Ministry of Energy and Minerals
An audit inquiry at the Ministry of Energy and Minerals has revealed that the Ministry does not have a close monitoring and controls mechanism at the diamond mining sites to ensure that diamonds produced are thoroughly verified to establish the actual quantities produced and reported tally with the reported quantities exported.
Under the circumstances, Diamond Shipments between January, 2004 to October, 2005 weighing a total of 473,051.9 carats valued USD 56,934,749.09 (equivalent to Shs.71,343,795,390) could not be verified against actual production and the Diamonds exported.
In this regard, it is evident that revenues accrued from Diamond and other minerals royalties to the Government are not realistic due non availability of reliable data from the mining sites, arising from poor monitoring and follow-up.
