In the evening you board a bus to Dodoma where you offer a two-hour lecture, and on your way back, you branch off to SUA (Sokoine University of Agriculture), another two hours?" he posed to the bemusement of the audience.

Duh..nimefanya double shift sana enzi ya ujana wangu Ulaya lakini hii kiboko...yaani ukisikia boda to boda ndio hii...duh.


Labda tungeanzia kutafuta walimu wanaotaka kweli kuwa walimu badala ya kuchukua watu ili mradi wana degree na masters.
 
Tatizo moja linaloathiri quality ya elimu yetu ya chuo kikuu cha DSM ni kutoongezeka kwa infrastructure proportionately na ongezeko la wanafunzi!! Swali kwa Mukandala; suppose lecturers hawafundishi kwenye hivyo vyuo vingine na wanaconcentrate hapo UDSM tu ,Je kuwepo kwao hapo kutasaidiaje kuongeza the required infrastructure? Mukandala asisahau alikotoka mimi nakumbukahapo zamani tukiwa wote hapo, waalimu ilibidi wawe wabunifu kuwa na miradi ili kuganga njaa na yeye Mukandala ndio akabuni mradi wake wa REDET ambao aliganga nao njaa yake mpaka alipopata ujiko alionao sasa!!

The University of Dar es Salaam Vice Chancellor Prof Rwekaza Mukandala this week tore apart his lecturers, calling them lazy after the latter blamed `semesterization` for being responsible for the declining educational standards at the university.

Prof Mukandala`s heavy censure came amid a discussion period after presentation of academic papers by the university's History Department's members of staff at the just concluded Julius Nyerere Intellectual Festival Week.

According to the lecturers, various departments at the university are currently experiencing multiple problems ranging from understaffing to inadequate teaching and learning resources to over registration of students, which have severely stretched the limited resources available.

These, among other critical issues, they said, have taken toll on the quality of education offered at the country's oldest higher learning institution.

They called upon the university management to take a serious look into the issues with a view of revamping, overhauling and even detaching some programmes in order to reverse the situation to the rapturous applause by students.

Brooding over all the while, Prof Mukandala pensively sat in the midst of the attentive audience.

With his neck slightly angled, he held his head between his palms, making great effort to conceal the disgust that was boiling within him as he took in assailments from his subordinates.

At the close of the session, he seized the opportunity and lashed out at the lecturers, accusing them of being unable to even manage their own time.

``Time and again you have been reminded to submit revised curricula of the programmes you teach, but out of sheer laziness, deadlines come and go with no one living up to his responsibility. We currently have almost 1,200 faculties, but only about five or six faculties have submitted theirs,`` a visibly agitated VC thundered.

Prof Mukandala took them to task to account for how they spent their time running from one institution to another, claiming to be teaching while the truth is that they are hungrily chasing after money.

The VC pointed out that they were simply not according their duties the seriousness they (duties) deserve. He warned them to stop lying, and instead face up to the challenges like academicians that they are.


Prof Mukandala went on: ``University is an all-too-important institution that has to run. I can't fire everybody because there will be no one to do what needs to be done here.``

At one point he became a wise counselor, at another he assumed a father figure status, reminding the audience that a university operates with numerous power centres, and each seeking special attention.

``Decisions that we make are always compromised by these power centres, but we never abdicate our responsibilities,`` the university administrator pointed out.

With time he regained his composure and said that the lecturers need not waste their time whining, but instead help where possible to find means and ways of solving problems facing the university.

Walipeni sawa wawafanyie kazi zenu vizuri. Walipeni sawa wasifikirie kukimbilia siasa. Walipeni vyema watulie na kazi zao badala ya kuruka ruka huku na kule kutafuta namna ya kutosheleza mahitaji yao.

Hii nafikiri ni interesting sana lakini sina muda kwani nimebanwa na assignment, lakini i will coment on it inshallah kama nikipata wakati, nafikiri sasa tumegusa sehemu inayoleta matatizo yetu yote ndani ya tanzania.

Ukifanya critical analysis kudetermine matatizo ya kila aina ndani ya nchi yetu yanaletwa na mifumo mibaya ya elimu zetu kuanzia ya msingi mpaka chuo ndio maana kila mtanzania sasa ni mtumwa wa pesa, then what do you expect mafisa ili wenye vyeo wapate angalao kidogo.

Naomba niishie hapa lakini nitaitafuta siku moja tulinganishe mfumo wetu wa elimu na mifumo ya nchi nyingine zilizoendelea na masikini na kuona ni jinsi gani tunatofautiana na wengine na kungalia kama tunaweza kulekebisha sehemu yeyote na kupata mafanikio tunayoyakusudia.

Basi kazi anayo!! kama kati ya 1200 only 5 or six wanakamilisha kazi then kuna very big problem ambayo alitakiwa kuifanyia kazi badala ya kui-politicize!!!
 
Wakuu, hii ni mada mhimu. Pamoja na kuyakubali mazingira magumu ya walimu pia wanafunzi hebu tuangalia ukweli wa kauli ya Mkandala (VC) pamoja kuwa nae kaonyesha udhaifu katika hili. Mimi wakati nipo chuo, key lecturers wangu about 3 of them walikua part time lecturers wa nchi tatu (Kenya, Ghana and USA). Ni ukweli hatukuwahi ona tatizo kwao kufundisha vyuo vingine pia kwani walikuwa wakitupa dosi inayostahili na ukweli jamaa walikuwa wanajituma sana kufundisha. Kwa jinsi hii, lecturer kufundisha vyuo vingine haitoshi kuwa sababu ya kushindwa kufundisha vizuri pale ambapo kaajiriwa.

