Nina rafiki yangu ambaye amekuwa akilalamika kwa miaka mingi kuuliwa kwa Wakala wa meli Tanzania yaani National Shipping Agency Company au NASACO.
Ukimsikiliza Mkinga kwenye hizi Video, unakubaliana kabisa kuwa Mkapa na wenzake waliiuwa NASACO ili waanze kuiba pale vizuri. Wizi huu unaofanyika sasa hivi bandarini, umechangiwa sana na kutokuwepo kwa NASACO maana wenye meli ndiyo wanajihudumia pale bandarini na matokeo yake kudanganya na Serikali kutokulipwa kodi au bidhaa kama meli ya ndovu kuja kushikiwa Vietnam maana usimamizi wa mizigo hapo bandarini unafanywa na watu binafsi.

Ila pamoja na kumsikiliza Mkinga, inabidi nikiri kuna mengine ana CHAPIA kidogo. Nafikiri kwa maswala ya NASACO, hilo atakuwa analijua sana ila kwa maswala ya nje, simwamini sana.

Kama Mtaalamu wa maswala ya Usafiri, angelijua kuwa MAERSK ni meli za Denmark na siyo Sweden. Pia hili swala la Texas sina uhakika sana nalo.
 
Call made for the revamp of NASACO

TANZANIA Seafarers Community (TSC) has reiterated the need for the government to consider refurbishing the former state owned shipping company (NASACO) to oversee what is being shipped in and outside the country.

In line with that, the community called on the government to accomplish the process and other legal procedures to enable them (TSC) start performing the activities of exploring oil and gas in both deep and shallow waters.
The Chairman of TSC, Mr Frank Chuma, said in a press conference in Dar es Salaam yesterday that the restoration of NASACO will help improve efficiency in the country’s ports.
“Lack of having a state owned firm to oversee and control all the shipping activities in the country is the main setback that has led to various nuisances including thievery of containers and other properties at the country’s ports,” he said.
Mr Chuma said the restoration of the firm will also help control all the shipping agents in the country to ensure efficiency in revenue collections and other matters in the shipping activities.
“Another big failure that we do face in shipping activities in our country is lack of proper shipping agents control... the main area where our revenues disappear,” he said, stressing the need for President Magufuli to consider the matter and restore the firm for better country’s fortune.
The community that strongly criticized the Surface and Marine Transport Regulatory Authority (SUMATRA) for failure to manage activities at Marine Transport said NASACO was the right authority to manage the shipping activities.
On the other hand, the community said it was ready to embark on the exploration of gas and oil in both shallow and deep waters. Mr Chuma told reporters that the matter had early been presented to Tanzania Petroleum Development Corporation (TPDC) who promised to present the matter to the Ministry of Energy and Minerals for further procedures.
“As we await for the government resolution over the matter (oil and gas exploration), we would also like to remind the government to consider speeding up the process of getting rid of foreigners working in the country unnecessarily in order to enable locals take over the jobs,” he said.
He said such foreigners are spotted mostly at the ports including the Dar es Salaam port and in exploration areas among others.
“We (TSC) had met with the Minister for Works, Transport and Communications, Prof Makame Mbarawa and discussed with him our concern over lack of security services at the ports,” he noted, adding that the minister promised to tackle the matter.

NASACO ilikuwa wakala wa meli zote zinazopakua na kupakia mizigo bandarini na waliobinafsisha shughuli za shirika hili ni wahujumu uchumi. Dont blame or doubt Mr. Mkinga, discuss his proposal.
 
ICD zimeibuka kama uyoga, wenye fedha wanatoa kiasi chochote kile ili yale maeneo karibu na bandari yaweze kujengwa mayard makubwa. Yupo mtu alikuja nchini kutoka Italia na katika siku zake za kwanza alikuwa akiendesha vespa, lakini baada ya miaka michache kageuka kuwa bonge la milionea kwa sababu ya hii loophole tuliyoitengeneza wenyewe. Bandari ni sensitive area, lakini yetu ya hapa Dar iligeuka kuwa kitu kama nyumba ya kulala wageni, kila mtu anaingia hovyo tu. Huyo Mzee Mkinga ni mzalendo sana, anaipigania nchi yake, wapo watu watashindwa kumuelewa, maybe uelewa ni mdogo au ni tabia ya kutopenda kuzielewa hoja nzito.
 
Ni kweli Sumatra wameshindwa ku manage Shipping Agents. Na wamewaachia wajanja wachache ambao wana under declare shipping agents revenues. Unakuta Maersk anajisimamia, PIL anajisimamia, Safmarine etc Sumatra inageuka kama yale ya TMAA kwenye madini.

Wazi nasaco ingekuwepo usingesikia kemikali bashirifi zinafika mpaka yard terminal ya AMI ndio serikali inashtuka. Kuna figisu nyingi sana kwenye bandari
 
Shipping agent ni wakala wa meli kwenye masuala ya documentation tu ndio maana mataifa yote ya ukanda wa bahari hizo kazi zinafanywa na private sector.

Udhibiti ni wajibu wa custom na washirika wake kujua nini kinaingia au kutoka.
 
Agency zinafanya credit Business na hizo meli. Wao wanalipwa baadae. Na ni milions za Pesa. Agency wanailipa serikali in advance kwa niaba ya hizo meli then wao wanakimbizana na wenye meli. Ambao mara nyingine huchukua hata miezi mitatu kulipa je Agency ya serikali itaweza hayo?

Credit Business kati ya hizi agencies na meli wanazohost ni bilions sidhani kama serikali itakubali kufanya credit Business ya aina hiyo. Labda kuwalazimisha wenye meli walipe in advance kitu kitachowafukuzisha principal wengi sana kufanya Business na bandari yetu
