Hiki kifungu kimenitatiza kidogo nikiona kwa tafsiri na uelewa wangu ni nguvu gani Serikali Kuu inayo kwenye masuala ya matumizi ya fedha na/au mapato kwamaba bunge halina sauti bali kwa ridhaa ya Serikali kuu.
Nukuu hii ni kutoka katiba ya 1977 na sina hakika na sikutafuta kama kifungu hiki kimeshafanyia marekebisho yoyote.

99.-
(1) The National Assembly shall not deal with any of the matters towhich this Article relates except if the President has proposed that the matter bedealt with by the National Assembly and the proposal has been submitted to theNational Assembly by a Minister.
(2) The matters to which this Article relate are the following:
(a) a Bill to enact a law providing for any of the following -
(i) to levy a tax or to alter taxation otherwise than byreduction;
(ii) the imposition of any charge upon the ConsolidatedFund or any other public fund or the alteration ofany such charge otherwise than by reduction;
(iii) the payment, issue or withdrawal from theConsolidated Fund or any other public fund of anymoneys not charged thereon, or any increase in theamount of such payment, issue or withdrawal;
(iv) the composition or remission of any debt due orpayable to the United Republic;
(b) a motion or any amendment of a motion for the purpose of any ofthe matters referred to in paragraph(a) of this subarticle.
(3) The provisions of this Article shall not apply to a Bill or anyamendment to a Bill introduced by or a motion or an amendment to a motionmoved by a Minister or a Deputy Minister.
