Seneta wa Marekani Jim Risch, ambaye pia ni mwenyekiti wa Kamati ya Seneti ya Mahusiano ya Kigeni, amekataa msamaha wa umma uliotolewa na Jenerali Muhoozi Kainerugaba wa Uganda, akiutaja kuwa usio na maana na usiojitosheleza huku akitoa wito wa kutaka vikwazo vikali zaidi dhidi ya Uganda.

Katika taarifa iliyotolewa Ijumaa, Januari 30, Risch alisema Muhoozi, mtoto wa Rais Yoweri Museveni, amevuka mstari mwekundu licha ya kufuta ujumbe wenye utata kwenye mitandao ya kijamii na kuomba msamaha kwa Marekani.

Kwa mujibu wa mwenyekiti, Marekani itatathmini upya ushirikiano wake wa kiusalama, unaojumuisha vikwazo na ushirikiano wa kijeshi na Uganda.
Seneta wa Marekani aliongeza kuwa nchi yake "haitavumilia hali ya mashaka kiwango hiki na uzembe".

Jenerali Muhoozi, ambaye pia ni mshauri mkuu wa Rais Museveni kuhusu oparesheni maalumu za kijeshi, alidai kuwa uongozi wa sasa wa Ubalozi wa Marekani nchini Uganda ulihusika kumsaidia Kyagulanyi kuondoka nyumbani kwake Magere, Wilaya ya Wakiso, wakati wa operesheni ya kijeshi iliyofanyika usiku wa Januari 16, 2026.

Katika ujumbe aliouchapisha kwenye mtandao wa X (zamani Twitter), Jenerali Muhoozi alisema:

"Wananchi wenzangu wa Uganda, kutokana na hali ya sasa ambapo kiongozi wa upinzani amejiteka mwenyewe na kutoweka, na kwa mujibu wa taarifa zetu bora za kijasusi, vitendo hivi vilifanyika kwa ushirikiano na uongozi wa sasa wa Ubalozi wa Marekani nchini mwetu. Kwa sababu hiyo, UPDF imesitisha ushirikiano wote na uongozi wa sasa wa Ubalozi wa Marekani jijini Kampala. Hii inajumuisha pia ushirikiano wetu nchini Somalia. Ushirikiano wa kiusalama uliokuwa wa thamani kubwa kati ya Uganda na Marekani umeathiriwa vibaya tangu mwaka 2015 na watendaji wa urasimu wasio na ubunifu katika ubalozi huo".

Baadaye, Jenerali Muhoozi alifuta ujumbe huo na kutoa radhi kwa kauli zake.

U.S. Senator Jim Risch, the chairman of the Senate Foreign Relations Committee, has rejected a public apology issued by Ugandan General Muhoozi Kainerugaba, describing it as hollow and insufficient, and calling for tougher sanctions against Uganda.

In a statement issued on Friday, January 30, Risch said Muhoozi, the son of President Yoweri Museveni, had crossed a red line despite deleting controversial social media posts and issuing an apology to the United States.

The senator urged the administration of President Donald Trump to reassess Washington’s security partnership with Kampala, including imposing sanctions and reviewing military cooperation with the Uganda People’s Defence Forces (UPDF).

Risch argued that Muhoozi’s conduct should not be dismissed lightly, stressing that removing posts and offering apologies failed to match the gravity of the matter or the potential threat to U.S. interests and regional stability.

He warned that the United States would not tolerate what he termed instability and recklessness when American personnel, US interests, and civilian lives in the region were at stake.

Muhoozi had earlier issued a public apology to the United States after facing calls for sanctions over alleged human rights abuses linked to Uganda’s disputed January general elections.

In a statement released on Friday, January 30, Muhoozi said he had deleted his earlier tweets and admitted he had been misinformed, acknowledging that his remarks had attracted international condemnation.

He said he had spoken with the U.S. Ambassador to Uganda and insisted that relations between the two countries remained intact, adding that military cooperation would continue as usual.

According to the UPDF chief, the apology followed concerns that his comments had strained ties with key international partners, including the United States, one of Uganda’s most important bilateral allies.

Uganda also claimed that it moved to ease the diplomatic fallout through its embassy in Washington, where Ambassador Adonia Ayebare intervened to help calm tensions between the two governments.

Ayebare later said the matter had been resolved, maintaining that Uganda’s relationship with the United States remained strong, mutually beneficial, and a top priority for Kampala.

The controversy followed Risch’s earlier call for sanctions over reports of election-related violence, which came amid allegations of human rights abuses and claims by opposition leader Bobi Wine that masked soldiers had raided his home and assaulted his family.

President Museveni was declared the winner of the January elections with 7.9 million votes, securing a 'straight' seventh term, while Bobi Wine garnered 2.7 million votes and rejected the outcome, as Muhoozi faced international backlash over a social media post in which he claimed responsibility for the killing of 22 supporters of the National Unity Platform (NUP), whom he described as terrorists
