Usuala la kuleta maendeleo ni suala la watekeleza sera yeye amefanya kazi kama mchumi mfano nyie mnaweza kuwaambia viongozi wajenge ofisi za chama kwa kutumia pesa ya ruzuku lakini wao wakasema watafanya maandamano na pesa hizo kugawana per diem na posho nyingine. Kwahiyo ni jukumu la prof kutoa mawazo yake lakini usisahau kuna watekelezaji na ni kazi wao kukubali kama wasivyowasikiliza nyie na kuzitapanya pesa za ruzuku.

Mwenyekiti wa CUF bw Lipumba ameichambua bajeti na kubainisha mapungufu kadhaa yakiwemo;

  1. Matumizi ya kawaida ya serikali (trilioni 8) ni makubwa kuliko mapato ya ndani ya serikali (trilioni 6). Kwa maana hiyo serikali itakuwa inakopa fedha kugharamia matumizi ya kawaida
  2. Bajeti haijaainisha mapato yatokanayo na sekta ya madini, ambapo kwa mujibu wa Bw. Lipumba, wakati mauzo ya madini nje ni zaidi ta trillion moja, mapato ya serikali katika sekta hiyo ni bilioni 40 tu
  3. Bajeti imeshindwa kuonyesha utekelezaji wa mpango wa maendeleo wa miaka mitano uliozinduliwa juzi na raisi. Kwa maana hiyo ama mpango huo ni usanii, au bajeti haitatekelezwa kama ilivyowasilishwa
