Wakati Magufuli anaingia madarakani alikuta Kikwete ametengeneza makubaliano na Wachina ya Kujenga SGR yote Dar hadi hadi Kigoma, na pia kutoka Uvinza kwenda mgodi wa Musongati wa Burundi na kufika Kaliua. Ilikua iende na Mwanza nadhani, wa mkopo wa $7.6 Bilioni kupitia benki ya China na Kampuni ya Ujenzi ya Reli za serikali ya China. Magufuli aliitupia hii dili nje kwa madai kuwa ilikuwa na harufu ya ufisadi na kwamba tutajenga SGR kwa fedha zetu za ndani.

Sasa leo hii, zaidi ya fedha ambazo tayari tumezamisha kwenye SGR kipande cha Dar hadi Dodoma tu, tumekopa tena $ 1.46 Bilioni ili kukamilisha ujenzi wa SGR toka Dar hadi Makutopola. Hii inamaanisha kwamba hadi sasa kuanzia Dar hadi Makutopola gharama inaweza kufikia zaidi ya $3 Bilioni, ambayo ni karibu nusu (50%) ya mkataba ambao Kikwete na Wachina walikuwa watie sahihi kama gharama ya kujenga SGR yote, na Raisi Magufuli akatuaminisha Watanzania kwamba ule mkataba ulikuwa na harufu ya ufisadi.

Sasa wana JF mie nilishasema kuna mambo huwa simuelewi Magufuli. Kama kuna anaelewa juu ya hili basi naomba anifafanulie.

Usikute Kikwete na Wachina kwa sasa hivi wanacheka kweli kweli, na wanamcheka nani hilo halihitaji PhD kwa wewe kuelewa.

Turkey, China caught up in SGR tender confusion

A dispute over the tender for the construction of the $7.6 billion standard gauge railway linking Dar es salaam to neighbouring countries has provided a tense backdrop to Turkish President Recep Tayyip Erdogan’s visit to Tanzania on January 22-23.

Although EXIM Bank of China has signed an agreement with Tanzania to finance the 1,259km line, a Turkish firm is believed to be the front-runner to clinch the contract.
EXIM tends to tie its financing to Chinese contractors getting the job.

Chinese Foreign Minister Wangi Yi visited Tanzania two weeks ago to canvass for the tender, but government officials were said to have offered no guarantees.

Last year, Chinese companies had won the tender to build the railway before the process was cancelled over irregularities and fresh bids invited. Some government officials, however, fear a decision that goes against Beijing could force them back to the drawing board on the project’s financing should Exim Bank withdraw.

The Chinese ambassador to Tanzania Dr Lv Youqing recently met with CCM Secretary-General, Abdulrahman Kinana, but details of their discussions were not made public.

Tanzania had in May 2015 awarded the tender to build the railway to a consortium of Chinese railway companies led by China Railway Materials. On ascending to power last year, President Magufuli terminated the contract despite the consortium having already built five kilometres of the line.

Subsequently, a former managing director of Reli Assets Holding Company was arraigned in court over irregular award of the tender.

The original design ran from Dar es Salaam to Kigoma, branching off to Uvinza for the Musongati nickel mine in Burundi and extend to Kaliua. The plan was to use Burundi as a logistic hub for supplying goods into DR Congo and Rwanda.

Katika maelezo yake yeye alisema "katika uongozi wangu tulipanga tujenge reli ya kisasa ya diesel yaan SGR kama ile ya Kenya, ila namsifu Magufuli kwa kulifanyia utekelezaji wazo letu (Fourth Government) tena kwa kuifanya iwe ya ukisasa zaidi na yenye ufanisi mkubwa kuliko tuliyokua tumepanga siye".

Kwa maelezo hayo unaona jinsi gani JPM kaja na Mradi ule ule ila kivingine. Kwa vyovyote vile kwa kubadili Design ya Mradi ni dhahiri shairi hata viwango vya fedha za uwekezaji zitabadilika tu.

Sasa maana ya contract ni nini? Sisi tutakubalije ku-sign contract ambayo project costs zitaongezeka kila siku? Usiseme kwa sababu ya kupungua kwa thamani ya shilingi kwa kuwa contractszinasainiwa kwa kutumia gharama katika USD ambayo iko stable.

Kwa hiyo si kweli kwamba tukisha sign contract wachina watakuja kuongeza gharama. Hakuna kitu cha namna hiyo. Na kama kipo kitakuwa na kipengele katika mkataba cha kitu kama gharama zisizotarajiwa zitakavyokubaliwa.

Huwezi kumtetea Magufuli kwa pointi hiyo kwa hili.
