This is very correct, the person to apologise here is Kagame himself, for his paricipation in 1994 genocide and on what is going on in DRC Congo.

Mushikiwabo says President Kikwete could be just another sympathiser for the group whose ideology is still being fought in Rwanda and worldwide.

Remarks made by President Jakaya Kikwete on the Democratic Forces for the Liberation of Rwanda (FDLR) rebels have been described as "aberrant" and "shocking".

The Tanzanian President suggested - during an AU summit on Sunday in Addis Ababa, Ethiopia - that Kigali should negotiate with the Congo-based rebels. The Summit tackled security issues on the continent, including instability in eastern DR Congo.

But in an interview with Radio France Internationale (RFI) on Monday, Rwanda's Minister of Foreign Affairs, Louise Mushikiwabo said Rwanda will not consider negotiating with people who are responsible for the 1994 Genocide against Tutsi.

"Those who think that Rwanda today should sit down at the negotiating table with FDLR simply don't know what they are talking about," she said adding that it is unfortunate that the rebel group has sympathisers in the region, including President Kikwete himself, should he not retract his comments.

Mushikiwabo told the French broadcaster that she did not expect President Kikwete to suggest that Rwanda negotiate with known terrorists since he has served as a foreign affairs minister for his country and knows the FDLR background.

Minister Mushikiwabo pointed out that President Kikwete could be just another sympathiser for the group whose ideology is still being fought in Rwanda and worldwide.

"There are many spokespeople for the FDLR. Some are ideologically aligned to the FDLR. We stopped the Genocide but we didn't stop the ideology," she added.

The FDLR is made up of members who are largely responsible for the 1994 Genocide against the Tutsi in Rwanda. The group, named by the UN as a terrorist organisation, has been involved in creating instability in eastern Congo along with several armed militia roaming in the region and it attacked Rwanda twice last year, killing two people.

Reactions from experts


At the occasion of the 50th anniversary of the African Union- celebrated last weekend in Addis Ababa, a meeting involving parties concerned by the Addis Ababa Peace, Security, and Cooperation Framework for the Democratic Republic of Congo and the region signed in February was held, during which President Kikwete called for all-encompassing talks with belligerents in the Congo.

He reportedly told participants at the meeting, including Rwandan and Ugandan Presidents Paul Kagame and Yoweri Museveni, that the recently deployed UN brigade will only be able to help temporarily, essentially calling for all the concerned parties to enter into talks with rebels.

The Tanzanian President suggested that Rwanda engages in direct talks with the FDLR and that the President Museveni holds talks with the rebels from the Allied Democratic Forces-National Army for the Liberation of Uganda (ADF-NALU) that is opposed to his government.

Several experts and analysts in Rwanda reacted to Kikwete's comments with condemnation.

Professor Pierre Rwanyindo, Director of the Kigali-based Institute of Research and Dialogue for Peace (IRDP) told The New Times yesterday that negotiations with the FDLR are simply impossible and Kikwete seems to "ignore the history".

"He (Kikwete) should first ask himself how FDLR ended up in Congo since they are not Congolese. The Rwandan government encourages all Rwandan refugees to return home, but the FDLR just want to attack Rwanda because of the crimes they committed during the 1994 Genocide against the Tutsi," Rwanyindo said.

Insult to Rwandans


The Chairperson of Parliament's Foreign Affairs committee, MP Gideon Kayinamura, also said negotiating with the FDLR is insulting.

"You just don't enter into negotiations with genocidaires. It's an insult on Rwandans," he said.

Alice Umutoni, a survivor of the 1994 Genocide against the Tutsi said that as Tanzania's President, Kikwete should know better.

"Given that the International Criminal Tribunal for Rwanda (ICTR) is based in Tanzania, we have no doubt that President Kikwete has been following the court proceedings and should comprehend the threat posed by the FDLR to Rwanda's and the region's peace and security," Umutoni said.

Last month, the United States renewed its staked $5 million (about Rwf3.2 billion) for information leading to the arrest, transfer and conviction of FDLR's leader Sylvestre Mudacumura.

It's just disappointing to hear such from a head of an African country. Some,I say "some" foreigners can atter misleading ideas to Africans because we're almost none of their business. But for Africans,...Anyway,this shows that there is a long way to go in strengthening African unity in the real sense of UNITY.

Which school of thought does Kikwete come from? No wonder all i know from trusted sources is that most of kabila's business is based in Dar under the mgt of kikwete's son! but thats non of our business though he should also leave us alone and mind his own bss.shame!

I imagine pan African Tanzanians who unseated Amin of Uganda, liberated Zimbabwe, supported ANC to end Apartheid still believe there is more to do to end genocide on African Continent and elsewhere we cannot by any point of imagination think or support genocidal forces! Our fallen combatants who made their blood would be wasted!

It would hold some meaning if the request was from either party. Let Tanzania be reminded that FDLR have been allowed to go home peacefully but DRC and its allies keep on blocking the deal by sheltering them. I would advise Kikwete to put much emphasis on prosecuting the FDLR/Genocidaires and their repatriation globally than suggest the impossible.

perhaps he kikwete thinks the way his govt used to chase banyarwanda,burn there houses,eat there animals ,can as well use that pride to manupilate the kigali govt- he is mistaken

Your Exellency Dr Jakaya Mrisho Kikwete allow me to make some comments in replying Ms Mushikiwabo's comments.

