Obama to seize tax cash stolen from Africans

US President Barack Obama on Sunday announced that Washington would seize money stolen by corrupt African leaders and hidden in the America and the West.

The announcement was made in a special message delivered for him by US Attorney General Eric Holder at Speke Resort Munyonyo where African heads of state are meeting.

Mr Holder was part of the American delegation to the Kampala summit led by Mr Johnnie Carson — America’s top diplomat in Africa.

In a wide-ranging speech which touched on the terror attacks and America’s help to Uganda, Mr Holder — the first black man to hold the position — then delivered a stinger on the touchy issue of corruption.

“The Kleptocracy recovery effort” he said would target large-scale corruption perpetrated by foreign nationals.

“ I have assembled a team of prosecutors (to deal exclusively with this)” he said. According to him, the US was also willing to support the development of African judiciaries to deal with corruption.

International corperation over money leaving national treasuries and entering tax havens and western banks has long been a sticking issue.

The United Nations in 2005 pioneered the Convention Against Corruption, which sought to cast a wide net against criminality across borders.

Sunday’s announcement, coming amidst the focus on security corporation to fight terrorism, could be seen as an attempt by Mr Obama to stay on governance issues despite Washington’s more pronounced interests on transnational terror.

Many African leaders some of who were present have long been accused of personal extravagance at the expense of their populations.

Gabonese president Ali Ben Bongo Ondimba, whose father Omar Bongo was till recently the longest-serving president, sparked outrage when just months after his election he bought an $85 million house in Paris.

On Sunday, Mr Holder, however, promised more support for the African Union force in Somalia

This is very good move by Obama, congratulations! I hope many other countries will emulate Obama's decision.

Mpaka juzi tu walipopigwa tafu na a disgruntled former UBS worker, IRS walikuwa hata hawajui nani anaepuka kodi kwa kuweka Uswizi, sasa kama Wamarekani/ IRS hawajui raia wa Marekani gani wameficha pesa Geneva, mpaka US IRS wameingia mkataba malum na Switzerland ili kuweza kupata habari za akaunti za raia wa Marekani wenye fedha zao Uswizi on a voluntary disclosure and amnesty basis soma mkataba hapa leo kama mtu hana mapepe kama hayo ya kununua nyumba ya $ 85 m watakujuaje? Especially kama si tu mtu huishi Marekani na si raia wa Marekani, bali pia ni head of state fulani hivi.

I can understand wana control ya ku peek at any American bank, especially after The Patriot Act, lakini hizi habari za "the west" naona kama kuna kitu kinaongezwa chumvi hapa.

The United States will not provide a safe haven for money stolen from Africa by its corrupt leaders, US President Barack Obama said yesterday. Addressing at least 23 African leaders attending the African Union summit in Munyonyo, Obama’s Secretary General Eric Holder said Washington would seize money stolen by corrupt leaders and hidden in America and the West.

International cooperation over money leaving national treasuries and entering tax havens and western banks- has long been a sticking issue.




The United Nations in 2005 pioneered the Convention Against Corruption- that sought to cast a wider net against criminality across borders. Many African leaders have long been accused of personal extravagance at the expense of their populations- whose excesses like that of former Congolese leader- Mobutu Sese Seko have become legend. Governments in Africa- including Uganda, which lose close to Shs500 billion million in corruption each year, have also been accused of cosmetic attempts at fighting the vice.



Money recovered

For countries like Nigeria however, authorities worked with Switzerland to recover some money stolen by Gen. Sani Abacha. He was accused of stealing £3 billion from government coffers. While the move is a good initiative, it will require a more global effort to solve the problem.




Yesterday Mr Holder, however, promised more support for the African Union force in Somalia saying America was bound “not only by friendship and partnership but loss from the July 11 terrorist attacks in Kampala that also claimed the life of a US citizen.



At least 76 people were killed in the twin attacks at the Kyadondo Rugby grounds in Lugogo and the Ethiopian Village Bar and Restaurant in Kabalagala. Mr Holder said AU forces were making “heroic contributions” on the ground in Somalia and described attempts to justify the attacks as ‘unambiguously shameful”.

Africa sehemu kubwa na hasa vijijini maisha hayana tofauti na kuzimu ya under ground. Vitu kama dawa, maji safi, umeme, nk wanavisikia tu kwa jamaa yao aliebahatika kutembelea mjini. Viongozi wa kiafrika hasa wakati wa campaign za kusaka kutawala wanajaribu kuingia katika vijii ambavyo havina barabara na utasikia wakiripotiwa kupotea njia. Sababu zenyewe ni kwamba hizo barabara huwezi kuzitofautisha na mikondo ya maji ya mvua. Wazungu hatuwaamini sana kwa sababu ndio wamekuwa wakishinikiza Viongozi vibaraka wao ktk nchi za Africa, labda kwa Obama kidogo inaweza kuleta tofauti maana ni zimwi litujualo haliwezi likatumaliza,
 
Nia ni nzuri lakini ugumu uko kwenye utekelezaji! Mpaka leo hivi akaunti za "VIJISENTI" hajagusa mtu huko ughaibuni ingawa inafahamika fedha zake ni za haramu!Wazungu wana msemo kuwa " THE DEVIL IS IN THE DETAIL"!
 
Yep, habari yote ya fweza za majizi ya Afrika wanazo; tatizo ni utekelezaji. Aidha, kiuchumi, vijisente hivyo vimekuwa vikinufaisha sehemu kubwa ya jamii zao kiasi kwamba kuvi-aresti sio uamuzi rahisi kwao. Iwapo "mlokole" Bair aliweza kudai kuwa kufa kwa dili la rada na Tz kutaathiri uchumi wa familia kadhaa za waingereza, inabidi tuwasikilize ahadi zao kwa tahadhari kiasi.
 
I guess it is one of the strategies of pulling the African Nations which although
have no guts to say so - Think that Obama is full of Bull shit! And i really hope
it is genuine... for always hidden agendas with the US... Regardless of how they
put it out... Like it was with Hosni Mubarak... they work with him for years and
gave him support, considered him friend indeed... only to discard him in an empty
bin and claiming to help Egypt with the so called Wealth allegations and Personal corruption...
And YES Mubarak was in the wrong... But he was wrong like forever...
