WOW, I can't agree more! It seems like all have already been figured out by by the nature through strategic positioning of our lovely Tz. However, we should be vigilant to our natural resource like lake Nyasa!

For me , Lake Nyasa is not a very big issue if a strong leadership ,with I think we have already , continues. Malawi won't do anything . But, Tanzania must not accept the Malawian decision to go to the International court ICJ , it can be a big error and a danger to our sovereignty because I don't trust their jurisdiction.
 
Instead of being observer, Tz need to invest in irrigation projects from our lakes to salvage the semi-arid lands particularly in Singida, Dodoma and Shinyanga!

I understand and you are right. Like I say above , if we continue with our decision to refuse to go to ICJ, I don't see how Malawi can do ? To go to ICJ , you need agreement of both parties . Or attack us ? It will stupid .

They intentionally want to push Tz off the lake...it is really absurd! We know we have a lot of water bodies but as the bible says: aliyenacho huongezewa!

Frankly I don't know why we didn't solve this problem. But I think when both side 1) are agree to disagree and 2) don't exploit or want to.exploit minerals of the lake , the problem is not very serious. But if one side don't respect these 2 conditions( something Malawi does - exploring the lake ), the problem become serious and a solution is needed.

ISRAEL MILITARY ASSISTANCE TO UGANDA.

Kampala - Israel says it is likely to send at least some of its Eritrean and Sudanese asylum seekers to Uganda. In return for accepting the refugees, Uganda would receive aid and weapons. Such a trade would provide Uganda the weapons it seeks, but could create legal problems as well.

Last week, Israel's interior minister said Uganda had agreed to accept thousands of Eritreans and Sudanese, whom Israel considers to be illegal economic migrants. Nearly 55,000 of them live in Israel, where many have sought asylum.

But since Friday, the number of migrants destined for Uganda has been scaled down to a few hundred. Israeli officials said the "deal" with Uganda was nothing more than a verbal understanding, and the Ugandan government has denied such an agreement exists.

But it appeared the announcement was not entirely unfounded. The co-founder of the International Refugee Rights Initiative in Kampala, Dismas Nkunda, said he has heard rumors of such a deal for the past two years. But he said it did not seem to have gone through the usual channels.

"What we heard is that there are certain Uganda government officials who entered those negotiations without necessarily informing the agencies that are responsible for protection or even admission of refugees into the country," said Nkunda.

Israel's relationship with Uganda has been tumultuous. In 1976, Idi Amin famously gave refuge to Palestinians who had hijacked a passenger plane, and dozens of people were killed in the Israeli commando rescue operation that followed.

But Makarere University Security Studies Professor Paul Omach explained in the 1960s the two countries were closely connected, with Israel giving Uganda agricultural training and military aid.

"I know in the 1960s Israel was training the air force. A number of Ugandan paratroopers trained in Israel also. At that time Israel was trying to use Uganda as a southern flank to fight the Arabs during the Arab-Israeli conflict," he said.

Under Uganda's current president, Yoweri Museveni, Israel has provided military assistance once more, although Omach said the details of these deals were never made public. If Uganda did not accept Israel's unwanted migrants, he said, it may well be in exchange for arms.

"Museveni is always building the military. Right now he has just commissioned a tank crew. So this is a continuous thing. We live in a turbulent region, so you need to be prepared," said Omach.

But sending asylum seekers to Uganda would contradict international refugee law, said Nkunda, and could create legal problems once the migrants arrived.

"What happens to them, certainly that is going to be a very big legal problem, because on what basis are they being admitted in Uganda? They have not sought refugee status in Uganda, they have not sought asylum in Uganda. They sought first asylum in the first country they thought of, which was Israel. Actually, you might say that they might end up becoming stateless," said Nkunda.

Nor was it clear where the new arrivals would be put, he added, though they may well end up in one of Uganda's refugee camps.

"We have large camps in Uganda; camps for Congolese, camps for Somalis even. So it is possible that they might end up just driving them over into the camp to look after themselves," said Nkunda.

Omach said this could be just another example of a richer nation paying a poorer one to solve its problems.

"Israel looks at these immigrants, mostly Africans really, as unwanted in its country. So if somebody can take it and you can just sign the checks, and you get somebody who is itching for money, that is definitely what they will do," said the professor.

But unless a formal agreement is signed, Omach and Nkunda agree the public may never know the details of what really happened between Israel and Uganda

The secret agreement between the governments of Israel and Uganda over the deportation of African migrants to Uganda is not surprising considering the warm relations between the two countries in the seventeen years since Yoweri Museveni came to power. Museveni's government has maintained close ties with Israel and has signed numerous deals for weapons systems, agricultural technology and medical assistance.

One of the key figures in the relationship has been Rafi Eitan, a former Mossad official, who was also the leader of the now-defunct Pensioners Party and a minister in the Olmert government. Eitan has business interests in Uganda and he is a confidante of Museveni. He accompanied the Ugandan president on his two visits to Israel. Uganda was a also destination for senior Israeli representatives in recent years, including former Foreign Minister Avigdor Lieberman and his deputy Danny Ayalon. Israel does not have an embassy in Kampala and its diplomatic affairs in Uganda are managed by the Israeli embassy in Kenya. "Uganda is an important partner of Israel in Africa but not a strategic ally like Ethiopia or Eritrea which are situated on smuggling routes of Iranian arms," an Israeli diplomatic official said.

The Ugandan military, which has been involved in the fighting in Rwanda, in the Democratic Republic of Congo and in its own northern provinces against rebels, has received significant Israeli military aid. According to foreign media reports, Israeli weapons supplies have included self-propelled cannons and mortars, artillery shells, surveillance systems, modernization of its ageing MiG-21 fighter jets and the training of its pilots in Israel. There have also been reports of supplies of Israeli drones to Uganda.

In addition, a number of Israeli firms are active in the country, mainly in the fields of agricultural technology. The Foreign Ministry's Agency for International Development Cooperation (MASHAV) carries out programs in various fields such as assistance to the public health system.

The local media in Uganda has not yet reported on the refugee deal with Israel. Dismas Nkunda, a journalist and human rights activist who focuses on refugee issues told Haaretz that he had heard rumors. But when he asked the national refugee agency, he was told they were not aware of any agreement. "The agreement was probably done by another government agency dealing with foreign relations," he said. "It is clearly in return for business relations and the extensive weapons deals between Israel and Uganda. There is very close cooperation between the two countries. It isn't surprising that the refugees agency hasn't been updated."

Around a quarter of a million refugees currently live in Uganda, mainly Rwandans, Sudanese and Congolese. Most recent arrivals have fled the fighting in the Democratic Republic of Congo. The migrants from Israel will most likely be sent to the camps run by the United Nations Refugee Agency. "There are terrible conditions in these places," says Nkunda. "They are basically large prisons and the refugees are not allowed out without permission from the authorities. We call them ‘warehouses for human beings.'"

Nkunda says that "the human rights organizations here have not yet begun to prepare for the arrival of refugees from Israel but when we receive confirmation, we will lodge our protest. This is a clear infringement on their human rights. These people did not choose to travel to Uganda, there is a clear reason why they sought asylum in Israel."

Uganda holds periodic elections (which Museweri wins by a landslide) but the country is routinely criticized by human rights organizations for the control of the media, the limits put on opposition parties, persecution of minorities and homosexuals and the endemic violence of police and security forces.