It is obvious that Tanzania and all Tanzanians are peaceful people and they feel human on their fellow Rwandese who are suffering from these politically greed people in Rwanda. Our President has a spirit of sympathy and yet he must be honored for that. Tanzanians are not used with peace instability as Rwanda expresses to be. Since 1994 up to date is about 19 years Rwanda is peacefully unstable and not only that this goes together with killings of children, women, disabled people and the like. For about twenty years you have failed to come to peace why shouldn't you try the other way like what Kikwete suggested you? We think this suggestion is so welcome by the people of Rwanda as it has been welcomed by Tanzanians, not because we civilians do not know politics but we know both politics and peace!!
 
Kikwete is a disgrace to all Tanzanians. I am ashamed to call myself a Tanzanian after such unwarranted remarks by someone in the High Office. Seriously I have never been impressed by any of his speeches, given locally or internationally. Not only that he is ill-advised, it seems he has no idea at all of what is going on in both local and international politics. He attends these summits only to show his 'smiling face' and collect the allowances that come with them. I am yet to read even a single 'paper' be it a seminar paper, an article, a book or a dissertation, to make me believe that we have a competent leader who can represent a learned perspective in international matters.

For a leader who fails to address even local issues such as tensions about religion and the right to slaughter, whereas we have a clause in the constitution that speculates exactly the government's stand on religion, how can he start telling the Rwandese how to deal with a bigger crisis? And he proudly calls himself Dr! Shame on him and on all those who sing his praise...

You are more of a disgrace, based on what you posted, than the M23 rebels, and no wonder why others are questioning your patriotism and even your national allegiance.
  1. When a foreign official disrespects our president, that has to rub to all of us especially when you take into account what Mr. Kikwete was articulating. My suggestion to you is that, if you are not well versed to the subject in discussion, you better keep quiet, unless your allegiance is towards the Rwandese administration.
  2. All presidents have responsibilities beyond their borders, and JK is no exception. Peace in DRC overdue and is as important to Tanzania as was peace in Uganda, if not more. It has taken long for TZ to take a strong stance in this conflict, but better late than never.
I applaud Kikwete for sending troop to DRC and for advising Rwanda to dialogue with their FDLR brothers. And it is for this reason am proud to say, and it is my 1st time, well done Mr. President, Jakaya Mrisho Kikwete.

FDLR, M23 na wengineo wote wamefanya uhalifu na baadhi itabidi wapelekwe mbele ya sheria. Lakini kama DRC wako tayari kuongea na M23 kwa nini Kagame hataki kuongea na Wanyarwanda wenzake? FDLR, kwa mujibu wa UN, wako sio zaidi ya watu 100 tu ambao wanaweza wakawa walishiriki kwenye Genocide. Wengi wao hivi sasa ni wale ambao walikuwa watoto wadoogo miaka almost 20 iliyopita na wanaogopa kurudi Rwanda. Kwa hiyo kuongea nao ni sawa na kuongea na wakimbizi wengine wowote.

Tatizo la Kagame ni kuwa hataki mgogoro ukaisha kwani ukiisha demokrasia itarudi Rwanda ambayo ina 85% Hutus. Hivyo serikali ya hivi sasa iliyojaa waTutsi itakuwa ndio mwisho wao. Kwa hiyo kikwazo kikubwa ni serikali ya Kagame na sio FDLR.
 
Hivi hawa wapuuzi walitegemea Kikwete aseme nini? Wapigeni vita mpaka watokomee duniani?

Na inaonekana mwakani katiba inavunjwa (term limits) au kitanuka tena.
Kweli njia ya kwenda Mbinguni ni nyembamba waendao ni wachache.

Hata dhambi ijapokuwa ni nyekundu dama damu Bwana Yesu ataisafisha na kuwa nyeupe kama theluji.

Inashangaza hawa Watutsi kujiona wao dhambi zao ni nyekundu zinapaswa kusamehewa na Muumba ila za Wenzao FDLR ni nyeusi hazipaswi kusamehewa. inashangaza wanavyojazana makanisani huku Mioyo yao imejaa chuki na hila. Kikwete has showed to the world that it is now or never the western and african leaders have to be courageous and say ENOUGH IS ENOUGH to Rwanda and Uganda. Everybody knows that these 2 countries are the source of killings and the troubles that are going on in the DRC. Rwandan and ugandans pretended to hunt the hutu who have committed genocide. But the all begun when the 2 countries invaded the DRC and put Laurent Desire Kabila to "power". When Kabila discovered that he was just a puppet of Museveni and Kagame, he took the courage and sent rwandans and ugandans back. He got killed. Since then Rwandan and Uganda are perpetrating ttroubles by using the adoptiv son og Laurent Kabila. Evebody knows what is going on in Congo, but no one has the courage of denouncing it. Bravo Kikwete. You are a leder. You said what we say i kiswahili"NYANI HAONI KUNDULE. How kan Rwanda and Uganda pretend to help congolese government and its enemies while these to "leders" are still hunting their enemies in DRC?
 
Some rwandans still believe that they can full all the people all the time. All the dictators were friends of the West, they've gone in the way we know. Now it's Musevenis and Kagames turn. They have what they want. They vcan kan kill and cruch as they want as long as the wests are getting profit. One day they will kik them out and find others purppets. They should thank Kikwete because he is saying: fellow african, wake up. It's now or rever. If they don't want to understand this...............
 
Kikwete is just right. Everybody knows he is telling that the mascarade has just to stop. Even Mushikiwabo and Kagame recognize that even if they pretend that Kikwete is wrong. Rwanda has the right to kill in Congo, just because the West is getting the big profit. Mushikiwabo and Kagame still believe rwandan genocide will always give them the right to kill.
