreds of children were killed by chemical weapons attacks. But White House officials have also made clear that Obama does not embrace a humanitarian mission in Syria with the goal of saving lives. The goal is more narrow: To prevent the loss of life by chemical attack. Already more than 110,000 people, many of them civilians, have been killed in the Syrian civil war, international observers say. Only a small fraction have died from chemical attacks.
