They funded 85% of the project... It is owned by the GOK, obviously, even the dumbest human being knows this. The GOK decided that they should operate the project for a period of 5 years, just incase of any problems, it will be on them. We are already paying our debt, using a levy introduced sometime back. Some of you might not know this or chose to ignore the fact that it's own by Chinese in the tune of 90%. They're the one will be calling the shorts for the next ten years making sure they don't run into loses which includes setting up fares to compensate any loses.
