Hon. Fred Byamukama, Uganda’s Minister of Works and Transport, has conducted a high-level inspection of the long-delayed Mityana-Mubende Road rehabilitation project, signaling a renewed push for accountability and timely completion.
Accompanied by technical officers from the ministry and local leaders, including Mityana Municipality Mayor Faustin Mukambwe Lukonge, the minister toured the site to evaluate progress on the 86-kilometre stretch (part of a broader 100km project that also includes city roads in Mityana).
Minister Byamukama expressed dissatisfaction with the pace of work by the Serbian contractor, EnergoProjekt (also referred to as Energoprojekt Niskogradnja). He ordered the company to accelerate construction by completing asphalt laying up to Kalamba within three weeks and to immediately deploy an additional team working from Mubende towards Mityana.
The government has committed to releasing UGX 42 billion to support ongoing works, even as contractual disputes are under review. However, the minister stressed that funding would be tied to measurable progress and value for money. He warned that failure to improve could lead to contract termination.
Project Background and Delays
The Mityana-Mubende road project, fully funded by the Government of Uganda, was awarded to EnergoProjekt at an approximate cost of UGX 395-396 billion (about USD 105 million). Construction began in early 2021 following the contract signing, with an original completion target of early 2024 (36 months from commencement).
