Position: Performance Measurement and Pay-for-performance Expert
Grade: P3
Type of Contract: Fixed-term (Non-Core) Appointment
Duration: Three years
Organizational Unit: Postal Operations Directorate (DOP ) EMS Unit
Duty Station: Bern Switzerland
Scheduled date for taking up appointment: As soon as possible

Main duties:

Under the supervision of the Standards and Measurement manager, undertake expert role in performance measurement and pay for performance activities including: prepare and administer the implementation of activities related to the EMS online reporting tool development and usage, measurement methodologies, tracking usage, modernization, development and implementation of the EMS remuneration system - Pay-for-Performance Plan, including analysis of issues arising and proposals of solutions. Act as Team Manager in the absence of the Manager. Collaborate and provide support for Regional EMS Coordinators, IB directorates, UPU bodies and EMS Operators.

1.1. EMS online reporting tool:

1.1.1. support the preparation of functional specifications for technical development of the system

1.1.2. test the developments

1.1.3. prepare explanations and training materials for the members of the Cooperative and other users on the system functions and measurement methodologies

1.1.4. produce EMS reports and ensure their distribution of

1.1.5. propose actions to improve the tool

1.2. Tracking:

1.2.1. administer the requests and follow-up of the authorization to transfer data for performance measurement,

1.2.2. manage the follow-up of the tracking transmission issues,

1.2.3 . oversee the correct implementation of new tracking messages among EMS operators

1.3. EMS Pay-for-Performance Plan:

1.3.1. manage the procedures and technical templates related to current EMS remuneration system- EMS Pay-for-performance,

1.3.2. maintain and update the relevant information on the EMS website including promotion of the plan and explanatory materials,

1.3.3. make proposals and contribute to the improvement of the management of the EMS remuneration system,

1.3.4. draft development plans and procedures to promote and modernize the EMS remuneration system

1.3.5. assist EMS Cooperative members in analyzing their data with EMS Pay-for-Performance accounting documents and measurement methodologies,

1.3.6. provide advice to the EMS Cooperative members in controversial cases and force majeure cases implementation

1.3.7. monitor the implementation of the Pay-for-Performance Plan by members, including their agreements and,

1.3.8. in collaboration with the Pay-for-Performance Team of the Cooperative ensure development and modernisation of the Pay-for-Performance Plan reports and methodologies

1.3.9. draft ballots and proposals for the EMS Pay-for-performance plan changes for the EMS Cooperative Board and the General Assembly,

1.3.10. Implement decisions relevant to the EMS remuneration system

1.4. Audit and Measurement:

1.4.1. propose and advise on the development of methodologies for new EMS reports

1.4.2. administer implementation of the Force Majeure cases for performance measurement analysing the impact on the inter-operator accounting and member's queries on the implementation.

1.4.3. monitor the distribution of all quarterly, and annual reports produced externally

1.4.4. produce reports related documentation

1.5. Provide assistance and training to the EMS Cooperative members, EMS Regional Coordinators and other staff

1.5.1. Assist the program manager in organizing actions to sensitize operators to poor quality results.

1.5.2. Draft and update EMS publications regarding performance improvement

1.5.3. Respond to queries of EMS Operators and EMS Unit staff in the understanding of EMS Cooperative reports, measurement methodologies, Pay-for-performance accounting and standards validations.

1.6. Validation and Re-validation of End-to-end Standards:

1.6.1. Carry out validations and revalidations

1.6.2 . Examine possibilities of development and implementation of new validation methodologies;

1.6.3. Suggest and draft new technical solutions;

1.6.4 Develop and maintain a validation methodology for quality of service measurement against standards and targets.

2. Reporting

2.1. Report on the progress of the performance measurement activities and the development of the Pay-for-performance Plan.

3. Training

3.1. Train EMS Unit staff on online reporting tools, methodologies and reports

3.2. Train EMS Unit staff and when required EMS Operators on the EMS remuneration - EMS Pay-for-performance Plan

3.3. Develop relevant training materials on tracking, performance measurement, pay-for-performance for workshops, symposia and other meetings

3.4. Deliver training workshops on the EMS Pay-for-performance Plan and performance measurement and reporting to EMS Cooperative members

4. Collaboration with internal and external stakeholders

4.1. Develop, maintain and ensure support activities for the EMS Regional Coordinators on EMS reporting tool, tracking, validation, performance measurement and Pay-for-Performance.

4.2. Collaborate and liaise activities with IB Directorates and UPU Bodies related to EMS performance measurement.

4.3. Provide support and information to EMS Operators on performance measurement.

4.4. Communication with technical developers of the EMS reporting system.

QUALIFICATION AND SKILLS REQUIRED

Education:


Bachelor degree or equivalent diploma in 1) supply-chain or logistics or technical science or IT or 2) business administration or international business or economics.

Experience:

Minimum of five years’ experience with international express services.

Technical knowledge:

1. Knowledge of EMS Standards, Pay-for-performance plan, performance measurement methodologies, t and reporting tools.

2. Knowledge of postal operations.

3. Good oral and written communication skills.

4. Knowledge of the structure of the UPU and its bodies, rules and regulations.

5. Knowledge of computer tools such as Word, Excel, Access, Outlook, and PowerPoint.

6.Knowledge of training techniques.

5. Adaptability, flexibility, and leadership.

Language skills:

Proficiency in English is required. Working knowledge of French or another official United Nations language would be an advantage.

Additional Information:

This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff", which expressly exclude some international benefits (home leave, installation grant, education grant and eligibility to a continuing appointment).



The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.

This is a contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment.

Annual salary: (Net of tax)

64,121 USD Post adjustment: 85.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

The conditions of service are governed by the Staff Regulations and Rules of the International Bureau of the Universal Postal Union.
