What habyarimana did was to continue the ID system but this time fairly by allocating resources according to idadi ya wahutu na watutsi na sio kwa ajili ya kulipa kundi moja upendeleo.
Mfano: wakati wa mfalme kitambulisho kiliamua uende shule gani, upate nafasi gani etc, wakati wa habyarimana huduma zote zilikuwa na ubora sawa isipokuwa vitambulisho vilitumika kupata idadi/uwiano. Hii concept inaitwa "affirmative action", sawa sawa na mfumo wa SA unaoitwa BEE, hata hapa TZ tulifanya hivi hivi tukaita utaifishaji/ujamaa ili kila mtu apate, mfano: shule zikataifishwa kila mtoto apate elimu sawa etc.

On the ground RPF is runs the biggest business empire in the country, walivyoingia madarakani kwa mtutu walijifanya kubinafsisha mali za serikali kama TZ ilivyofanya, except mali zote, viwanda vyote vikubwa vikaishia kwenye makampuni ya RPF na viongozi wake. Leo hii private sector nzima inategemea RPF owned companies.
Na ndani ya RPF ni mwenyekiti tu kagame ndio anayejua masuala ya akaunti kama vile chama fulani hivi bongo....

Among the 232 journalists imprisoned around the world are Rwandan editors Agnès Uwimana and Saidati Mukakibibi, who are serving years-long terms on charges they defamed the president, Paul Kagame, and incited violence. Their crime?
The women had published a series of stories in 2010 on several sensitive issues the Kagame government doesn't want scrutinized.