Swala jingine ni hili la mishahara kama wengi mnavyodai ndio sababu yao kutofundisha vizuri. Kimsingi kubenchmark mshahara wa Professor na graduate anayefanya kazi katika kampuni na kuhitimisha kuwa graduate analipwa vizuri si sahihi sana. Kumbukeni anayefanya kazi kwenye kampuni anatakiwa awepo ofisini say saa 8:00am na atoke say saa 4:00 - 5:00pm, na hii ni Monday to Friday. Kwamaneno mengine hakuna opportunite ya kusupement income kwa shughuri nyingine kutokana na taaluma yako. Pamoja na kufundisha lengo mhimu jingine kwa lecturers ni research and development. Hili ni eneo linalochukua muda mwingi sana kwa wakufunzi wa vyuo na imewekwa wazi si kwamba wanatafute other ample time kufanya hizi research. Kupitia hizi research ndio wakufunzi wanaboreka zaidi na kuwa lecturers bora zaidi kwani pia wanajifunza mengi muhimu kwa wanafunzi pia ambao hawawezi fanya research za scope hiyo kwa sababu mbalimbali ikiwamo muda, pesa, etc.

Niukweli usiopingika, kwa lecturer anayejituma vizuri hasa katika eneo hili wanafunzi lazima wampende kwani huwa na uwezo mkubwa wa kulink theory na evidence. Zaidi ya hilo kipesa pia huwa njema kuliko maelezo kwani hizi research zinalipa sana. So naunga mkono kauli ya mkandara japo nae kaonyesha udhaifu. Pia naomba tuijadili kwa kina na kiufundi zaidi kuliko mwelekeo uliopo

Ndugu zangu wana JF, nionavyo mimi tatizo lililopo UDSM ni zaidi ya VC Mkandara. Sidhani kwamba katika swala la mishahara kwa mfano, Mkandara ana uamuzi wa mwisho kuhusu kiwango cha kulipa wahadhiri. Mkandara pamoja na menagement yake wanaweza kupendekeza lakini uamuzi wa mwisho ni wa Serikali. Kwa hiyo kumlaumu Mkandara kwa mishahara kiduchu kwa wahadhiri naona siyo haki. Labda alaumiwe kwa lugha aliyotumia. Wa kulaumiwa kwa mfumo wa elimu yetu Bongo na mishahara haba ni serikali yenyewe.

Lakini pia alichosema Mkandara kuhusu wahadhiri wasiotimiza wajibu wao ni muhimu kuzingatia. Kama wahadhiri wametakiwa kuandaa mitaala na kuiwasilisha mahali husika kwa muda unaotakiwa ni kwa nini Mkandara asiwakaripie wanaposhindwa kutimiza hilo? Katika hili naungana na Mkandara kuwa kuna ka uzembe miongoni mwa wahadhiri. Hii tabia ya baadhi ya wahadhiri wenye kulalamika lalamika wakati wenyewe hawatimizi wajibu wao vema sharti ikemewe kwa nguvu zote.

Kwa kumalizia nashauri serikali iwekewe bango ili iweke mpango wa makusudi wa kuongeza bajeti ya Elimu ili walimu wapate mishahara mizuri, kama walivyowafanyia wezi wa TRA.

The bottom line ni kuwa MUKANDARA NI VC. Je ni nani amcahape kiboko ili kampuni yake UDSM ifanye vizuri? Kama VC analalamika in public it means Kashindwa kazi!!! anatafuta support ya Jamii ili asihukumiwe yeye badala yake wahukumiwe lecturers wake!!!! Chief executive unalalamika in public it means he is confesing that the Job is hard and tough for him to do it. He should act like an CEO not a leadr got post by ballot box.

Infact mshahara wa lecturers kwa sasa ni mkubwa sana tena wa kutosha ukilinganisha na sector zingine za serikali. Mfano engineer kwa sasa aliyeajiliwa na serikali akiwa kwenye ngazi ya mshahara wa TGS E analipwa take home isiyozidi 300,000/= kwa mwezi !!!!! na huyo utamkuta ni engineer wa manispaa au wa wizara anayetoa maamuzi ya projects za billions of money. Sasa lecturer analipwa 1.5 million bado anasema ndogo anajilinganisha na nani?????
 
Jamaa kinachomuuma ni kuwa haya matatizo alirithishwa na uongozi uliopita ambao alikuwa anapambana nao akiwa pamoja na hawa wenzake wanaomlaumu sasa. Ni kama vile anawaambia 'mbona mmesahau kuwa tulikuwa pamoja kupinga haya yote na kujaribu kuleta mabadiliko alafu sasa nimekuwa mkuu wa chuo mnanigeuka kama vile mimi ndio nimeyasababisha haya!' - 'I wapi solidariti foreva?'. Anatakiwa aboreshe maslahi ya ma lectures ili wasiwe na tamaa ya kuwa na sehemu zaidi ya moja.....lakini dunia ya sasaa..kila mtu anatamani awe na kipato cah ziada...maana hali ni ngumu sana wataishije?lazima akubaliane na hali ilivyo maana huwezi kupambana nayo...
