Guzman amemuomba Rais Andres Manuel Lopez Obrador kushughulikia madai ya ukiukaji wa taratibu wakati wa kurudishwa kwake mwaka 2017 chini ya serikali ya zamani.

El Chapo urges Mexican extradition, begs his president to save him from 'cruel and unfair' US prisons

Infamous drug trafficker "El Chapo" has pleaded to speak with Mexican President Andrés Manuel López Obrador over "cruel and unfair" treatment in U.S. prisons and request an extradition.

"Joaquín asked me through verbal messages to fight for his return to Mexico," lawyer Jose Refugio Rodriguez said during an interview with Mexican outlet Radio Formula. "I see it as an SOS… he is hurting from a trial that was not in accordance with due process."

Joaquin "El Chapo" Guzman, longtime head of the multibillion-dollar Sinaloa drug cartel, was convicted in New York on Feb. 12, 2019, of running an industrial-scale smuggling operation and sentenced to life in prison. As Mexico’s most powerful drug lord, he ran a cartel responsible for smuggling mountains of cocaine and other drugs into the U.S. during his 25-year reign, prosecutors said in court papers.

Rodriguez, Guzman’s lawyer, claimed that his client has suffered "unequal" treatment in the Colorado supermax prison where he is serving his sentence, telling Radio Formula that his client "doesn’t see the sun, the food is of very bad quality, there is no healthcare; he had a problem with his molars and instead of treating them, they took them out so he wouldn’t fuss."

Rodriguez further claimed that Guzman has had limited opportunities to speak with his lawyers and family — only six or seven calls since March 2022. He said that he had sent a letter to Esteban Moctezuma, Mexico’s ambassador to the U.S., detailing the request to speak with Obrador, but has not heard any response.

The lawyer complained that his client remains in isolation, prohibited from speaking Spanish — something he referred to as "psychological torture." He hoped that providing the interview to Radio Formula would help bring his case to attention of Mexican authorities and officials.

But Rodriguez acknowledged that his client believed his human rights had already been violated when he was denied the chance to defend himself in Mexico and instead was extradited to the U.S. to stand trial.

Mexican president to consider plea by 'El Chapo’ to serve sentence in Mexico

Mexican President Andres Manuel Lopez Obrador said Wednesday that his administration would consider a request by convicted drug lord Joaquin "El Chapo" Guzman to complete his sentence in Mexico.

The former leader of the Sinaloa Cartel, who has remained in US custody at the United States Penitentiary Administrative Maximum Facility (ADX) in Florence, Colorado since 2019, has demanded attention from the Mexican government over the conditions he is subjected to in the US.

"I ask President Lopez Obrador to intervene so I can return to Mexico and finish my sentence in a Mexican prison. The conditions in which I find myself in a maximum security prison in the United States are degrading, infamous and inhumane," said Guzman in a letter.

Guzman, who has escaped from Mexican maximum security prisons on two occasions, was found guilty of all charges in February 2019 by a federal jury in Brooklyn, New York, including being the leader of a continuing criminal enterprise, multiple drug trafficking-related charges, violence, corruption and money laundering.

"El Chapo" was extradited to the US in 2017 under the instructions of then-Mexican President Enrique Pena Nieto. According to Jose Refugio Rodriguez, Guzman's attorney, the extradition was due to an illegitimate pact between Pena Nieto's administration and the US government.

Rodriguez has reached out to Mexico’s US Ambassador Esteban Moctezuma Barragan to intercede, alleging that Guzman was extradited to the United States in violation of his rights and accusing then-Mexican Foreign Minister Luis Videgaray of acting "submissively" to the US.

Guzman's lawyer insisted that there is a legal way for ‘El Chapo’ to return to Mexico, noting that the extradition treaty allows the former drug kingpin to return to his home country since Guzman has criminal proceedings pending in Mexico.

"Once extradition was granted, (Guzman) should have remained in Mexico until all his proceedings here were completed by a sentence and then turned over," said Rodriguez.

Foreign Minister Marcelo Ebrard quickly dismissed the request.

"I don't see any possibilities, frankly, but I will check with the prosecutor's office," he said.

However, Lopez Obrador said at his daily press conference that he would look into Guzman's case.

"When it comes to human rights, there are international channels and instances. So we can't rule this out because the main human right is the right to life. We have to see if this can go forward or not, if we have…the possibility, the power to do so," he said.
